1 MEMBERS OF THE NEW SKILLS FOR NEW JOBS EXPERT GROUP Aviana Bulgarelli Aviana Bulgarelli is the Director of the European Centre for the Development of Vocational Training (Cedefop). During her tenure Ms Bulgarelli has placed Cedefop at the forefront of European policy-making in the field. Before her appointment in 2005, Aviana Bulgarelli had enjoyed a career which alternated between applied research and policy-making. As Director-General for Guidance and Vocational Training Policies at the Italian Ministry of Labour and Social Policies ( ) she co-ordinated the Leonardo da Vinci Programme, the European Social Fund Community Support Framework and the relevant national programmes and policies. In her career as a researcher in labour market and policy analysis issues, Ms Bulgarelli was Director of Research in the Italian Vocational Education and Training Research Institute (ISFOL) and Director of the Italian Programme and Policy Evaluation Unit of the European Social Fund. She has numerous academic books, international journal articles and conference contributions to her name. Professor Mike Campbell Mike is Director of Research and Policy at the UK Commission for Employment and Skills (UKCES), responsible for advising Government on the policies, strategies and targets required to be World Class and for assessing the UK s progress towards it. He is a member of the European Commission s New Skills for New Jobs Expert Group; was adviser to the Leitch Review of UK skill needs; and is a member of the UK Government s Migration Advisory Committee. He has written several books, an extensive number of reports and is a well known public speaker. He has previously undertaken research and consultancy for the European Commission, the OECD, the World Bank, DfES (now BIS), Regional Development Agencies, Learning and Skills Councils and Local Authorities. He is a designated European Commission and OECD expert and has been British Council Distinguished Visiting Fellow to Japan: He holds a Visiting Professorship in Economics at Durham Business School; is a member of the Northern Ireland Employment and Skills Advisory Board and is a Fellow of the Royal Society of Arts. He was awarded the OBE for services to economic development in the 2004 New Years Honours List. Jim Devine Jim Devine is President of IADT [Dun Laoghaire Institute of Art, Design and Technology]. Also home to the National Film School, IADT offers degree and postgraduate level studies across a range of specialist areas of particular relevance to the vibrant creative media sector and to the wider cultural industries. IADT is a founding partner in the National Digital Research Centre, based in the Dublin s Digital Hub, and in the Graduate School of Creative Arts and Media. An engineer by background, he completed postgraduate studies in education. Prior to joining IADT in 1997, he led the development of postgraduate programmes at OSCAIL, the National Distance Education Centre in Dublin City University[DCU]. At DCU, he also participated in strategic initiatives to develop ICT for teaching and learning and e-learning and continues to champion such developments within IADT and internationally, having developed and managed a number of significant projects in the e-learning domain. On behalf of the EUA [formerly

2 CRE], he led the publication of the first good practice guidelines for the deployment of ICT for teaching and learning in higher education He is a member of European Commission expert panels within DG INFSO and DG Education and Culture covering the domains of digital literacy, media literacy and e-inclusion. He has recently assisted the work of the Commission s IPTS Research Centre in a study of informal learning in ICT-enabled environments and is currently a member of the joint DG Education and Culture/DG Employment Working Group on New Skills for New Jobs. Dr. Julia González Dr. Julia González is Vice-Rector for International Relations at the University of Deusto, Bilbao, Spain. She studied History and Geography in Ireland at University College Dublin, Cultural Anthropology in Italy and Urban Geography at Oxford where she received a D. Phil in Migration Studies. She teaches along two main areas: Migration and Intercultural Communication and specialized issues in Higher Education at Master and Doctoral level. She has coordinated several international networks and educational and research projects, and was involved in particular in the Thematic Network on Humanitarian Development Studies, NOHA Association, Erasmus Mundus External Cooperation Window project, ECTS Councillors group, European Joint Doctoral Programme on Migration, Identities and Diversity, European Doctorate Enhancement Programme on Peace and Conflict Studies and several Marie Curie Training network for the mobility of researchers and Tempus Projects. Together with R. Wagenaar, Dr. Julia González elaborated, designed and coordinates the European Project Tuning Higher Education focusing on degrees designed by competences and learning outcomes, which is now developed by 94 academic networks, involving hundreds of universities in 58 countries. Dr. Gábor Halász Dr. Gábor Halász is doctor of the Hungarian Academy of Sciences. He is professor of education at the Faculty of Pedagogy and Psychology of the University Eötvös Loránd in Budapest where he is leading a Centre for Higher Educational Management. He teaches, among others, education policy, education and European integration and global trends in education. He is the former Director-General of the National Institute for Public Education in Budapest (now Institute for Educational Research and Development) where he is now scientific advisor. His research fields are education policy and administration, comparative and international education, and theory of education systems. As an education policy expert, he took an active part in Hungary s educationalchange process in the 1990s. Dr. Halász is one of the founders of the Hungarian School for Education Management, an institution emerged from Dutch Hungarian cooperation and formally established in Since then he has been the president of the Board of this Institute. In this institutional framework and also elsewhere he actively participates in the professional training of Hungarian school leaders. As a policy adviser he has taken an active part in the process education reform in Hungary since Dr. Halász has worked as an expert consultant for a number of international organizations, particularly OECD, the World Bank, and the Council of Europe. Since 1996 he has been representing Hungary in the Governing Board of the Centre for Educational Research and Innovation of OECD, between 2004 and 2007 he was the president of this Board.

