1 DOC:STI/4964/5 SCHEME OF TESTING AND INSPECTION FOR CERIFICATION OF TEXTILE-VEST, COTTON, PLAIN (SINGLE JERSEY) KNITTED ACCORDING TO IS 4964:2003 (Fourth Revision) 1. LABORATORY- A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the method given in the specification. 1.1 All the testing apparatus shall be periodically checked and records of such checks shall be maintained. 2. TEST RECORD- All records of tests and inspection shall be kept in suitable forms approved by the Bureau of Indian Standards. 2.1 Copies of any records and other connected papers that may be required by Bureau shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme[see IS 397(Part I):2003, IS S397(Part 2):2003 and IS397(Part 3):2003]. 3.1 In addition, efforts should be made to gradually introduce a quality management system in accordance with the quality system module as per IS/ISO STANDARD MARK :- The standard mark (s) as given in column ( 1) of the first schedule of the licence shall be applied on a cloth label securely stitched to each vest at the inside of the neck portion and on the labels printed on the card board boxes, provided always that the cotton vest thus applied conforms to every requirement of the specification.

MARKING - In addition, the following information shall be marked on the label applied to it: a) Size in cm (See 5.1 of IS 4964:2003) b) Words denoting the designation of the fabric, as per Table 1 of IS 9469 depending upon the guage of the machine used in the manufacture of tubular fabric from which vests have been made. c) Indication of source of manufacture or trade mark, if any; 5.1 The following information shall also be given on each card board box. a) Name of material; b) Count of yarn and type (Carded or Combed); c) Indication of the source of manufacture; d) Designation of fabric; e) Vest design (See Cl.4.2 of IS 4964) and size in cm (See 5.1 of IS 4964); f) Quantity per box; g) Standard Mark on the smaller side of the box; h) 100% cotton if required; and i) Any other information as required by the buyer or the law in force. j) Licence No. (CM/L- ) 5.2 The batch number and the lot code number shall be suitably marked on each card board box with which it would be possible to trace back the date of stitching, bleaching or dyeing, calendaring and the corresponding test results. A record correlating the above details shall be maintained for verification. 6.0 HOSIERY YARN :- The hosiery yarn used in knitting the fabric should conforms to IS 834:1993(or the same revised and implemented from time to time). Each consignment of hosiery yarn received in the factory should be accompanied with a test certificate or alternatively got tested in the factory according to IS 834. If the yarn is ISI marked no test certificate or its testing is required. 7.0 INSPECTION OF FABRIC AFTER PROCESSING :- For this purpose all the rolls of tubular fabric bleached and calendered at a time shall constitute a batch.

3 DOC:STI/4964/5 7.1 Plain knitted cotton fabric rolls shall be checked for number of wales and courses as laid down in Table 1 of IS 9469:2003. Number of rolls to be selected from each of leach consignment and criterion for conformity shall be as given in Clause 9 of IS 9469:2003. Records of results shall be maintained as per Form The fabric rolls shall be drawn at random from each batch and subjected to dimensional change (due to relaxation) and ph value of aqueous extract tests. Based on the test results obtained, each batch shall be accepted as conforming to the specification only when both the samples conform to the specification with respect to each of these requirements. All the rolls in the batch conforming to the specification in respect of above requirements shall be stored and subsequently taken up for cutting, stitching and ironing etc. However, in case of non-conformity of a batch, the batch may be reprocessed suitably and subjected to be above tests once again. Only on their conformity with regard to the requirements they shauld be taken up for further processing. Records of test results shall be as per Form The above tests need not be carried out if the fabric is ISI marked. 8.0 LEVELS OF CONTROL :- The tests as indicate in Table 1 and at the levels of controls specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with item 2 above. All the production which conforms to the Indian Standard and covered under the scope of this licence shall be marked with the Standard Mark. 8.1 CONTROL UNIT (Lot): For the purpose of this scheme, all the cotton vests of one size and style cut, stitched and pressed from each roll of tubular fabric

4 DOC:STI/4964/5 (after bleaching or dyeing and calendaring) shall be considered as a control unit (Lot). 8.2 DIMENSIONS:- Three samples of cotton vests shall be drawn at random from every fifth lot and subjected to inspection for conformity to dimensional requirements as laid down in Anned-B and Table 2 or 3 of IS 4964:2003. In the event of any failure each lot shall be tested (3 per lot and a total of 9) from 3 consecutive lots are found conforming to IS 4964:2003 (Table 2 or 3). 8.3 SEAMS, STITCHES AND FREEDOM FROM DEFECTS :- Each cotton vest shall be examined for these requirements and these vests which fully confirm to the requirements shall be considered fit for standard marking. 9.0 In respect of all other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate controls and checks to ensure that their product conforms to the requirements of the specification REJECTION- A separate record providing the detail information regarding the rejected control units and mode of their disposal shall be maintained. Such material shall in no case be stored together with that conforming to the specification SAMPLES- The licensee shall supply, free of charge, the sample(s) required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended from his factory or godowns. The BIS shall pay for the samples taken by it from the open market REPLACEMENT- Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee, in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final

5 DOC:STI/4964/5 authority to judge the conformity of the product to the Indian Standard shall be with BIS. The firm should have own complaint investigation system as per IS In the event of any damages caused by the goods bearing the standard mark, or claim being filed by the consumer against BIS Standard Mark and not conforming to the relevant Indian Standards, entire liabilities arising out of such non conforming products shall be of licensee and BIS shall not in any way be responsible in such cases STOP MARKING- The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of markings shall also be sent to the Bureau PRODUCTION DATA The licensee shall send to BIS, as per the enclosed proforma, a statement of the quantity produced, marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to BIS on or before the 31 st day of July and January for the proceeding half-year.

These are not necessary if the fabric carries ISI Mark. In the first instance samples from each colour and shade shall be drawn and tested in an independent laboratory. Those colours and shades only shall be marked, which conforms to the relevant specification.

Afterwards an undertaking to the effect that there shall be no change in the brand, colour, shade and processing conditions may be obtained. However, two samples from one batch shall be tested once a year in an independent laboratory in case facilities do not exist with the party. Colour fastness to light, washing and perspiration shall be applicable only in cases of vests made out of the dyed fabric. These tests need not be carried out if each consignment of dyed rolls of the same colour shade received in the factory is accompanied with the test certificate indicating conformity to colour fastness requirements or dyed and calendared rolls received are standard mark.
