1 DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION NO. 37 OF JANUARY 11, 1999 ON THE REALIZATION OF THE AGREEMENT BETWEEN THE RUSSIAN FEDERATION AND THE EUROPEAN COMMUNITY ON THE TRADE IN TEXTILE GOODS In accordance with the Agreement between the Russian Federation and the European Community on the Trade in Textile Goods of July 23, 1998, the Government of the Russian Federation resolves: 1. To continue the licensing of the export of textile goods and clothing to the countries of the European Community, which licensing has temporarily been conducted from May 1, 1998 in accordance with the Agreement, initialled on March 28, 1998, between the Russian Federation and the European Community on the Trade in Textile Goods for the period of the effect of the Agreement by the list according to the Annex. The Ministry of Trade of the Russian Federation shall conduct the issuance of the licences for the export of the textile goods and clothing, mentioned in the Annex to this Decision, to the countries of the European Community in the automatic regime (without any quantitative restrictions). 2. The issuance of the licences for the export of textile goods and clothing to the countries of the European Community shall be conducted by the Ministry of Trade of the Russian Federation through their representatives in the regions on the ground of the applications of the Russian exporters in accordance with the Regulations on the Procedure for the Licensing of the Export and Import of Goods (Works, Services) in the Russian Federation, approved by the Decision of the Government of the Russian Federation No of October 31, 1996 (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1996, No. 46, item 5249). 3. To eliminate the textile goods and clothing from the list of goods whose export is conducted in accordance with the international obligations of the Russian Federation, approved by the Decision of the Government of the Russian Federation No. 758 of July 1, 1994 on the Measures for Perfecting the State Regulation of the Export of Goods and Services (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1994, No. 11, item 1295).
