2 The Seventh China-EU Summit Held in The Hague, the Netherlands The Seventh China-EU Summit was held in The Hague, the Netherlands, on December 8, China was represented by the Premier of the State Council, Mr Wen Jiabao. The EU was represented by the acting President of the European Council, Prime Minister of the Netherlands, Mr Jan-Peter Balkenende, President of the European Commission, Mr Jose Manuel Barroso and the Secretary General/High Representative for the EU Common Foreign and Security Policy, Mr Javier Solana. A Joint Statement of the 7th China-EU Summit was issued. The Leaders expressed their satisfaction with the excellent atmosphere and the substantial results achieved at this Seventh Summit meeting. They stressed their resolve to further expand and deepen China-EU relations, towards a rapidly maturing comprehensive strategic partnership between China and the EU. Renewal of China-EU Science and Technology Co-operation Agreement The European Community and the People s Republic of China signed on 22 December 1998 the Agreement on Scientific and Technological Cooperation between the European Community and the Government of the People s Republic of China (the Agreement). During the Seventh China-EU Summit in The Hague, the Netherlands, on December 8, 2004, Mr Xu Guanhua, Minister of Science and Technology of China and Mr Janez Potocnik, Member of European Commission for Research renewed the Agreement. The Chinese Premier, Mr Wen Jiabao, the Prime Minister of 2

3 the Netherlands, Mr Jan-Peter Balkenende and the President of the European Commission, Mr Jose Manuel Barroso attended the signing ceremony. According to the renewal agreement, the Agreement shall renew for a second period of 5 years starting from 14 December 2004, which provides the legal basis for future S&T cooperation. The renewal agreement notes that the Agreement has expanded the cooperation in the field of science and technology, especially in the areas of information society, biotechnology, food safety, nano-materials, energy, environment, SARS and multilateral cooperation. Great momentum has been attained in the implementation of this Agreement, reflected in a growing number of joint research activities, policy dialogues and partnerships. Both sides have made significant efforts to promote awareness of the Agreement. Activities under the Agreement have led to considerable scientific advances resulting in tangible economic and social benefits, and better understanding between scientists and researchers in the European Union and the People s Republic of China. It also constitutes one of the pillars of the developing strategic partnership between both sides. Presence at the Sixth China High-Tech Fair in Shenzhen time, participated in the China High-Tech Fair in Shenzhen on October, Ten successful cooperation projects between China and the EU were demonstrated. Key outputs in recent years as well as prospect and objective for future cooperation were disseminated. Vice Prime Minister Wu Yi visited the booth of EU-China Research Cooperation. Lots of Chinese and international participants in scientific and business circles visited the booth and great interest was demonstrated. The media had an exclusive interview with the Science Counselor of the EU Delegation in China. 4 To promote joint participation in FP6 between Chinese and Greek research organizations, China- Greece Workshop on Joint Application for FP6 was held in Athens, Greece, on October, The workshop was jointly sponsored by Chinese Ministry of Science and Technology (MOST) and Greek Ministry of Development. Headed by Mr. Zhang Zhiqin, Deputy Director General of the International Cooperation Dept. of MOST, the Chinese delegation composed of representatives from Chinese Center for Disease Control and Prevention, State Oceanic Administration, Chinese Academy of Agricultural Sciences, Chinese Academy of Forestry, State Seismological Bureau, Science and Technology Department of Jiangsu Province, and China-EU Science and Technology Cooperation Promotion Office (CECO) attended the workshop with over 30 Greek experts and government officials. The two sides discussed details of cooperation policies, experience and information under FP6, and analyzed potential possibilities to submit joint FP6 proposals with particular emphasis on food safety, oceanic research, agriculture, forestry, seismology, and international cooperation. After the workshop, the Chinese Delegation visited Greece Foundation for Research and Technology-Hellas (FORTH), Hellenic Centre for Marine Research (HCMR), General Secretariat for Research and Technology (GSRT) of Greek Ministry of Development. China-France Forum on Scientific and Technological Innovation Held in Beijing To further strengthen the S&T collaboration and exchange between China and France under the framework of China-France all-round strategic relations by focusing on S&T innovation to promote the bilateral S&T cooperation to a higher level, and serve the economic and S&T development 4

5 of both countries, Chinese MOST and French Ministry of Research jointly held the China-France Forum on Scientific and Technological Innovation in Beijing on 1-2 November, 2004, on the occasion of the 40th anniversary of the establishment of China-France diplomatic relations and the Year of France in China (L annee de la France en Chine). The Forum focused on three themes as Policies and Mechanism for the Transfer of Achievements and Innovation in Scientific Research, Partnership between Research Institutes and Enterprises, and Cooperation between Universities and Enterprises. Besides, five parallel workshops were held on Innovation Enterprises and Technology Transfer, IT and Innovation, Life Science and Innovation, Environment, Energy and Innovation, and Environment-Risks and Innovation. Over 400 delegates attended the Forum, including senior government officials, senior managers, chief scientists, experts from universities, research institutes, and enterprises in the field of technology transfer, research and innovation, IT, life science, environment, and energy. Mr. Cheng Jinpei, Vice Minister of MOST, French Ambassador to China, and representatives from French Ministry of Research addressed the opening session. CECO s Participation in Reflection Seminar for National Contact Points in Prague Reflection Seminar for National Contact Points To implement the Easy National Contact Points project, French Ministry of Research organized the Reflection Seminar for National Contact Points at French Institute of Prague in the Czech Republic on November, National Contact Points (NCP) are organizations set up particularly for the promotion of the EU Framework Programmes, sponsored by government, in EU Member States and Associated States, as well as the Third Countries. At the invitation of French Ministry of Research, two CECO staff members attended the seminar. As the theme of the seminar is relevant to CECO s work, it is a very good opportunity to learn from others, exchange ideas, and establish contacts. Having attended this seminar, CECO broadened its cooperation channels, established wide contacts with NCPs in the EU Member States, and strengthened cooperative relations. 5

