1 Presenter Bios Opening Keynote/ Session 1 Presenter: Libby Buchanan: Libby Buchanan grew up in Southern California and Texas. She learned to think critically when she earned a degree in history with a minor in philosophy from a Jesuit university in Tokyo, Japan. While in Japan, Libby became a popular radio and television personality at NHK, which remains one of the largest public broadcasters in the world. She returned to the United States and later professed her faith at the age of thirty-two. Libby promptly became a student and teacher of the Scriptures and has been teaching well-attended Bible studies for over twenty-five years. She prefers expository Old Testament and New Testament teaching and develops her own curriculum. She has spoken at women s retreats and specialoccasion events and is an effective speaker to large audiences. As an Officer of the Court for Lake County, Illinois, Libby volunteers her time to the national organization CASA (Court Appointed Special Advocates). There, she helps future advocates understand a child s emotional and psychological health in light of abuse and trauma. As such, Libby is regularly called upon to speak on many non-spiritual issues such as Post Traumatic Stress Disorder, high risk behaviors and revictimization. Because of her extensive travels Libby is comfortable around strangers and is able to make quick, lasting connections. She has a story that, unfortunately, millions can relate to, but has rarely been told. Libby and her husband Bill have been married 42 years and have three amazing, adult children. Session 1 Presenters: Libby Moeller, CASA of Effingham County: Do you know what Court Appointed Special Advocates do in Illinois? Hear the history of CASA, look at two models- one GAL and one friend of the court, as well as the outcomes produced in the life of an abused or neglected child and steps community members in your area can take to establish a program. Kristen Bertrand, CASA of East Central Illinois: Kristen has worked for CASA in Coles County since June She became the Office Clerk, then became the Volunteer Coordinator for the program. In 2014 Kristen became the Executive Director of the program. Libby Moeller served on the CASA of Effingham County Board for four years and became Executive Director in November Moeller served as Southern Illinois Regional Representative on the Illinois CASA Board of Directors for three years and now Kristen Bertrand serves in that capacity. Amy Guy, The Wellness Loft, Inc.: Amy Guy is a Licensed Professional Counselor who has been working with children and families for the past 15 years. Her experience includes working with the trauma informed child welfare system.

2 Currently, Amy is the owner of the Wellness Loft, Inc. that provides counseling and comprehensive wellness services to Effingham and surrounding communities. Tom Gregory, Vermillion County Probation and Court Services: Thomas Gregory is the Director of Probation and Court Services for Vermilion County. Tom has served in this capacity for the past 9 years. Prior to becoming the Director of Probation, he served as the Supervisor of Adult Probation, Intensive Supervision Probation Officer and Adult Probation officer. Tom completed his 19 th year as a probation officer on July 13, Tom serves on the Supreme Court Probation Policy Advisory Board. Tom is an active member of the American Probation and Parole Association. He graduated from the APPA Leadership Institute in Tom has been a member of the Illinois Probation and Court Services Association for 19 years. He has served as the Region II Representative, President Elect and President of the Association. He is currently the Chair of the Legislative Committee and the JDAI Lesion. Tom has been awarded the Distinguished Service Award in 1999, the Darrel O. Smith President s Award in 2015, and was honored in 2016 for his work on the Awards Committee. John McCabe, John McCabe & Associates, Ltd.: John McCabe is the President of John McCabe & Associates, Ltd., a full service governmental affairs consulting practice based in Chicago and Springfield. He has been the lobbyist for the Illinois Probation and Court Services Association for more than 25 years. He is considered the Dean of the criminal justice lobbyists in Illinois, an honorary designation due to longevity. Susan Evans, Illinois Licensed Child Welfare Specialist: Susan Evans is a Licensed Child Welfare Specialist for the state of Illinois for 23 years. She served as a statewide trainer for Child Protection, Intact and Permanency Placement. She developed on going trainings in conjunction with the Office of the Inspector General that identified areas related to policy, procedure and practice that directly impact Child Welfare staff in Illinois. She has worked with the Division of Juvenile Justice and Models for Change to create the pilot program for the first ever Aftercare Program in Illinois, and also created, coordinated and trained the 6 weeks course. She has developed the curriculum and trained participants for the Dually Involved Specialist who have youth on their caseloads that are involved in both the Child Welfare and Juvenile Justice Systems. Manages the statewide training schedules for ongoing cycle trainings for staff including, Sexual Harassment, Domestic Violence, Medical aspects of Child Abuse, Mandated Reporter Training and Affirmative Action. She is a certified as a trainer for the Child and Adolescence Needs and Strengths Tool.

