4 SPECTRUM: A NATIONAL RESOURCE Spectrum management has been one of the FCC s core functions through its 75 year history Spectrum is essential for wireless services: Spectrum supports a wide variety of radio services public safety, defense, aeronautical navigation, broadcasting, commercial and private wireless, etc. These services are vital to our economy & jobs virtually every industry and business depends on spectrum for efficiency & competitiveness Spectrum is a finite resource additional spectrum cannot be manufactured The challenge is to continue to accommodate new services without disrupting existing services

14 CLOSING THE DIGITAL DIVIDE Launched proceeding to boost wireless broadband by easing regulatory burdens on installing wireless infrastructure. Advancing reform and modernization of FCC universal service programs: Adopted new rules to provide $4.53 billion in universal service support over ten years to bring 4G LTE to millions of underserved citizens. Created Broadband Deployment Advisory Committee (BDAC) which is developing recommendations on how to accelerate deployment of broadband Closed broadcast incentive auction, yielding $19.8 billion in revenue for 70 MHz of mobile broadband spectrum.
15 PROMOTING INNOVATION AND INVESTMENT Freeing up spectrum is a key part of the FCC s work to promote innovation: Spectrum Frontiers Made available 1,700 megahertz of additional spectrum above 24 GHz to promote 5G wireless services. 3.5 GHz Band Proposed revisions to rules to promote investment, keep up with technological advancements, and enhance deployment of nextgeneration services. Mid-Band Spectrum Initiated inquiry on ways to expand opportunities for next-generation services, particularly wireless broadband, in mid-band spectrum, specifically GHz, GHz, and GHz. Incentive auctions - Completed auction for new 600 MHz licenses and granted first licenses from the auction.
16 ENHANCING PUBLIC SAFETY Hurricane Recovery Formed a Hurricane Recovery Task Force in the aftermath of Hurricanes Harvey, Irma, and Maria to support the rebuilding of communications infrastructure and restoration of communications services. Coordinated directly with other agencies such as FEMA and state and commonwealth regulatory bodies. Release communications status reports outlining network outages and other important information, and posts up-to-date information on its website and social media accounts. Provided Nearly $77 Million to Restore Communications Networks in Puerto Rico and USVI Provided $76.9 million in advance universal service funding to carriers as they helped to restore service in Puerto Rico and U.S. Virgin Islands. Project Loon Experimental License Granted 534 waivers and requests for Special Temporary Authority (STA) to help re-establish communications in hurricane-affected areas. One example is experimental licenses for Project Loon, which in turn provided connectivity to 100,000 people in Puerto Rico.
