2 Monique Goyens As Director General of BEUC, Monique represents 42 independent national consumer associations in 31 European countries acting as a strong consumer voice in Brussels, ensuring that consumer interests are given weight in the development of policies and raising the visibility and effectiveness of the consumer movement through lobbying EU institutions and media contacts. As a consumer expert and advocate, she is member of the EU High-level Expert Group on reforming the structure of the EU banking sector (Liikanen group) and is a delegate in the Consultative Commission on Industrial Change of the European Economic and Social Committee. She is also member of the EU High-level Group on the sustainability of the food supply chain, of the EU Ressource Efficiency Platform and is substitute member of the SEPA-Council. In her capacity as BEUC Director General, Monique is currently EU co-chair of the Transatlantic Consumer Dialogue (TACD) a network of EU and US consumer organisations ( and vice-chair of Finance-Watch ( a public interest association dedicated to making finance work for the good of society. She also represents BEUC at Consumers International, the international consumer organisation ( Apart from championing consumer rights, Monique s passions/challenges are helping her children try to become responsible adults, cooking for friends and long walks with her golden retriever.

3 Chris Warner, Senior Lawyer, Which? a short biography Chris joined Which? in 2007 and is now a senior member of the legal team specialising in the field of consumer rights and contract law. Chris has closely followed the development of the Common European Sales Law and participated in the European Commission s Sounding Board to the Expert Group on European Contract Law. More recently Chris has worked on the UK Ministry of Justice s advisory Committee on the Technical Legal Aspects of the Common European Sales Law Proposal. Having been closely involved in the development of the Consumer Rights Directive, Chris is now working on the UK Government s proposed reform of UK consumer law. This a wide ranging simplification/modernisation agenda covering issues such as unfair contract terms, legal remedies and guarantees, misleading and aggressive commercial practices and the implementation of the Consumer Rights Directive. Chris is also active in the EU-wide debate on collective redress and alternative dispute resolution. In addition to the above, Chris is also a commercial lawyer for Which? and regularly advises the business on all aspects of commercial and contract law. Prior to joining Which? spent over 4 years as a competition law specialist at the global law firm, Linklaters LLP in London.

5 Curriculum Vitae Bernd Seifert Mr Bernd Seifert is legal advisor and data protection officer at the Chamber of Commerce and Industry (Industrie- und Handelskammer) in Oldenburg. Born in 1969, he studied law at Bielefeld University specializing in the field of European and international law. From 1994 to 1996 he served as scientific assistant at Bielefeld University. After this, he completed his legal clerkship at the Higher Regional Court (Oberlandesgericht) of Oldenburg. Since 2001, he is an adjunct professor at Carl von Ossietzky University and at Hanse Law School (HLS) in Oldenburg. He is also chairman of the advisory council of HLS. Mr Seifert is a member of the permanent working group on European contract law of the Association of German Chambers of Commerce and Industry (DIHK Deutscher Industrie- und Handelskammertag). This working group is responsible for drafting all of DIHK s opinions relating to CESL.
