10 FY 2018 President s Budget $5.02 billion for the Corps Civil Works program...$382 million above President Obama s FY17 request, but more than $1 billion below the $6.038 billion appropriated by Congress. Only second time in the last decade that $5 billion or above has been requested for the Corps. $1.02 billion for the Construction account; $50 million below President Obama s request and $736 million less than Congress appropriated in FY 17; Bare-Use of IWTF revenues; $965 million be appropriated from the Harbor Maintenance Trust Fund (HMTF), below the $1.3 billion WRDA-target; $253 million for Mississippi River & Tributaries; down $109 million from FY 17 levels; BRIGHT SPOT: Highest-ever request of $3.1 billion for the O&M account; vs. the $2.705 billion of President Obama.

13 WRDA target-setting funding of $1.34 billion (House was $1.34 billion) from the Harbor Maintenance Trust Fund was included. FY 2018 House/Senate Appropriations Action The FY18 Senate Appropriations bill funds the Corps overall at $6.2 billion (House bill was $6.16 billion), which is $1.2 billion above the President s FY18 request and $190 million above the FY17 enacted level. The Construction account received $1.7 billion (House level was $1.69 billion) or $700 million more than the President requested for FY18. The Senate bill, like the House, also calls for full-use of estimated annual revenues from the Inland Waterways Trust Fund (IWTF), providing $398.5 million for priority projects, subject to allocation by the Assistant Secretary of the Army for Civil Works. The President requested $175 million for the Olmsted project. Operations and Maintenance (O&M) received a record-level $3.481 billion (House level was $3.52 billion), $ million more than the Administration s FY18 request. The Investigations account received $113.5 million (House was $105 million), or $27.5 million above the FY18 request.

24 If we accelerated investments... New Jobs in a Healthy Economy If new investment could be made to the inland navigation system on an accelerated, 10-year modernization plan, 10,000 to15,000 new jobs with an annual economic value of about $800 million just in the construction sector alone, could become available. In the second decade, navigation improvements could result in 10,000 new jobs each year, with a total income of $740 million in the first year (navigation effects) to over $1 billion by year 20.
