1 PROCEEDINGS OF THE EVANGELINE PARISH SCHOOL BOARD Ville Platte, Louisiana January 11, 2017 Members of the Evangeline Parish School Board met this day in a regular scheduled meeting at the Media Center, 607 Harvey LeBas Drive, Ville Platte, Louisiana. Members present were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice-President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Members absent were Dr. Bobby Deshotel, Mr. Lonnie Sonnier, and Mr. Buck Dupuis. Also in attendance were Superintendent Darwan Lazard, CFO Amy Lafleur, Board Attorney Betsy Jackson, Title I Director Maryann Fontenot, Child Nutrition Program Director Karen Soileau, Supervisors Mr. Philip Buller, Ms. Kelli Lafleur, Ms. Linda Lafleur, Mr. Michael Lombas, Mrs. Penny McDaniel, and Mr. Ted Soileau, Technology Coordinator John Deranger, Instructional Technology Facilitator Connie Guillory and Maintenance Foreman Mike Hazelton. Principals in attendance were Mrs. Mary-Christine Fontenot (BCE) and Mrs. Anita West (PPHS). President Wayne Dardeau declared a quorum and ordered members to proceed with the business of the day at 6:00 p.m. It was moved by Vice-President Scott Limoges, seconded by Ms. Wanda Skinner and recommended by Superintendent Darwan Lazard to add new business, Item #12, Item # 13, Item #14, and Item # 15 to the agenda. Voting for the motion were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice-President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Motion carried unanimously. Item # 1 It was moved by Mr. Mike Fontenot, seconded by Mr. Ellis Guillory, Sr. and recommended by Superintendent Darwan Lazard to approve the minutes of December 14, 2016 as presented. Voting for the motion were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice- President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Motion carried unanimously. Item # 2 CFO Amy Lafleur presented the quarterly Medicaid Report. 2 Item # 4 Superintendent Darwan Lazard introduced Mr. Vic Slaven from Kolder, Champagne, Slaven & Company to present the Evangeline Parish School Board Annual Audit Report for fiscal year ending June 30, ( RM Attachment #03) Mr. Slaven commended the Evangeline Parish School Board staff for doing a very good job of gathering information and assisting his office in the auditing process. In the opinion section of the report it states. In our opinion, the financial statements referred to above present fairly, in all material respects, the respective financial position of the governmental activities, each major fund, and the aggregate remaining fund information of the School Board, as of June 30, 2016, and the respective changes in financial position for the year then ended in accordance with accounting principles generally accepted in the United States of America. This means it is a clean and unmodified opinion. Next, Mr. Slaven reviewed the Balance Sheet for Governmental Funds, focusing attention on the General Fund. The total assets for the fiscal year ending June 30, 2016 is $11,133,759.00; the total liabilities is $4,617,827.00; the total fund balance is $6,515, Of the $6,515,932.00, the only portion that can be spent at the board s discretion is $1,039,580.00, which is the unassigned amount. The total liabilities and fund balances for the General Fund is $11,133, On the Statement of Revenues, Expenditures and Changes in Fund Balances Report the total revenues for the year is $46,761, and the total expenditures for the year is $46,633, This reflects an excess of revenue over expenditures of $128, before the other financing sources and uses. This report reflects transfers in of $3,248, and transfers out of $4,195, This is a net transfers out of $947, The net transfers out subtracted from the excess revenue of $128, leaves a shortage of $818, With the remaining fund balance for next year of only $1,039,580.00, if this amount of deficit repeats this fiscal year, then the Evangeline Parish School Board would end up with a small surplus of about $200, going forward. The board needs to pay close attention going forward that the expenditures do not exceed the revenue. Mr. Slaven informed the board that there were no findings in the audit. Everything that was required to be complied with, was complied with. It was moved by Mr. Mike Fontenot, seconded by Mr. Ellis Guillory, Sr. and recommended by Superintendent Darwan Lazard to accept the audit report for fiscal year ending June 30, 2016 as presented. Voting for the motion were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice-President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Motion carried unanimously. Item # 5 It was moved by Mr. Mike Fontenot, seconded by Ms. Wanda Skinner and recommended by Superintendent Darwan Lazard to change the mileage reimbursement rate from $.54 per mile to $.53.5 per mile effective January 1, 2017 based on the Federal Government rates allowed by the IRS. ( Attachment #04) Voting for the motion were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice-President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Motion carried unanimously. Item # 6 CFO Amy Lafleur explained to board members they were being asked to approve a resolution calling for the renewal of three ad valorem taxes. ( RM Attachment #05) Two of the taxes are maintenance taxes and one is the special parishwide ad valorem tax. The election vote is to be held April 29, The rate will be the same as it was the last time it was voted on, ten (10) years ago.