3 As a trainer, assisted in the delivery of Error Reduction Training that targeted over 800 Child Protection Investigators and addressed area concerning physical indicators of abuse, dialoging with doctors re: child maltreatment, scene investigation when a child has been injured due to abuse/neglect and effective safety planning. Deborah (Debbie) Humphrey, St. Clair County 708 Mental Health Board: Debbie is the Associate Director of the St. Clair County 708 Mental Health Board. Her experience includes 30+ years of clinical, administrative and fiscal experience. She is currently Vice President of the Association of Community Mental Health Authorities of Illinois (ACMHAI), Chair of the Children s Behavioral Health Committee and commissioned by the Governor as the ACMHAI representative to the Illinois Children s Mental Health Partnership. She is also a Board Member for Illinois Collaboration on Youth, the Social Work Board at Southern Illinois University, Edwardsville and the Karla Smith Foundation Advisory Council. Locally, she is the Facilitator of the St. Clair County Youth Coalition, a network of over 75 youth serving organizations collaborating to coordinate care for youth and families. The St. Clair County States Attorney has appointed her to serve on the Juvenile Justice Council and she is a consultant-contractor to several jurisdictions in Illinois assisting with planning and implementing problem solving-mental health and veteran courts. She is the Chair of the St. Clair County Suicide Prevention Alliance and Behavioral Health Network Council. Session 2 Presenters: Dwayne Wheeler, Kincaid Police Department: Dwayne Wheeler is the Police Chief in Kincaid, Christian County, IL. Chief Wheeler has been the Chief in Kincaid since February Chief Wheeler has been in Law Enforcement for 17 years and started his career in the Village of Maywood, Cook County, IL. He served 9 years as a Gang and Drug Supervisor and has worked on hundreds of narcotic investigations from street level dealers to long term investigations of high ranking gang leaders and narcotic dealers. Chief Wheeler spent 1 year on the HIDTA Task Force in Chicago (Cook County). Chief Wheeler was also an investigator with the Cook County Medical Examiner s Office in Chicago, before becoming Police Chief in Kincaid. Judge Ericka Sanders & Team: Judge Ericka Sanders is an Associate Judge from Marion County, Illinois, appointed in In addition to serving as the judge on the Student and Family Education Court, Sanders is the Problem-Solving Court judge in Effingham, Illinois, presiding over the drug court, mental health court and veteran s court. She is also the drug court judge in Clinton County, has the juvenile calls in Marion and Clinton counties and is the chairman of the Fourth Judicial Circuit s Juvenile Justice Council. Tron Young is the principal at Centralia Junior High School. Mr. Young started his career in education as math teacher before taking his first principal position at the Schiller grade school in Centralia. He

4 believes in the power of a community coming together to impact the lives of students. He is an Educator, an Inspirator, and a Motivator Kathy Donnelly has spent over 30 years in the field of family violence and trauma. She is currently the Home to School Liaison for Centralia City Schools and the Family Advocate for the Student and Family Education Court at Centralia Junior High School. Ms. Donnelly also co facilitates groups for men who batter for the Community Resource Center. Ms. Donnelly uses trauma informed practices in dealing with at risk youth and their families. Rebecca Zurliene graduated from Fairfield Community High School in Attended Wabash Valley College earning her associate in Science, then attended SIU-C graduating with her BSW in After college she spent 2 years working for then Huddleson (now One Hope United) in the CCBY program and started at DCFS-Salem Field office, in January of Her current coverage area is Marion, Clay, Jefferson, Wayne and Hamilton Counties. Though she primarily has Marion and Clay County cases. She lives in Marion county with her husband and their two children. Georgianne Broughton Licensed Clinical Professional Counselor, is the Executive Director at Community Resource Center (CRC) in Centralia, Illinois. In 2002 she was promoted to Clinical Director and in 2014 became the Executive Director. She began her career at CRC in 1986 as a therapist, providing therapy to children and adults for 16 years specializing in trauma. Aaron Davis is the Clinical Director at the Community Resource Center in Centralia, Illinois. Aaron