1 MINUTES OF ESSEX CENTRE 8 TH ANNUAL GENERAL MEETING Date/Time: Venue: Wednesday 13 th March pm Room Mar 001, Anglia Ruskin University, Chelmsford CM1 1SQ 1. Notice Convening the Meeting This was taken as read, having been advertised in the Programme of Events, the CIOB Web Site and by to members. 2. Members present There were 24 members and guests present and signed in. Dawn Gillett (DG) introduced the top table, herself as Essex Centre Chairman, Keith Appleby (KA) as Essex Vice Chairman, Alan Gadsden (AG) as Essex Centre Finance Officer and Samantha Briggs (SB) as Centre Administrator. DG also introduced and welcomed Marcel Cooper (MC) as Branch Chairman, Sally Hill (SH) as Branch Manager and Peter Jacobs (PJ) as Senior Vice President of the CIOB. 3. Apologies for Absence SB reported apologies had been received from Scott Mildren and in addition subsequent apologies had been ed by Francis Connolly. 4. Minutes of the 7th AGM of the Essex Centre on 20th March 2012 SB had ed copies of the minutes to all attendees and had provided hard copies for the meeting. DG asked for any comments, none were received. The minutes were therefore approved and signed off as a true record. 5. Chairman s Report DG reported that over the past year the CPD events had achieved a relatively high attendance rate and the decision had been made to continue with the student incentive, allowing them to attend for free, as this has impacted on the growth of student attendance at CPD events. DG also reported that on 23 November, Colchester Institute s final year student, Micheal Butcher was awarded the CIOB s Queen Elizabeth II Scholarship Award by SB. He was presented with a 500 cheque and CIOB certificate. The QEII Scholarship Fund is granted for academic excellence and leadership potential to bright, motivated and ambitious individuals. DG reported she had been in the Chair for two years and during that time the industry has struggled. She said We are still looking for the glimmer of light at the end of the tunnel despite the lift that the Olympics gave to the country and locally within Essex with the mountain biking and white water venues. DG went on to state that the strengths of the Essex Centre comes from the members who sit on the committee and work together to create and deliver as diverse and interesting CPD range as possible. DG said, It is the consistency and enthusiasm of the group which has made being Chair a pleasure. I have thoroughly enjoyed my time, particularly working with the committee, attending Branch Meetings and representing the members of Essex. DG thanked MC as Immediate Past Chairman for his assistance and support, KA for covering the role of Honorary Secretary alongside Vice Chairman, Ian Lemon (IL) as Junior Vice Chairman, Alan Gadsden (AG) as Finance Officer and Malcolm Wallace (MW), Terry Keen (TK), Jonathan Camus-Smith (JCS), Zivile Renshaw (ZR), Mike Hurst (MH), Scott Mildren (SM) for his Novus work too and Pauline Start (PS) for her links to ARU. Finally, DG thanked Sam (SB) for her assistance with meetings and general information, keeping everyone up to speed and for making a huge difference. 6. Presentation of the Alfred Charles Cup DG explained that the Alfred Charles Cup was introduced in 2004 by Ian Lemon in memory of his late father, and it is awarded each year by the Chairman to a committee member. DG stated that it is extremely difficult to choose just one person to award this to, however had decided on presenting it to somebody that has given that little bit extra during the year. DG had however decided to award the Alfred Charles Cup to Scott Mildren (SM) who has not only been on the Essex Centre committee for a few years now but he has also managed to combine this with being actively involved in the Novus Committee as their Finance Officer, has been studying to obtain a degree at ARU and has also been working full time as an estimator for Hill Partnerships. DG will present the award to SM at the next event as he was unable to attend the AGM due to work commitments. 2

Finance Officer s Report AG reported that the 2012 accounts show that the Essex Centre had had an income from CPD events of 1,736.31, which is being looked into as all CPD events are only ever charged at 10 per person! The total expenditure for 2012 was 2,690 resulting in a grant of around 953 from CIOB to run the Essex Centre. 8. Election of Officers Chairman Keith Appleby MCIOB, proposed by Terry Keen, seconded by Zivile Renshaw Vice Chairman & Honorary Secretary Zivile Renshaw MCIOB, proposed by Ian Lemon, seconded by Jonathan Camus-Smith Junior Vice Chairman Ian Lemon FCIOB, proposed by Marcel Cooper, seconded by Zivile Renshaw Finance Officer - Alan Gadsden ICIOB, proposed by Ian Lemon, seconded by Marcel Cooper 9. Election of Committee Members The rest of the committee were re-elected as follows: Dawn Gillett MCIOB (Immediate Past Chairman) Marcel Cooper FCIOB Terry Keen FCIOB Malcolm Wallace FCIOB Pauline Start ICIOB Scott Mildren ICIOB Mike Hurst ICIOB Jonathan Camus-Smith Student Proposed en bloc by Keith Taylor and seconded by Ian Lemon Additionally the following was elected to join the committee: Colin Bauld Proposed by Ian Lemon and seconded by Dawn Gillett 10. Presentation to New Chairman DG presented