This program reflects the broad business interests of our 4,000 member companies. The public policies are focused on business expansion, economic growth, education and quality of life. 10 what swhat Legislative Guide 2010 legislative agenda Mission Statement The RCGA Legislative Agenda is formulated each year in pursuit of our mission, which is to develop and sustain a world-class economy and community for the St. Louis region. As such, it reflects the broad business interests of our large and diverse membership Legislative Agenda Investing in Innovation and Capital Formation The rcga supports implementation of coordinated policies and programs for technology-based economic development and creation of stable and sustainable sources of funding for scientific research, innovation and investment in high-growth industries. We also support capitalizing on existing resources to strengthen our entrepreneurial infrastructure necessary to support the growth of science and innovation companies in Missouri. Life Sciences Research Trust Fund Support full funding of Missouri s Life Sciences Research Trust Fund and oppose the diversion of funds to other purposes. Oppose limitations on the types of research that may be funded by the Life Sciences Research Board. Innovation Centers Increase funding for the Center for Emerging Technologies, the SIUE Entrepreneurship Center and the Innovation Challenge Grant program in Illinois. Stem Cell Research Preserve the protections enacted in the Missouri Constitution in 2006 for all types of stem cell research, therapies and cures allowed under federal law. Promoting an Advantageous and Pro-Economic Development Business Climate competitive advantages and bolster the regional economy. Grow Me State Initiative To help reduce Missouri s capital formation gap relative to other states, the rcga supports passage of a Proof of Concept forgivable loan fund to assist advanced technol- Research and Development Tax Credit Support restoration and funding of Missouri s research and development tax credit. Economic Development Tax Credits In an environment where state general revenues are challenged by the national recession, the rcga will aggressively support and protect proven tax credit programs that stimulate employment and leverage private investment. We will strongly oppose all ogy companies in transferring research into commercially viable products, a Seed Capital Co-Investment Fund to make investments in promising, entrepreneurial technology companies, and an Angel Tax Credit to spur private investment in early stage companies. We also support increased funding for the Missouri Technology Corporation to assist companies with intellectual property issues and business development. Encourage state pension funds to establish policies for local private equity investments and economically targeted investments.