has nearly two decades of experience working in the behavioral health field. Dr. Jeremy Jewell, SIUE Department of Psychology: Dr. Jeremy Jewell is a Professor in the Department of Psychology at SIUE and Program Director of the Clinical Child and School Psychology Program. He is the author of the Kid First and Teen First Divorce Treatment Manuals, the Teen Survival Guide to Parent Divorce and Separation, Great Myths of Child Development, and dozens of other book chapters, research articles, and more. Dr. Jewell has taught courses in child and adolescent assessment and intervention, counseling with children and adolescents, crisis intervention, and many others. He is also owner of Jewell Psychological Services, LLC providing evaluation services to youth throughout Southern Illinois. Lisa Jacobs, Attorney Loyola University: Lisa Jacobs is an attorney with an extensive background in court and judicial administration as well as criminal justice, juvenile justice and human services policy and practice issues. She currently manages Loyola University s new Center for Criminal Justice Research, Policy and Practice. Prior to the Center s launch, she managed the Illinois Models for Change Initiative, which was funded by the John D. and Catherine T. MacArthur Foundation to promote effective juvenile justice policy, practice and programming in diverse jurisdictions across the state.

5 Prior to joining Loyola, Ms. Jacobs was Director of Judicial Education for the Illinois Supreme Court with the Administrative Office of the Illinois Courts. There, she worked closely with the Supreme Court's Committee on Judicial Education and judges from across the state to implement judicial education policy and programs on a wide variety of legal topics ranging from death penalty matters to complex civil litigation. During her tenure with the AOIC, she assisted in implementing the Supreme Court s Evidence-Based Practice initiatives in criminal and juvenile cases. Ms. Jacobs has also served as the state s Juvenile Justice Specialist, with the Illinois Department of Human Services, and in executive positions with the Circuit Court of Cook County, Office of the Chief Judge. Ms. Jacobs has also served as an independent consultant with the Robert F. Kennedy Children s Action Corp, providing technical assistance to jurisdictions working to improve outcomes of youth and families dually involved in child welfare and juvenile justice systems. Ms. Jacobs is Vice Chair of the Illinois Juvenile Justice Commission, which oversees the state s federal juvenile justice funding and prepares analysis and policy recommendations for the Governor, General Assembly and other state and local policy makers. Ms. Jacobs also served as a gubernatorial appointee to the Illinois Criminal Justice Information Authority Board from , where she chaired the Planning and Research Committee. Kent Williams, Breach Point Consulting: Kent Williams with Breach Point Consulting is dedicated to insuring that police officers from all ranks and responsibilities, along with their family members remain strong physically, emotionally, and spiritually. These efforts have led to ground breaking ways police agencies can create healthier, more productive and loyal work groups who remain highly dedicated throughout their careers. These same principles have been assisting officers themselves create a deeper, more meaningful vocation in policing and developing a harmonious and rewarding personal life away from their career. His work on the predictable transitional issues confronting the police officer s family has led to numerous speaking engagements designed to keep the family of a police officer emotionally and spiritually healthy. Officer Williams has been involved in law enforcement as a police officer for over 27 years, where he presently serves as Chief of Police for a Chicago area police department. He is the 2-term President of the Northern Illinois Critical Incident Stress Management Team where he has served as a peer supporter for 14 years. He is a graduate of the FBI National Academy, University of Southern California s Delinquency Control Institute, and the Police Executive Research Forum s Senior Management Institute for Police, at Boston University. He served as a Tactical Commander on a regional SWAT team serving 60 Chicago collar communities. He has taught extensively on various courses related to leadership and organizational change. He holds a Bachelor s Degree in Criminal Justice Management from Aurora University, and a Master s Degree in Organizational Leadership from Judson University.