3 Superintendent Darwan Lazard reinforced the fact that this is a renewal and we are not asking for any new taxes. On the 18 th of January, the principal, a teacher and a support person from every campus will meet in the Media Center Board Room. They will be given information to go back to their school and share with their fellow workers and collect questions, if there are any. Superintendent Darwan Lazard and CFO Amy Lafleurwill be going to each school with a presentation about the renewal of the three taxes and their impact on our school system. Superintendent Darwan Lazard will be inviting board members to the various schools in their district to come hear the presentation, if they have the opportunity to do so. The budgets and operations of the system are dependent on the passage of these tax renewals. Without these tax renewals, it is very possible that there would have to be reduction in personnel and/or a reduction in salaries. President Wayne Dardeau commented that it was his understanding that the school board is not allowed to spend any funds to promote the election. Superintendent Darwan Lazard responded that this was correct. However, we are allowed to pay for ads announcing the election is coming up and stating what the proposition will be. We will have a campaign to get the word out. We are also looking into possibly getting donations from persons, willing to help the worthy cause of getting the message out, for ads. It was moved by Ms. Nancy Hamlin, seconded by Vice-President Scott Limoges, and recommended by Superintendent Darwan Lazard to approve adopting a resolution ordering and calling a special election to be held in within (i) the Parish of Evangeline, State of Louisiana, for school purposes, (ii) Consolidated School District No. 2 of the Parish of Evangeline, State of Louisiana and (iii) School District No. 7 of the Second Police Jury Ward of the Parish of Evangeline and the Seventh Police Jury Ward of the Parish of Acadia, Louisiana to authorize the levy of ad valorem taxes therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith. Voting for the motion were Mr. Darren Vidrine, Ms. Georgianna Wilson, Ms. Wanda Skinner, Mr. Arthur Savoy, Mr. Mike Fontenot, President Wayne Dardeau, Vice-President Scott Limoges, Mrs. Peggy Forman, Ms. Nancy Hamlin and Mr. Ellis Guillory, Sr. Motion carried unanimously. Item # 7 Superintendent Darwan Lazard stated that school board members are the only elected officials in the State of Louisiana who are required to earn continuing education hours. This Board has collectively earned 135 ½ credit hours during the 2016 calendar year. He felt that they are to be commended for this. The audience jointed Superintendent Lazard in giving an ovation to members of the Evangeline Parish School Board Item # 8 President Wayne Dardeau stated there was a Maintenance Projects Report for December 1, 2016 through December 21, 2016 in each board member s packet and asked if any board member had any questions or comments. ( RM Attachment # 06) There was no question or comment from board members. Item # 9 - The following requisitions were presented for approval: A. FARMER S GAS CO -- $8, FOR BAYOU CHICOT AND PINE PRAIRIE FUEL USING GENERAL FUND (REQUESTED BY SUPERVISOR TED SOILEAU)

4 D. #1 FUNDRAISING -- $11, FOR COOKIE DOUGH FUNDRAISER USING SCHOOL FUNDS (REQUESTED BY BCE PRINCIPAL MARY- CHRISTINE FONTENOT) It was moved by Mr. Scott Limoges, seconded by Mrs. Peggy Forman, and recommended by Superintendent Darwan Lazard to approve requisitions as presented. Item # 10 - Personnel matters were presented as information: Item # 10A PERSONNEL CHANGES/RESIGNATIONS; RETIREMENTS; REASSIGNMENTS; TERMINATIONS: Bayou Chicot Elementary School Melissa Tilton, special education paraprofessional, submitted letter of resignation effective 1/18/2017 Mamou High School Paula Faul, regular education teacher, retired effective 12/16/2016 (as per notification from Louisiana Teachers Retirement System) Veronica Shillow, special education paraprofessional, submitted letter of resignation effective 1/6/2017 Melonie Fontenot, special education paraprofessional, reassigned from Pine Prairie High School effective 1/6/2017 (replacing Veronica Shillow) Vidrine Elementary School Susan Ardoin, regular education teacher (replacing personnel out on 2 nd semester sabbatical leave), reassigned from Mamou Elementary School (replacing personnel out on 1 st semester sabbatical leave) effective 1/6/2017 Ville Platte High School Lucian McKinney, Jr., custodian, submitted letter of resignation effective 1/6/2017. Stewart Elementary School Erin Boenig, regular education teacher, requested and granted 2 nd semester medical sabbatical leave There was no question or comment from board members. Item # 12 NEW BUSINESS The following price quotes were submitted for 3 convection ovens (James Stephens Montessori School 1 double stack oven; Vidrine Elementary School 1 double stack oven; W.W. Stewart Elementary School 1 double stack convection