the Essex Centre Chain of Office to KA. KA subsequently thanked DG for handing over to him and stated that he did not intend to make any significant changes to the committee as it works so well already. KA reported that he had become involved with the Essex Centre a few years ago after being introduced by Shaun Valentine and has found the team in Essex to be excellent, providing some fantastic events. KA would like to invite all Essex Centre members to contact him with any suggestions during his time as Chairman and will look forward to having the opportunity of communicating with the members over the next two years. MC presented the Past Chair s Medal to DG and congratulated her on a superb job. 11. Any Other Business SB reported that membership for the East of England Branch as of 12 th March 2013 is 4,501 (an increase of 3% on 2012) and the Essex Centre is 1,453 (an increase of 4% on 2012). 3
4 SB reported that the Education Working Group has now been running effectively for the past three years with Matt Flanagan and Shaun Valentine representing the Essex Centre. The EWG has worked closely with Novus to increase student membership in 2011 by 62% and in 2012 the progress has been maintained. The East of England currently has 635 student members. SB reported that the East of England Student Challenge was held on 7 th February in Newmarket and attracted sponsorship from Ashe Construction, Morgan Sindall, Kingspan and SDC. Loughborough University (on placement in the East of England) won the regional heat and will represent the Branch at the National Finals on 20 th March. SB reported that the CIOB East of England Branch Facebook page and LinkedIn groups are providing the social networking for members and that very soon an East of England Twitter account will be set up to promote branch news and events. The Branch has held three Membership Workshops since the last AGM, two of which were held in Essex, with over 150 people attending in total. SB together with SH and Mandy Rix are now working with these members to progress their membership. Pete Fesentzou (PF) of the Novus committee reported that the Novus group are still working closely with the EWG to actively interact with East of England students. They have visited various colleges and universities within the region to give presentations on the CIOB, attended employment fairs and also offered specific site visits for particular groups of students. The Chairman and Vice Chairman are currently mentoring the East of England student Challenge winners to prepare them for the forthcoming final. PF reported that Novus have also hosted several events for East of England members including a site visit to Center Parcs to see the new Tropical Cyclone waterslide as a work in progress, they have offered a tour of the White Water Centre Olympic Venue pre-london 2012 and are returning for a legacy visit next month (25 April) plus a visit to the BRE Innvoation Park, again with a second visit planned for this week (15 March). PF stated that Novus are currently liaising with Novus London to organise a joint event and are pleased to be running another Treasure Hunt this year, this time to explore London s architecture on 18 May. They are also working with The Willis Group to hold some joint events, including speed networking opportunities, at both their Ipswich and London offices. Finally, PF noted that Jason Margetts has done a fantastic job with Novus over the last year as Chairman and since then has also become involved with the CIOB s Audit and Risk committee as well as representing the East of England at Member s Forum. Ultimately he is now up for election as a Trustee with the CIOB. MC highlighted that voting was now open to elect two new Trustees for the CIOB and encouraged all members to have their say. IL thanked all of the committee for their ongoing efforts and especially wanted to mention Terry Keen (otherwise known as the Chancellor of the Exchequer who has been with the Essex Centre committee for 36 years. PJ confirmed that he will become President of the CIOB in June 2013 and he is looking forward to meeting lots of members, all over the UK. PJ apologised for not been a frequent attendee at Essex Centre events, despite being an Essex Centre member, and he looks forward to working together in the future. DG wished PJ well for his Presidency and would like to invite him back to the Essex Centre for a Meet the President evening. DG gave details of some of the forthcoming events: 18 April 2013 East of England Branch and Novus AGM plus CPD about the World s largest offshore wind farm - this event will be held in Ipswich. 25 April 2013 Introduction to 4D Programming (BIM) to be held in the computer suite at ARU. Numbers will be limited due to the venue so please book early. 14 May 2013 Site visit to the new terminal building at Southend Airport. 4
5 18 May 2013 Exploring London s Architecture/Novus Treasure Hunt teams of 2/3 are invited to sign up to attend. 22 May 2013 Membership Progression Workshop to cover routes to MCIOB - to be held at the Radisson Hotel at Stansted Airport. DG thanked everybody for attending the AGM and asked people to take a short break prior to Stuart Wilks giving his presentation Animated Forensics in Construction Claims.
