1 Update on Southwestern Illinois Economic Growth Action Plan March 19, 2015 Madison Bond Workforce Investment Board Uniting the region for growth 1
2 Purpose of the Develop and implement a focused growth strategy for the Southwestern Illinois region (primarily Madison and St. Clair, and to include Bond, Clinton, Monroe, Randolph and Washington), in concert with allied local, regional and state economic development organizations Genesis: Based on the Vision 2020 strategic planning work completed in 2010 by the Madison-Bond and Mid America Workforce Investment Boards The 5 targets and 7 initiatives in Vision 2020 were reviewed by the SWIL ED Leadership Team The three highest priorities were chosen to focus on for the next 2 year period ( ), providing a focused plan to accomplish growth across the region In early 2015 we revisited the Vision 2020 work, conduct strategic review of current plan, and updated for next 2 years work Uniting the region for growth 2
3 SWIL Economic Development Leadership Team: EDLT purpose to develop the Action Plan, facilitate and communicate the implementation progress, and update as required EDLT also guides the Economic Development Network of SWIL Members include: Frank Miles and John Herzog (Madison County), Terry Beach (St. Clair County), Jim Pennekamp (SIUE),Monica Bristow (River Bend Growth Association), Cheryl Welge (Ameren), Rich Conner (St. Louis Regional Chamber), Mark Eichenlaub (Southwestern Illinois Community College), Kent Scheffel (Lewis & Clark Community College), Rick Stubblefield (MidAmerica WIB), Dave Stoecklin (Madison-Bond WIB), Edie Koch (DCEO), John Lengerman (Greater Belleville Chamber of Commerce), Dale Stewart (SWIL Bldg. & Constr. Foster entrepreneurship and innovation capabilities in Southwestern Illinois Champion: Jim Pennekamp, Southern Illinois University Edwardsville IV. Export Growth and Foreign Direct Investment Champion: Frank Papa, America s Central Port Note: On-going focus on Scott Air Force Base growth and retention efforts underway with St. Clair and Madison Counties through the SAFB Task Force Uniting the region for growth 4
5 Retain and Expand Industry I. Retain and expand existing industry Retention call program coordinated through WIB Team led by Jim Pennekamp and executed through local communities, St. Clair County also conducts visits Expansions uncovered, issues in legislation, regulation and workforce discovered Leadership Council Manufacturing Steering Committee launched in June, led by Jay Churchill, P66, 14 regional manufacturers, WIB leaders, LCCC and SWIC, Regional Supt. of Schools, IMA on team Objective to assist manufacturers in SWIL to grow Workforce issues identified include desire of entry level workers to enter manufacturing careers and availability of skills in advanced manufacturing Data collected on # and salaries of careers, communications plan in development Start with modifying Dream It Do it for adults, contest for students Utube video possible Workers Compensation costs identified as second primary issue and study recommended, then working with labor to advance changes Collecting data on cost drivers and potential changes Coordinate local efforts to support regional goals Uniting the region for growth 5
6 Grow Transportation/Distribution jobs II. Grow Transportation/Distribution Sector Jobs Support LC SITE (Southwestern Illinois Transportation Enhancement) Committee efforts underway for multi-modal transportation job growth 2015 SWIL Multi-modal transportation priorities advanced Branding and marketing the St. Louis region as a multi-modal hub to attract jobs joint effort with Leadership Council and St. Louis Regional Chamber launched in 2014 Southwestern Illinois Freight Study underway via IDOT grant to understand region s cost competitiveness and improvement recommendations Completion in July/August 2015 Regional Freight District launching with Bi-State agency, supported by LC, St. Louis RC and EWGCG, hiring Executive Director, business plans and bylaws in development. Goal to support regional job growth in logistic through infrastructure development and marketing of region Uniting the region for growth 6
7 Foster Entrepreneurship III. Foster entrepreneurship and innovation capabilities in Southwestern Illinois Inventory and understand efforts underway in SWIL and St. Louis region St. Louis region has advanced programs and funding sources Business Plan contest support by LC Foundation Support for SIUE Metro East Start Up Challenge and Highland. Promote additional contests Entrepreneurship Sub-committee of EDLT Met with St. Louis initiatives to understand their resources Gained understanding of SWIL needs Mentoring pilot with Metro East Start Up Challenge in conjunction with Greater Belleville Chamber Investigating Cyber-Security Center of Excellence for region Uniting the region for growth 7
8 Foster Export Growth and Foreign Direct Investment III. Export Growth and Foreign Direct Investment Support and assist in implementation of the DCEO Export Advisory Council Foreign Direct Investment with Mid America Airport Trade Routes and regional ports Maximize growth from pipeline expansions and fracking for region Participate with the World Trade Center on the Brooking Global City initiative Uniting the region for growth 8