( RM Attachment #07) Superintendent Darwan Lazard explained that a grant was received by the School Food Service Department from National School Lunch Program Equipment Assistance Grant in the amount of $21,000.00, which will help pay for the ovens. Item #14 NEW BUSINESS Louisiana School Board Recognition Month Resolution was submitted for possible adoption. ( RM Attachment #08) LOUISIANA SCHOOL BOARD RECOGNITION MONTH Whereas, the education of Louisiana s school-aged children is the foundation upon which the economic, social and intellectual capital of our state is built; and Whereas, locally elected school boards play an important and vital role in a representative democracy, and decisions made by local boards of education directly influence instruction in Louisiana s public schools; and Whereas, these decisions affect the present and future lives of children, and also set direction to prepare all students to be competitive in a local, state, national, and global 21 st century economy; and Whereas, local school board members work with parents, businesses, education professionals, all elected officials and other community members to create the educational visions we want for our students; and Whereas, this year s theme SCHOOL BOARDS MATTER! reflects the relevance of local school board members as they advocate for public education with local, state, and federal leaders; and Whereas, School Board Recognition Month provides an opportunity to build stronger relationships between the thousands of people in Louisiana who champion the mission of public education and school board members; not, therefore be it

6 Resolved, the Evangeline Parish School Board recognizes the contributions of the state s local school boards to the academic success of its public school students and expresses its sincerest recognition to the local school board members for their focus on the well-being and achievement of children throughout the state; and be it finally Resolved, the Evangeline Parish school Board declares January 2017 as School Board Member Recognition Month and encourages local school districts and community leaders to appropriately recognize our state s dedicated school board members. It was moved by Ms. Nancy Hamlin, seconded by Mrs. Peggy Forman and recommended by Superintendent Darwan Lazard to approve adopting a resolution declaring January 2017 Louisiana School Board Recognition Month. Item #15 NEW BUSINESS LSBA Code of Conduct for Louisiana School Board Members was submitted for adoption. ( RM Attachment #09) Superintendent Darwan Lazard explained to board members that information in Item #14 and Item #15 had been submitted to the board for approval at the request of the LSBA. Superintendent Darwan Lazard will also be releasing a press statement in a few days recognizing board members this month and commending them for the great job they do. It was moved by Mrs. Peggy Forman, seconded by Mr. Ellis Guillory, Sr. and recommended by Superintendent Darwan Lazard to adopt updated LSBA Code of Conduct. Item #11 Superintendent Comments: Superintendent Darwan Lazard presented a framed Proclamation signed by the governor declaring January 2017 Louisiana School Board Recognition Month. This Proclamation will be hung in the board room. Superintendent Darwan Lazard informed board members that from the week of December 12 th until today, he has visited 10 of the 12 parish schools. He was delighted to meet and greet many of our personnel and had some good conversations with administrators, teachers, paraprofessionals, custodians, cafeteria workers, and even some students. He will be visiting school on a regular basis, to the extent that he can. Just as he expects principals to get out of their office and know what is happing on their campuses, he needs to be an example by getting out into the schools. He wants the employees to know that he has an open door policy. We have many great things happening on every campus and he is glad to witness the hard work of our many employees. Superintendent Lazard informed board members Parent Conference day was January 5, He applauded principals and faculty members for contacting, meeting and conferring with parents/legal guardians about student progress at the mid-point of the school year. Several teachers indicated they were glad to have that kind of opportunity to engage with parents. Superintendent Lazard informed board members the last scheduled district-wide professional development, for , occurred January 6, Over 244 teachers

7 and other certified personnel attended training sessions at the Media Center, Ville Platte Elementary School, Vidrine Elementary School, Mamou High School, James Stephens Montessori School, and many others at their home campuses. Superintendent Darwan Lazard stated that the Town of Mamou was under a mandatory boil advisory that affected our Mamou campuses on Monday and Tuesday of this week. The boil advisory was lifted Tuesday. Superintendent Lazard would like to thank the EPSB District Maintenance Crew (led by Foreman Mr. Mike Hazelton) and the EPSB Warehouse Team (lead by Warehouse Manager Vashanski Thomas) for the work they did to deliver cases of hand sanitizer and a two-day total of approximately 5,600 bottles of water to Mamou High School and Mamou Elementary School. School personnel distributed these items to students and employees as appropriate. Superintendent Darwan Lazard announced that our schools will be closed Monday (1/16/2017) in observance of the Dr. Martin Luther King Holiday. Superintendent Darwan Lazard reminded board members that tonight s meeting is the only regular scheduled board meeting for this month. It was moved by Mr. Mike Fontenot, seconded by Mr. Ellis Guillory, Sr. and recommended by Superintendent Darwan Lazard to adjourn at 6:25 P.M.
