1 Initiatives for a Fair and Accurate 2020 Decennial Census The Leadership Conference on Civil and Human Rights and The Leadership Conference December 8, 2017
2 The Leadership Conference 200+ organizations strong Advocacy, organizing, outreach Efforts directed toward the key decisions that Congress and the administration are making now that will have a profound impact on the fairness and accuracy of the 2020 census
3 Goal Ensure a fair and accurate census by building a broad coalition of stakeholders to address policy and GOTC challenges and provide the Census Bureau with what it needs to succeed.
4 Stakes are High Constitutionally-required once per decade Data used for: Reapportionment and redistricting Allocation of more than $600 billion annually in federal funding Implementation and enforcement of civil rights laws Businesses, state and local government rely on census data for decisionmaking
5 Timeline In 2.5 years: 2020 Census operations start Next year: dress rehearsal operations start in Providence Co., RI By April 1, 2018: submit census questions to Congress State, local, & tribal governments have started registering for Local Update of Census Addresses (LUCA) program
6 The census is at risk Annual funding shortfalls and uncertainties Concerns about inadequate efforts to count hard-to-count populations First high-tech census Climate of fear / distrust of government Census Bureau leadership vacuum Threats to add untested questions
7 The Census Counts Initiative: An independent collaboration for a fair and accurate census Initiative Co-Chairs Vanita Gupta and former Commerce Sec. Carlos Gutierrez and some combination of: State/local Elected, Business Leader, Conservative Org Census Subgroup Funders Census Initiative Other Funder Groups Business Outreach Consultant Initiative Manager (sits at LCCHR and receives staff support) Responsibilities Policy Strategy Legislative Field Communications Role Works with table on above responsibilities Government affairs consultant LCCHR Senior Advisor Task Force Co-Chairs Policy Communications GOTC Coordinator The Initiative Manager would bring strategic partners to the table. Examples of Groups to Engage National Assn of Realtors US Chamber Council of Shopping Centers The Leadership Conference NALEO AAJC Census Project State Voices KIDS Count Council for a Strong America Partnership for America s Children Conservative organizations Cities of Service Faith in Public Life Immigrant Rights Groups Center on Budget & Policy Priorities
8 Insufficient Funding Insufficient, uncertain, and frequently late annual funding Driving narrative around inadequate resources putting accurate count at risk Mobilization of national and state groups Outreach to stakeholders outside of coalition, including business and state/local associations
9 Strategies Mobilizing Census Task Force (co-chaired by AAJC and NALEO Educational Fund) Expanding the base of support Educating key policymakers Providing technical assistance on census issues Shaping the narrative Engaging ethnic media Mobilizing state groups
10 Insufficient Funding Key issue of final funding for FY 2018 Congressional action required to ensure sufficient funding ramp-up Funding goal: $1.935 billion for FY 2018 Additional funding needed for Partnership Specialists, communications, testing, reaching areas impacted by disaster, increasing overall footprint.
