PROGRESS REPORT PRESENTED 3Y SPIN TO TE TEXTILES SURVEILLiEICE 30DY -.In compliance with one of the conclusions reached bj the Textiles Surveillance Body, after examining the Spanish memorandum on 30 pril 1975, the Spanish authorities presented a first progress report on 17 October of that year. In that report, the Spanish authorities stated that a further progress report would be furnished before the end of December. The exceptional circumstances that Spain has experienced in the last four months, and the change of government that has taken place, have caused an unforeseen delay in decision-malting, and accordingly in the presentation of the second report. Nevertheless, and with a view to bringing the Spanish import régime for textile products into line with the provisions of the rrangement Regarding International Trade in Textiles, a resolution was adopted on 5 January 1976 (Official Gazette of "The conclusions mentioned were recorded in document COM.TEX/SB/83, paragraph 2.

2 C0M.TE2/SB/162 Page 2 21 February 1976) under which thirty-two tariff headings or sub-headings have been liberalized, in other words, a considerably larger number than was indicated in the report presented in October. nnex 1 presents a complete list of the headings or sub-headings liberalized under that resolution. The report presented in October mentioned the decision by the Spanish authorities to apply as a practical measure to the majority of textile imports from Japan, the general régime existing in Spain in respect of imports of those products from other sources. This line of action, which was initiated some time ago, was reflected in May 1975, on the occasion of some bilateral consultations held in Tokyo, in the announcement of a new list containing a further series of textile products to which the said general régime would be applied. s a result, the special régime now affects only the three tariff headings mentioned in nnex 2 to the present Report. The Spanish authorities continue to study the possibility of liberalizing additional tariff headings and of including in a network of bilateral agreements, in accordance with rticles 2 and of the Multifibre rrangement, those headings whose liberalization could adversely affect the producing sectors concerned. s promised in the first report, the foregoing reflects the progress made by Spain since then, and this despite the difficult economic circumstances that our country is experiencing and which are largely attributable to the recession that is besetting the world economy. s a consequence of the measures mentioned above, the lists reproduced in pages 3-7 of document COM.TEX/SB/25/Rev.l, as enclosure to Letter No. 1, are now as described in nnex No. 3 to the prosent report. List No. 3, (pages 5-7) of document COM.TEX/SB/25/Rev.l is deleted since some of the headings concerned have been incorporated in the new list No. 2 and others in nnex No. 1 to this report, as a consequence of the liberalization measures taken.