3 Göran Hultin Mr. Göran Hultin, Chairman and CEO, Caden Corporation S.A. works with leading organizations on improving labour performance, building management labour relations, and on meeting future skill and competency needs. Mr. Hultin was previously Assistant Director General of the ILO and Executive Director of the Employment Sector and was globally responsible for advising Member Countries on employment and training policies and implementing programmes for job creation and enterprise development. Mr. Hultin s education includes a M.Sc. Chem. Eng. University of Abo Akademi, Finland, International Executive Programme INSEAD, Fontainebleau, France, and Advanced Management, Marketing Programme Strathclyde University Scotland. Currently he is Governmental Affairs advisor to Manpower Inc. advisor to labour authorities in China and Vietnam, member of The Future Work Forum, chair of the European Policy Centre s Task Force on Labour Migration, member of the World Economic Forum s Global Agenda Council on Migration and member of the European Commission s Expert Group on New Skills for New Jobs. Caroline Jenner Ms Jenner began her career as an entrepreneur - running her own private language school in Bratislava, Slovakia in the early 1990 s. Early on, she took an interest in business education since many of her younger students were prospective entrants to economics programs at university, and began to work with economics curricula developed by Junior Achievement a worldwide organization dedicated to educating students about workforce readiness, entrepreneurship and financial literacy through experiential, hands-on programs. Since 2004, Ms Jenner is Senior Vice President for Junior Achievement Europe and has been engaged in a large number of global Junior Achievement initiatives with her counterparts in Asia, Africa, the Middle East, Latin America and North America. Ms Jenner serves on several expert groups for the European Commission in addition to the New Skills for New Jobs group, on entrepreneurship education (DG Enterprise and DG Education) and Language means Business Forum (DG Multilingualism). Ms Jenner serves as a member of the Technical Advisory Committee for the World Economic Forum on Entrepreneurship Education. She is a regular presenter, moderator, facilitator and speaker at international conferences discussing skills, entrepreneurship education, education policy and CSR. Arnold Jonk Arnold Jonk (1969) is Director of Knowledge of the Dutch ministry of Education, Science and Culture. He holds a PhD in Computer Science and has previously worked in consultancy and international trade promotion. Within his current position, his responsibilities include evidence-based policy, strategy development, innovation and the statistical underpinning of policy. Jorma Karpinnen Jorma Karppinen is Director of the European Foundation for the Improvement of Living and Working Conditions (Eurofound). Jorma Karppinen, born in 1948 in Finland, has an academic background in

4 engineering and technical physics, including a doctorate in technology in His career spans positions in scientific research, marketing and development, and senior management with Nokia Electronics, Afora Ltd and Fortum Engineering Ltd. Until most recently, he was Director of Business Development at Metso Automation Ltd in Helsinki, Finland, a global automation systems manufacturing company, where he previously held the posts of President of Energy Automation and then President of Process Automation Systems. Through his extensive experience in business development and management over the past 20 years, Jorma Karppinen has developed a comprehensive understanding of the industrial changes facing Europe today. Jorma Karppinen has first-hand experience of implementing industrial restructuring projects, taking part in labour union negotiations, and participating in European works council meetings. Throughout his working life, Mr Karppinen has travelled widely and has developed a global view of the living and working conditions of many different countries. Rainer Münz Rainer Münz is Head of Research & Development at Erste Group Bank AG and Senior Fellow at the Hamburg Institute of International Economics (HWWI). He is an expert on population change, international migration and demographic aging, their economic impact and their implications for social security. He studied at Vienna University, where he earned his PhD in Until 1992 he was director of the Institute of Demography at the Austrian Academy of Science. Between 1992 and 2003 he was head of the Department of Demography at Humboldt University, Berlin. He was visiting professor at the Universities of Bamberg (1986), University of California at Berkeley (1986, 1989, ), Frankfurt (1988), Klagenfurt (1996, 1998), Vienna ( ) and Zurich (1992). He also was Senior Research Fellow at the Department of Mathematics of Finance, Technical University, Vienna ( ). Rainer Münz has worked as consultant for the European Commission, the OECD and the World Bank. He served as an advisor to the Greek (2003), Dutch (2004) Slovene (2008) and Swedish (2009) EU presidencies. In he was member of the German commission on immigration reform (Süssmuth commission). Since 2008 he is Member of the high level Reflection Group Horizon of the European Union (so-called EU Group of the Wise ). Dr Markus Schmitz Dr Markus Schmitz has studied social sciences and history at the universities of Münster, Oxford, Bern and Bonn. After having worked as a consultant for McKinsey & Company he became head of the department for programme and process development at the German Public Employment Service. He was responsible for many major reform projects in the course of the transformation of the German Public Employment Service. He is now head of the directorate 'Basic Security System' within the headquarters of the German Public Employment Services. Olga Strietska-Ilina Olga Strietska-Ilina is specialist in skills policies and systems at the Skills and Employability Department of the International Labour Organisation (ILO). Her work is particularly focused at identification and forecasting of skill needs, and

5 related cross-country international research. She is also in charge of the skills agenda in the framework of the Green Jobs initiative. She started her career teaching at the Central European University in Prague in Between 1996 and 2003 she was Head of the Czech National Observatory of Employment and Training. In she provided her expertise to facilitate the development of a number of Cedefop s initiatives in the field of early identification of skill needs and the network Skillsnet. Olga Strietska has published extensively in the field of education and training, employment and labour market, social exclusion, cultural minorities, nationalism and European affairs. She holds degrees in Sociology, Political and Economic Sciences, and in History.