6 Deborah (Debbie) Humphrey, St. Clair County 708 Mental Health Board: (See Session 1 Presenters) Session 3 Presenters: Dwayne Wheeler, Kincaid Police Department: (See Session 2 Presenters) Craig Clark, Centralia City Schools: Craig Clark has over 20 years of experience in education. After starting his career as a junior high science teacher at Summersville Grade School in Mt. Vernon, he moved into the role of principal at Raccoon Grade School in Marion County. After receiving certification to be a superintendent, he spent 7 years at Dodds Grade School in Jefferson County. In 2014, he accepted the position of superintendent at Centralia City Schools District No. 135 where is still employed today. Kathy Donnelly, Centralia City Schools: Kathy Donnelly has spent over 30 years in the field of family violence and trauma. Allison Austin, Marion County Housing Authority: Allison F. Austin is the Executive Director of the Marion County Housing Authority, managing 445 public housing units in Marion County and 277 vouchers throughout Marion, Clinton, Washington and Fayette counties. Allison has been with MCHA since January, Prior to this, she served 6 years as the Director of Community Development and Planning and the Zoning Administrator for the City of Centralia. In total, she has over 20 years of experience in economic and community development and has worked throughout southern and central Illinois in this capacity since She is a native of the Centralia, Illinois area. Allison has extensive experience in volunteer and community organization. She currently serves on the Centralia Community Youth Center Board of Directors, the Head Start Advisory Board, the Centralia Youth Commission, the Felician Wellness Partnership Advisory Board, an advisor to Reaching Our Community Foundation, the Mental Illness Research Foundation of America Board of Directors and the Stakeholder Group for the Trauma Awareness Initiative for the City of Centralia. She graduated from Earlham College in Richmond, Indiana with a Bachelor s Degree in History. She went on to pursue a Master s Degree in Organizational Management and a Master s Degree in Information Systems Management from the University of Phoenix. Allison is married to Thomas Austin, a retired warden from the Illinois Department of Corrections and is the mother to Christopher Crain and grandmother to Marah Elizabeth Coles. She and her family make their home in Centralia.

7 Dr. Jeremy Jewell, SIUE Department of Psychology: (See Session 2 Presenters) Lisa Jacobs, Attorney Loyola University: (See Session 2 Presenters) Jill Wright, Sexual Assault and Family Emergencies (SAFE): Jill Wright is Prevention Education Coordinator with SAFE (Sexual Assault and Family Emergencies) Crisis Center, SAFE covers 9 counties and offers free programs prek - Adult. She is also currently working as a crisis advocate with SAFE. Jill has been working with SAFE for a little over 5 years. She has a BS in Therapeutic Recreation, Special Education k-12 certification, and is nearing a MS in counseling. Jill is also the head of Illinois Imagines team Southern Illinois. She has been in a teaching capacity all of her adult life including; youth ministry, special education teacher, disabilities specialist, and prevention education. Jill is involved in many community organizations and sits on several committees. She is the mother to 3 wonderful children, and wife to 1 lucky husband ;) Jill grew up in central Illinois, went to school and lived in St. Louis area until recently moving back to Altamont, IL. She enjoys photography, biking, reading, and cooking. She has a heart for people and it truly shows in everything she encounters. Cheryl Howard-Neal, Illinois Mentoring Partnership (IMP): Illinois Mentoring Partnership Cheryl comes to the Illinois Mentoring Partnership (IMP) with more than 20 years of service in the nonprofit sector working with mentoring programs, volunteers and youth. As Director of Programs and Partnerships, Cheryl facilitates all trainings and workshops, helps disseminate information about program best practices, meets with organizations to review their policies and procedures and assists them in creating work plans to strengthen their programming. Prior to IMP, Cheryl worked at Big Brothers Big Sisters of Metropolitan Chicago (BBBSMC) for five years holding various positions including Director of Community Based Programs and Program Support Specialist. Prior to BBBSMC, she served as Director of Mentor and Volunteer Services for Chicago Youth Centers. Cheryl also lived in Houston, TX for five years and worked at Big Brothers Big Sisters of Southeast Texas where she managed both Community and Site-Based programs. She has additionally served as a trainer and consultant to Prevention First in Illinois and Mentor TEXAS! in Houston. Cheryl is a native of Chicago. She graduated from Hyde Park Career Academy and DePaul University. At DePaul, she obtained a BA in Political Science with a minor in Communications.
