2 Being short on energy resources, Pakistan s reliance on oil imports for fulfilling its energy demand, has long jeopardized the country s external sector. The share of exports in the overall GDP has declined to 5.3% in FY17 from 11% in FY12. Pakistan s remittances and investments have not been enough to support the debilitating current account deficit. Filling the gap through borrowings has already taken its toll on the foreign exchange reserves; which plummeted to mere $ 12 billion in the end of February 2018 as against $ billion a year earlier. The present scenario calls for instant boost in exports in order to provide respite to the deteriorating balance of payments position. Steps, taken by the government, have somehow pushed the exports to certain extent; however bottlenecks still exist in the way of exports promotion that needs proper redress. There is low product diversification coupled with limited market outreach which is hampering exports growth. The situation is calling for exploring new markets which offer export potential. The Baltic region is one such market lucrative for exports that has largely remained untapped despite being part of the Euro Zone and covered under GSP plus scheme. REGIONAL BALTIC STATES Located at the Eastern shore of Baltic Sea 1 ; Latvia, Lithuania and Estonia are widely known as Baltic States. These states are connected geographically and are the part of Northern Central Europe. The three countries have fundamentally adopted free market and trade liberalization reforms since their independence in Most of the population of these states are fluent in Russian language. They, combined, form a population of around 6.15Mn. Being a part of European Union (EU), all three states have their GSP Plus agreement with Pakistan which came into force in December 2014 providing concessional access to Pakistani products. The total export quantum directed to the Baltic States is below $ 40 Million where India s exports exceed 163 Million. It can be observed through the table (below) that Pakistan s export to all the three Baltic States have declined over the years instead of gaining momentum due to the GSP+ benefit. Pakistan mostly export textiles to the Baltic region however, the region also hold potential of export of footwear, plastic items, ceramics, furniture, surgical equipment, sports goods, fruits, confectionary, cereals, spices, leather and animal fodder. The Baltic region import high value added finished goods from all over the world. 1

According to the estimates of 2016, their regional textile import stood around $ 2.4Bn. However, Pakistan, whose textile sector accounts for more than 60% of country s revenue generation, has a meagre 0.8% share in these imports where only $ 38Mn worth of textile items are imported from Pakistan. 4 The region has great demand for Knitted/Crocheted fabrics (imports of $ Mn), Knitted Apparel Articles & Clothing Accessories ($ Mn), Not Knitted Apparel Articles & Clothing Accessories ($ Mn) and Made-up Textile Articles (imports of $ Mn). Owing to the weak technological base in the downstream industry, Pakistan produces lesser quality made ups that are not in demand in the international markets. Pakistan is also not targeting western style clothing to penetrate in the market even though the fabric of Pakistan holds good demand in the region. Similarly, modern air-jet, projectile looms and shuttle-less looms of wider width are also not widely deployed which are required for producing quality fabrics. Pakistani mill owners mostly invest in the spinning and weaving that are part of upstream industry due to which finished goods industry has not been able to upgrade its capability for producing finished goods. There is also a great demand of raw materials for manufacturing value added textile items.

The high potential textile products which can be exported by Pakistan to this region mainly include items in categories of Wool not carded/nor combed (HS Code: 5101), Woven fabric of cotton (mixed) (5210, 5212), Woven fabrics of synthetic filament yarn (5407), Woven fabrics synthetic staple fibers (5513, 5514, 5515), carpets other than floor coverings (5702), Braids of textile materials (5808), Embroidery on a textile fabric ground (5810) etc. (See Annexures for further details)

6 LATVIA A BRIEF OVERVIEW DETAILED ANALYSIS OF EACH BALTIC STATE The name "Latvia" originates from the ancient Latgalians, one of four Eastern Baltic tribes that formed the ethnic core of the Latvian people (ca. 8th-12th centuries A.D.). The region subsequently came under the control of Germans, Poles, Swedes, and finally, Russians. A Latvian republic emerged following World War I, but it was annexed by the USSR in an action never recognized by the US and many other countries. Latvia reestablished its independence in 1991 following the breakup of the Soviet Union. 2 ECONOMY OF LATVIA Latvia is a small, open economy with exports contributing nearly a third of GDP. Due to its geographical location, transit services are highly-developed, along with timber and wood-processing, agriculture and food products, and manufacturing of machinery and electronics industries. Latvia's low birth rate and decreasing population are major challenges to its long-term economic vitality. The IMF, EU, and other international donors provided substantial financial assistance to Latvia as part of an agreement to defend the currency s peg to the euro in exchange for the government s commitment to stringent austerity measures. The IMF/EU program successfully concluded in December The majority of companies, banks, and real estate have been privatized, although the state still holds sizable stakes in a few large enterprises, including 99.8% ownership of the Latvian national airline. Latvia officially joined the World Trade Organization in February 1999 and the EU in May Latvia joined the euro zone in KEY AGRI-PRODUCTS & INDUSTRIES The country s major agricultural products include grain, rapeseed, potatoes, vegetables; pork, poultry, milk, eggs and fish. Pakistan's import from Latvia stood at $ 12.04Mn as against imports of $ 40.84Mn in the same period last year, depicting a decline of 71%. The overall trade between both the countries stood at ~ $ 20.60Mn in FY17, making trade balance favorable for Latvia.

