The Region is currently working on its 2007 Capital Budget and Four Year Forecast and should be advised of the City's current priorities. 2.0 INPUT FROM OTHER SOURCES Discussions have been held with staff from the Regional Works Department on their proposed Road Program. 3.0 ANALYSIS Attachment No. 1 is a table illustrating the City's previous Regional Road priorities, the Region's 2006 Road Program and the City's proposed new Regional Road priorities. Exhibit No. 1 is a map illustrating the road improvements proposed for the City in the Region's 2006 Road Program and Four Year Forecast. While Attachment No. 1 speaks to major road projects, the Region also programs funding each year for road resurfacing/rehabilitation, traffic control signals and other miscellaneous road programs. In 2006 this funding rehabilitated Raglan Road West, from the west City Limits to Simcoe Street North. Based on a review of Regional road needs in the City and City Council's previous priority listing, the following Regional roads are recommended for inclusion in the Region's 2007 Capital Budget and Four Year Forecast:

3 Report to the Development Item: DS Services Committee (Continued) Meeting Date: December 11, 2006 (b) (c) The Region has determined that there is no significant benefit to be achieved through the construction of a westbound on-ramp at the Harmony Road/401 interchange. Accordingly, this project has been removed from the priority listing as it is critical that funding be directed to a project in Oshawa that the Region can commit to. Council previously established the reconstruction of Townline Road North from Adelaide Avenue East to Taunton Road East as a priority project for 2009 and staff recommend that an EA for this project be initiated in However, it is recommended that the actual road improvements be in two phases. Phase 1 would be road upgrades between Adelaide Avenue East and Rossland Road East in 2009 to coincide with the recommended extension of Rossland Road East from Harmony Road North to Townline Road North. Phase 2 would be the balance of improvements to Townline Road North in The 2006 Regional Roads Servicing and Financing Study recommended that the Roads Network Rationalization Plan be adopted to realign responsibilities for the road network between the City and the Region based upon, but not limited to, the findings in the 2002 Who Does What Study. A phase-in schedule is to be developed in 2007 with transfers to be completed no later than This has potential significant financial implications for the City as several Regional Roads were proposed for transfer to the City in the 2002 study. A staff report will be prepared on this matter at the appropriate time so that Council can provide direction. 4.0 RESPONSE TO THE COMMUNITY STRATEGIC PLAN Establishing City priorities for Regional Road improvements advances Goal B (A Green and Sustainable Community) of the City's Community Strategic Plan by improving transportation modes through a strategy of working with the Region to establish mutual priorities for improving key Regional corridors. 5.0 FINANCIAL IMPLICATIONS The construction of Regional roads requires that the City program and finance the construction of sidewalks and street lighting improvements. These improvements are primarily financed through development charges and reserves. The proposed transfer of Regional roads to the City could have significant financial implications from a capital and operating budget perspective and will be reported on separately at the appropriate time. 6.0 CONCLUSION The condition and capacity of the Regional Road network within Oshawa is vital to the City and Region. With limited funding available at the Region to deal with all of their road needs, it is critical that the City identify and work co-operatively with the Region to establish clear priorities for the Regional roads within the City.
