2 NESGFOA ANNUAL FALL CONFERENCE2015 Dear NESGFOA Members, I welcome you to the 68th Annual NESGFOA. This year s the Conference will be held at the Sheraton Copley Place in Historic Boston. The host committee has put together a strong conference program for you including the Keynote Speaker, Ed Davis the former Boston Police Commissioner during Boston Marathon Bombing. We also have John Fishbein from the Government Finance Officers Association offering in-depth workshops on Building a Better Budget along with perennial NESGFOA favorite Lisa Parker from The Government Accounting Standards Board. We have an array of educational sessions covering several timely topics including;; using your financial statements to calculate your bond rating, emotional intelligence in the workplace, expert tips on how to protect against fraud and counterfei by a member of the United States Secret Service, an economic update, effective performance measurement progra as well a presentation on multiyear financial planning. We begin on Sunday August 30, 2015 with several events. The annual Golf Tournemant will be held at Brookmeadow Country Club in Canton. For those that do not golf we will offer an Official Boston Duck tour that will take you around Historic Boston including a unique view of the Boston skyline from the Charles River. The Duck Tours will leave directly from the Sheraton Hotel. Sunday s opening reception will take place at the JFK Presidential Library & Museum. We are pleased to have also arranged for you to tour the recently opened Edward M. Kennedy Institute For The United States Senate from 6-8 PM. The Institute is located next to the JFK Presidential Library. The Institute is a dynamic laboratory for our democracy, educating the public about our government through the history and contributions of the United States Senate. The Institute includes a full scale representation of the United State Senate Chamber in the capital building in Washington DC and also a reproduction of Senator Kennedy s Senate Office. The JFK Presidential Library and Museum is located on a ten acre park that overlooks both sea and the City of Boston. The Reception will be the Museum Pavilion a 115 foot high glass walled pavilion that offers spectacular views of the Boston Harbor. Monday evening we will hold a cocktail reception to connect with friends old and new. On Monday evening you will have the opportunity to explore many of Boston s fine dining choices as dinner will be on your own. Tuesday night we will have a reception, dinner and entertainment by the Improv Asylum, a Boston Comedy group that will offer a spontaneous and interactive performance for audience members. Collins Center for Public Management, UMASS Boston Founded in 2012, the Collins Center Government Analytics Program (formerly the Municipal Performance Management Program (MPMP)) provides on-the ground support to Massachusetts municipalities on all aspects of data and analysis. Focusing on the issues most important to each municipality, the Program operates through a team of skilled analysts, each working directly with a portfolio of cities and towns. The mission of the Program is to make the ongoing, systematic use of data, measures, and goals a permanent feature of Massachusetts municipal government, and to accelerate the sharing of ideas among municipalities. This panel will share the successes, challenges, and lessons learned from three years of this work. The Art and Science of Multi-Year Financial Projections A Primer to Better Understand a GFOA Best Practice Seth Williams, Senior Managing Consultant, PFM Group Many governments face a series of challenges that are the result of both structural and cyclical issues. In the face of these challenges, the traditional approach to budgeting that looks at problems and solutions one year at a time is inadequate to meet the goal of fiscal sustainability. The Government Finance Officers Association (GFOA) has recognized that multi-year financial projections and multi-year financial plans are a best practice. This workshop will provide local government leaders with an overview of the qualitative and quantitative considerations to help create, discuss, and communicate a multi-year financial projection in an effort to help their government set and/or continue a course for fiscal sustainability that complements and promotes efforts to achieve larger policy goals, while looking honestly at the challenges and opportunities of the jurisdiction.