Exports can be improved through effective utilization of the GSP plus status given to Pakistan by EU. Pakistan can look to export ceramics, leather, footwear, furniture, articles of plastics, carpets, glassware, pharmaceuticals, meat, fish, and confectionary items. There is also a lot of potential for Pakistani agricultural products in Latvian markets. 9 A BRIEF OVERVIEW LITHUANIA Lithuania has once remained the largest economy of Europe at the end of 14th century. An alliance with Poland in 1386 led the two countries into a union through the person of a common ruler. In 1569, Lithuania and Poland formally united into a single dual state, the Polish-Lithuanian Commonwealth. This entity survived until 1795 when its remnants were partitioned by surrounding countries. On March 11, 1990, Lithuania became the first of the Soviet republics to declare its independence, but Moscow did not recognize this proclamation until September of Lithuania subsequently restructured its economy for integration into Western European institutions 3. ECONOMY OF LITHUANIA Lithuania's trade with its Central and Eastern European neighbors, and Russia in particular, accounts for a significant share of total trade. Foreign investment and business support have helped in the transition from the old command economy to a market economy. Lithuania's economy grew on average 8% per year for the four years prior to 2008 driven by exports and domestic demand. However the country showed 2.3% growth in its GDP in The government's efforts to attract foreign investment, develop export markets, and to pursue broad economic reforms has been key to Lithuania's quick recovery from a deep recession post 2008, making country one of the fastest growing economies in the EU. With government efforts, the unemployment has dropped to 7.9% in 2016 from 13.2% in KEY AGRI-PRODUCTS & INDUSTRIES The key agricultural products of Lithuania include grain, potatoes, sugar beets, flax, vegetables; beef, milk, eggs and fish. Imports from Pakistan also dropped 21% from Lithuania to $ 5.50Mn from $ 6.99Mn a year ago. During the period under review, trade volume between the two countries was ~ $ 28Mn.

12 OVERVIEW OF ESTONIA ESTONIA Estonia is the fastest developed economy in the Baltic region with open and flexible economic policy in place. The state is least populous in whole Schengen Area, NATO, OECD, Eurozone and European Union having only 1.3Mn residents. Estonia has outpaced other regional Baltic states with regard to the construction services, business services and travel services. The country firstly introduced one of its kind E-Residency to the non-residents through which it has become easier for the businessmen to flourish new industry in Estonia. ESTONIAN ECONOMY The Estonian government has always adhered to the strategy of free trade and liberal investment laws based on balanced budget. The exports of services constitute around 26% of the country s GDP. It is expected that the state will further stabilize with economic growth of approximately 3% in the Estonia s banking system is efficient and modern having well connected Scandinavian structure. The VAT system is harmonized with EU prerequisites fixed at 20%. Income tax has also remained low for long time at 20% flat tax rate with no other extra hidden taxes. However, redistributed profits are subject to tax at the rate of 20%. The cost of basic facilities including telecommunications, transport services, property expenses, labor and energy is comparatively lower in Estonia than rest of the Baltic States. Nonetheless, quality of products in the country have earned good reputation. Estonian government provides level playing field to its foreign investors with respect to local firms with the right to own a land along with the unlimited profit and capital repatriation facilities. The presence of free economic zones at Muuga Port and Silamae in Estonia coupled with the mushroom growth of industrial parks has further made it an attractive destination for investors. It major industries are food, engineering, electronics, wood and wood products, textiles; IT and telecommunications. ECONOMIC RELATIONS BETWEEN PAKISTAN AND ESTONIA If both the countries have their respective embassies or consulates in each other s territory, it will help strengthen relationships between both the countries and mutually benefit people belonging to both the countries. In an effort to entice Pakistani businesses to invest in Estonia, govt. has allowed non-residents to own 100% of the corporate rights of Estonian enterprises. In this regard, Pakistani businesses can enjoy benefit of the current rules by setting up their branch offices or open new businesses in Estonia. It would give them full access and representation in the European markets. BILATERAL TRADE RELATIONS BETWEEN PAKISTAN AND ESTONIA Pakistan and Estonia share healthy bilateral relations among each other. During Fiscal Year 2017, Pakistan exported goods of worth $ 13.28Mn as against exports of $ 12.85Mn. Pakistan's import from Estonia stood at $ 3.82Mn as compared to $ 3.80Mn a year before.

Estonia has large imports of Electronic integrated circuits from around the world. By enhancing its manufacturing of Electronic Integrated Circuits, Pakistan can bolster its export to Estonia. Items such as footwear, cutlery, leather, articles of iron, steel and other metals, ceramics, sports goods, furniture and carpets holds good scope of exports to Estonia from Pakistan. 15 CONCLUSION The Baltic States have been perceived as a single market economy as they share similar geographic, historical and weather conditions along with open market economies. Pakistan s export sector has globally suffered set back in its various export categories due to low value addition and fragmented market structure. Though, Pakistan has GSP Plus agreement with the European Union since December 2014, its trade with Baltic States (part of EU) has been continuously showing a declining trend. Among all the three states, Estonia is the fastest developing economy having exports to GDP ratio of 80% in However, Pakistan s exports to Estonia has dropped significantly in comparison to its neighboring country Bangladesh s whose exports to the same has rose considerably in the past two years where exports of India to Estonia has also grown significantly. Given this, Pakistani exporters should diversify their export items, improve quality and look for new products that can be exported to these states. Pakistani businessmen should participate in trade fairs being held in Baltic States in order to exhibit their products and services. Exchanging business delegations to and from Baltic States, and building trade ties would also bolster bilateral trade and cooperation between Pakistan and these countries.
