1 VILLAGE OF BERKELEY BOARD MEETING MINUTES Tuesday, December 19, :30 p.m. Village Hall 5819 Electric Avenue Berkeley, Illinois 1 President Lee called the meeting to order at 6:30 p.m. 2 Pledge of Allegiance 3 Roll Call Present: Trustees Salemi, Grenier, Graf-Stone, Washington, Perez Also present: Village Administrator Rudy Espiritu, Assistant Village Administrator Brandiss Martin, Assistant Fire Chief Michael Kuryla, Police Chief Phil Smith, Superintendent Joe Wagner and Village Attorney Jim Binninger. 4 Presentations and Appointment 4.1 Presentation of the Fiscal Year 2017 Comprehensive Annual Financial Report Brian LeFevre from Sikich LLP. Mr. LeFevre gave a brief presentation regarding our 2017 Comprehensive Annual Financial Report which is the Audit Report resulting from April 30, He said the audit is presented as a unmodified opinion, which is the highest opinion an auditor can provided. This means the financial statements were presented fairly, in accordance with generally accepted accounting principles and free of material misstatement. 5 Public Hearings There were no public hearings. 6 Public Comments and Questions (Consent Agenda Items Only) 7 Consent Agenda Village Board Meeting Minutes from December 5, Eecutive Board Meeting Minutes from December 5, 2017 (Not for Release) Motion to Approve A Proposed Resolution of the Village of Berkeley, Illinois Accepting the Comprehensive Annual Financial Report and Related Financial Documents for the Fiscal Year Ending April 30, Motion to Approve a Proposed Ordinance of the Village Of Berkeley, Illinois Adopting an Amended Seual Harassment Policy as part of the Village s Personnel Policies and Procedures Manual

2 Diane Salemi Sherry Graf-Stone 8 Claims Ordinance 8.1 Motion to Approve Claims Ordinance #1381 in the amount of $195, Diane Salemi Sherry Graf-Stone 9 Committee Reports 9.1 Administration and Technology (Chair Vacant; Co-Chair Trustee Washington) Trustee Liaison Report No report Monthly Report Discussion of Village-Wide Surveillance Cameras Assistant Martin addressed the Board regarding the surveillance camera project. She informed the Board that they reached out to Comcast and that they have offered a surveillance package which includes equipment free of charge. The Village will pay for the installation and a monthly fee for data usage as well. Comcast will provide software and training, as needed. - Board agrees that the surveillance package should be locked in for three years. We or Comcast will reach out to the other prior to the end of the three years to review new promotions and/or renegotiate pricing Discussion on Debt Collection Services Assistant Martin addressed the Board regarding debt collection services. Purchasing Agent Jim Marino met with several collection agencies to collect police, code, and administrative fines and fees on the Village s behalf. After review, Purchasing Agent Marino recommended Municipal Collection Services, Inc. (MCSI). MCSI works with several surrounding municipalities providing debt collection services. The Village would like to enter into an agreement with MCSI to work with us to collect our debt. Staff also would like to give debtees an opportunity to pay their

3 debt and waiving any late fees by giving them a three to si month grace period before the debt goes to collections. - Consensus by the Board to move forward to draft an ordinance to collect debt and add 35% to the debt for fees of the Collection agencies. 9.2 Finance (Chair Trustee Graf-Stone; Co-Chair Trustee Salemi) Trustee Liaison Report Trustee Graf-Stone gave a quick update that staff is working to fill the finance position and a recommendation to contract with one of the accounting services for a si month period. In three months staff will evaluate to see how it is working out Motion to Approve a Proposed Ordinance of the Village of Berkeley, Illinois for the Levy and Assessment of Taes for Ta Year 2017 Diane Salemi Sherry Graf-Stone Motion to Approve a Proposed Ordinance of the Village of Berkeley, Illinois Abating the Ta Hereto Levied for the Ta Year 2017 to pay the Principal and Interest on $1,112,000 General Obligation Bonds, Series 2017 Diane Salemi Sherry Graf-Stone Motion to Approve a Proposed Resolution Approving an Agreement between the Village of Berkeley, Illinois and Lauterbach & Amen, LLP for Accounting Services. 4 9.3 Building, Zoning, and Property Maintenance (Chair Trustee Washington; Co-Chair Trustee Perez) Trustee Liaison Report No report Discussion on Seguin Request to Waive Fire Sprinkler System Permit Fees Assistant Martin informed the Board that they received a letter of request from UCP Seguin of Greater Chicago, a nonprofit organization, to have the permit fee for the installation of a fire suppression system waived. - The Board agreed that the fees be waived of fire suppression systems for this organization. President Lee asked that at an upcoming Board meeting, the Village Board discuss waiving this fee for all nonprofits. The Board would like to look into waiving all permit fees for all nonprofits. 9.4 Public Safety and Health (Chair Trustee Salemi; Co-Chair Trustee Grenier) Trustee Liaison Report Trustee Salemi informed the Board that there are a few letters of commendations to our Police Department for assisting local towns Monthly Report-Police Department Chief Smith informed the Board that a few years ago the department started the Beard and Badge Fund Program, this year the department raised $1500 for one family to have a great Christmas. Trustee Salemi asked that this goes in the net Berkeley Matters Monthly Report-Fire Department 9.5 Public Works and Water (Chair Trustee Grenier; Co-Chair Vacant) Trustee Liaison Report Trustee Grenier commended Superintendent Wagner on his Out of the Bo thinking regarding budgeting that amounts to big saving for the Village Monthly Report Motion To Approve a Proposed Resolution of the Village of Berkeley, Illinois Authorizing a Drainage and Roadway Easement Agreement with Uranus Holdings, LLC. dba Honey- Can- Do, For Improvements to Morris Avenue. 5 9.6 Community and Intergovernmental Relations (Chair Trustee Perez; Co- Chair Trustee Graf-Stone) Trustee Liaison Report No report 10 Village President 10.1 President s Report Berkeley Giving Tree Raffle: 1 st Prize 55 TV, 2 nd Prize Tablet and 3 rd Prize Double Chair with Cooler and Umbrella. Winners 1 st Prize Dave Johnson 2 nd Prize Rich Makal 3 rd Prize Kris Kamper - President Lee informed the Board and guest that $5000 was raised for the Berkeley Giving Tree. President Lee would like to propose to other surrounding towns the great opportunity to get involved in the Giving Tree. - Fire Chief Kuryla Holiday Fun! Drawing The winner of the drawing will win a nice holiday wine basket. Winner of the drawing was Trustee Grenier. - Public Works won an award for McDermott Drive from the Cement Association. - Some residents are not receiving their Berkeley Matters, President Lee would like to have staff look into possible alternatives to using the Post Office Upcoming Events /22/ /25/2017 Village Hall Closed in Observance of Christmas Day /01/2018 Village Hall Closed in Observance of New Year s Day /02/2018 Board 6:30 p.m. - Cancelled 11 Village Administrator Administrator Espiritu asked if the Board would like to have the Board Meeting on January 2, Board agrees to cancel January 2, 2018 meeting. 12 Village Attorney - No report 13 Public Comments and Questions 14 Eecutive Session