6 More Information Days on FP6 Since the FP6 was launched, a number of FP6 Information Days have been jointly held by CECO, the International Cooperation Dept. of MOST, and the EU Delegation in China, in relevant cities and provinces. To solve the problems of Chinese institutes and researchers in the applications for FP6, CECO adjusted the content of Information Days with updated information, focusing on the application procedure and requirements of FP6, which actively promotes the FP6 application of Chinese institutes. With the Information Days introducing and disseminating information on FP6, great interests in the calls of FP6 were stimulated among Chinese researchers with obvious increase in the number of applications. 7 For Chinese institutes in the application for FP6, the following procedures are recommended: 1. Objectives: formulating appropriate research objectives according to the Open Calls by the EC, which are supposed to be accomplished through the execution of your proposal. 2. From idea to project: based on the objectives to be obtained, a pre-proposal or outline proposal is formulated from many ideas, research questions and opportunities, which brings about a project. 3. Finding European partners: projects of FP6 include partners from at least three different EU Member States (or Associated States). Compared to most of Chinese organizations, their European counterparts, who could coordinates the project, are more familiar with FP6 and its application procedure. 4. Preparing the proposal: stating how you would achieve specific results within a time limit, a budget and managing risks, keeping in mind the relevance to Call, potential impact and S&T excellence. 5. Submitting the proposal: proofread your proposal before it is sent and submit it in time. 6. Informing MOST: we suggest informing CECO or the International Cooperation Dept. of MOST about selected projects. Reinforcing China-EU S&T Exchange and Co-operation County (NJC) of Denmark jointly proposed the project Bridging the European ITS Business Co-operation with China under Asia IT&C programme to the EC in 2002, which had been successfully implemented. The project helped to establish the cooperation between Anhui Software Engineering Center and German Aerospace Center. The Chinese side and their German counterpart used the Floating Car Data (FCD) technology of German Transport Institute to realize the Data Acquisition for City Transportation and Dynamic Navigation for Vehicles in China. The S&T delegation from Anhui Province visited the German Transport Institute of German Aerospace Center and participated in the project signing ceremony in September The first system for release of City Transportation Flow status and real time Dynamic Navigation for Vehicles was launched on December 18, 2004 in Ningbo City. To enhance the Intelligent Transport Systems and Services (ITS) management in China by using advanced EU experience, and to promote China-EU S&T cooperation, CECO, European Road Transport Telematics Implementation Organisation (ERTICO) and North Jutland 7

8 Signing of the Treaty Establishing a Constitution for Europe by 25 EU Heads of State and Government in Rome On October 29, 2004, EU Heads of State and Government took group pictures after attending the signing ceremony for the agreement on the Treaty establishing a Constitution for Europe in the City Hall of Rome, capital of Italy. As the first of its kind in the EU s history, the Treaty establishing a Constitution for Europe signed by leaders from 25 EU Member States in Rome, the Eternal City, marked a significant step in the process of the political integration of the EU. If approved by Parliaments of each EU Member State, the Treaty establishing a Constitution for Europe will come into force on November 1, It will accelerate the Integration Process for the EU, which will accomplish more achievements in the political unity and play more positive and constructive roles in both European and world affairs. A united EU will contribute to new opportunities for the further development of Sino-EU relations. What s next China-EU High-level Forum on S&T Policy and Strategy to be Held in Beijing in May 2005 China-European Union High-level Forum on Science and Technology Policy and Strategy will take place in Beijing on May, This grand event is co-sponsored by the Chinese Ministry of Science and Technology,the European Commission (Directorate General Research) and the Government of the Grand Duchy of Luxembourg (EU Presidency) and supported by the S&T communities in both China and the EU. To celebrate the 30th anniversary of China-EU diplomatic relations, the Forum aims to enhance the dialogue and share experience on S&T development strategy and policy-making between China, EU and its Member States, and reinforce S&T cooperation and contribute to building a comprehensive strategic partnership between China and the EU in the new millennium. About 300 participants from China and Europe including high-level decision-makers, eminent figures in S&T community, representatives of governmental and non-governmental academic organs will be invited. Chinese top officials, Member of European Commission for research, Ministers and Presidents of Science Academies of EU Member States, celebrated scientists, policy researchers and entrepreneurs will be invited to make presentations. 8
