5 The entire innovation system is on the move 1/3 Financial and administrative status of universities has been changed (2010)=> extends the autonomy; independent legal personality The funding of universities and polytechnics will be reformed Polytechnics will be turned into independent legal organisations Structural development of HEIs and PRIs is in progress (profiling,( quality, relevance, impact) The state research institutions will be combined into larger entities; co- ordination and steering of sectoral research The network of HEIs will be merged into knowledge environments of sufficient size, quality and innovation capacity Evaluations The independence of evaluations is strengthened; evaluation results are more closely linked to the development and decision-making The evaluations of Tekes, Finnvera and the Academy of Finland , 2012, evaluation of the SHOKs 2012, evaluation of graduate schools 2013

Increase the number of companies engaged in research and innovation ion Possible introduction of an R&D tax incentive for companies Strengthening entrepreneurship Reforming financing The division of responsibilities between the actors dealing with public growth and RDI funding will be clarified The focus of funding will be transferred to small and medium-sized, growth-oriented, oriented, internationalising companies Public capital investment activities will be enhanced with the purpose p of increasing the number of growth companies and creating jobs; a capital investment programme will be implemented to attract new investors to Finnish growth companies.
