1 Hurricane City Council Minutes November 7, :30 PM 3255 Teays Valley Road Hurricane, WV Mayor: Recorder: Council: Scott Edwards Linda Gibson Reggie Billups Brian Ellis Marshall Ginn Steve Goff Gerry Spears Call to Order Pledge of Allegiance was led by Mayor Edwards Lexy Beaver attended to be commended and receive her certificate for winning the Racking Horse World Championship. She has been riding horses since she was eight months old per her mom s account. She travels to different shows throughout the US and has made a lot of friends through the years. Hurricane Middle School Cross Country Teams were in attendance to be commended and receive their certificates. The boys were undefeated for first time this season. They started with 71 kids and ended with 68. They all performed 650 hours of conditioning each to prepare for competition. There are four coaches that assist with this. They have been named the Teays Valley Running Club which started the summer of Hurricane Middle School Football earned the MVAC 2016 Champions. They only lost one game. The coach mentioned this was a very good group of boys that had good work ethics and great attitudes.

2 Hurricane Hustle girls softball team won the Kanawha Central Champions. They were undefeated Their coach mentioned they had approximately extra practices which he thanked the parents for their dedication of getting these little girls to each practice. General Business Motion was made by Steve Goff and seconded by Brian Ellis to approve the agenda of the November 7, 2016 regular session. Motion carried. Motion was made by Gerry Spears and seconded by Reggie Billups to approve the minutes of the October 3, 2016 regular session. Motion carried. Motion was made by Reggie Billups and seconded by Marshall Ginn to approve the bills to be paid from the General Fund. Motion carried. Motion was made by Steve Goff and seconded by Brian Ellis to approve the General Fund budget revision. Motion carried. Hurricane Fire Department Report was given by Chief Savage. They answered 88 calls, 40 EMS, ten MVA s which included one at Tudors. They assisted one MVA in front of West Teays Elementary. There were 14 canceled, two minor fires, one of which was a brush fire. They also helped with ten acres across from the reservoir. They have visited with 120 preschool kids, 244 K-1 st grade kids and also talked with a special needs class that has eight students at Lakeside Elementary. They were asked if they would come and read to the Kindergarten classes occasionally which Rob told them they would. They placed two smoke alarms that the past month. They have advertised with all the schools that there are still a lot available and that they will place them if asked. The Mayor asked Melody to place on our City website and to remind him to put on Facebook. Marshall Ginn asked about the new sign at our fire department. Rob stated the pole is up and the sign will be placed by the end of the month. Tiffany Reed, Recruiter-HVFD reported they have had the grant for one year. They have had 14 recruited and only two have left. There are two junior attending PCTC. They are having an open house November 15 at 6:30 p.m. for ten year old and up. The Mayor

3 asked that this be placed on the web as well. Marshall Ginn asked about the boot drive. Date to be announced. He announced that the Hurricane Volunteer Fire Department split with the community cupboard last year and that supplied 500 pounds of sugar to be given out. Hurricane Police Department Report was given by Chief Mullins. He stated there were 413 calls for service, there were two traffic stops that yielded $5,000 cash and heroin. They have ordered five vehicles, one SUV and four Taurus s. They will be in mid- December. Electronic services let him know that he will have two cars per week completed with lights and radars. He reported that Trick or Treat went well. He mentioned it s much safer when the whole county participates on the same night. No incidents were reported. City Manager s Report was given by Ben Newhouse. He mentioned that Sweet Retreat is trading locations so that she can expand her business. The City park pedestrian bridge is on hold until spring due the Federal Highway Administration changing the scope. We have a Dalton s Little General Store beside of Tudors /Gino s, located on the gravel parking lot. It is a temporary Amish built building. He has had several calls over the past couple of weeks from interested parties with restaurant businesses, both on Main Street and one looking at the Smith building (former Austin s Lock and Key). He has applied for one grant the HPD for the electronic bill board. The Streetscape grant has been approved. This will accommodate ADA accessibility from Blind Wizard to Jeff Hiestand Insurance Company. He is also applying for Toyota grant money this year as well. Steve Neu, owner of Blind Wizard has purchased and is renovating the Oddfellows Bldg (former Main Street Studios). He will have arts, crafts, meeting room upstairs and possibly eatery. Ben says this is a great asset to Main Street. Events Coordinator report was given by Ben Newhouse. He mentioned that Harvest Festival went well. We had 80 + vendors that participated. Pumpkin carving event also had a good turnout. They ran out of pumpkins again and had purchase a few more to accommodate all participants. The Brunch Bill is on the ballot tomorrow which would allow liquor served after 10 a.m. on Sundays.

4 Persons from sign in sheet Cindy Williams, a local resident, attended taking notes for her political science class. Kelly McFadden, 4 Western Drive, was in attendance again to present pictures and to let council know that Commercial Insurance as well as her homeowners insurance has denied her claim of flooding even though Randolph Engineer stated in their report that part may have been caused from eroding curbs which the City has now replaced. Kelly let council know that due to having so many flood claims her insurance has increased dramatically and if she has one more claim in the next three years they will cancel coverage. She mentioned she left two messages with Lee Campbell, Street Superintendent but didn t receive any return calls. Her neighbor wrote a letter which she read, asking for the same information to help Kelly recoup some of the costs of renovations caused by flooding since She stated since recently rebuilding the curbs, the last rain event presented no water damage to her home. She is asking for documentation where the City fixed the curbs and/or copy of invoice where we paid and requesting that the City Council request our insurance to reprocess the claim. If she can receive copies of this, her insurance may reconsider as well. Mayor Edwards asked Ben to check about the legal reports, engineering reports and insurance claim information and report in December. New Business Motion was made by Marshall Ginn and seconded by Gerry Spears to approve the Proclamation for Civil Air Patrol Day to be December 1 st, This year celebrates their 75 th Anniversary. Motion carried. Motion was made by Marshall Ginn and seconded by Brian Ellis to approve the Resolution for the BB&T loan for five Police department vehicles. Motion carried. Motion was made by Reggie Billups and seconded by Gerry Spears to approve the Resolution for the BB&T loan for one city vehicle combined with HPD loan. Motion carried.
