2 RESEARCH FIELD Why knowledge transfer? Why collaborate? Why communicate difficult science & research topics? Why communicate and collaborate across boarders? To establish networks and to motivate people from different sectors to develop their ideas To tackle societal challenges such as ageing population, climate change, security etc. with the help of excellent science, remove barriers to innovation and make it easier for the public and private sectors to work together in delivering innovation.
3 STATUS QUO Globalization: the process across national borders and continents where the markets for goods, services, capital and labour flourish and develop. At the same time also diverse knowledge, such as ideas or technology spreads. Ever since humans communicate an exchange of information and transfer of know-how take place. Knowledge based society: type of society that is needed to compete and succeed in the changing economic and political dynamics of the modern world. It refers to societies that are well educated, and who therefore rely on the knowledge of their citizens to drive the innovation, entrepreneurship and dynamism of that society s economy. Networks everywhere: Technology allows for a better distribution of knowledge, exchange and collaboration. The engine for economic growth: Innovation. The OECD (Organisation for Economic Co-operation and Development) estimates that for high-income countries investments in innovation account for 60-70% of labour productivity growth. Innovation is also good for jobs: the stronger the innovation performance of EU Member States, the higher their employment rates. EU & Japan face similar future challenges: ageing population, climate change, health, transport,
4 RESEARCH & INNOVATION IN THE EU The EU has supported research and innovation since 1984 through a series of Framework Programmes. With only 7% of the world's population, Europe accounts for a quarter of global expenditure on research, and produces a third of all high impact publications and patent applications. supported both at national level, by each of the EU's 28 Member States, and at the EU level. Horizon 2020: EUR 80 billion that will be allocated through a competitive call process to research institutions, universities, innovative companies, and small businesses from any part of the world European Research Area (ERA): a unified research area open to the world in which researchers, scientific knowledge and technology circulate freely. Energy Union, a flagship initiative of the EU's Europe 2020 strategy for smart, sustainable and inclusive growth, more than 30 action points aim to further bolster the EU's world-class science performance, remove obstacles to innovation, and revolutionise the way public and private sectors work together.

6 EU & JAPAN RELATIONS 1. Political Relations Broadening partnership (cooperation in multilateral forums: UN, WTO, G7 and G20) Strategic Partnership Agreement, a legally binding pact covering not only political dialogue and policy cooperation, but also cooperation on regional and global challenges Free Trade Agreement (FTA), to stimulate growth on both sides. 2. Trade and Investment Relations Japan is the EU s 6th largest overall trading partner whilst the EU is Japan's 3rd largest overall trading partner Trade in goods, Technical Barriers to Trade and Non-Tariff Measures, Rules of Origin, Customs and Trade Facilitation, Trade in Services, Investment, Intellectual Property, Trade and Sustainable Development, 3. Academic Relations Supporting EU-Japan higher educational exchange under Erasmus+ 4. Science and Technology Relations Business R&D in the EU is 66% lower than the US and 122% lower than Japan
7 JAPAN AND EU COLLABORATIONS EURAXESS Japan links researchers in Japan with Europe. Free information and events on research funding, research careers, mobility and collaboration opportunities. VULCANUS IN JAPAN: training programme for EU Students to get acquainted with the range of advanced technologies employed by a leading Japanese host company, to learn Japanese and to understand and appreciate Japanese culture with a view to an enriching one-year experience abroad, to provide an opportunity for students to interact with Japanese business and people. Not EU related: Falling Walls is a unique international platform for leaders from the worlds of science, business, politics, the arts and society. JREC-IN Portal is an informative portal developend by the JST (Japanese funding agency) that supports the career development and skills building of researchers, research assistants, technicians and other researchrelated human resources. 8 THE BLIND SPOT(S) 1. Who, EU or Japan has the better ideas, solutions or strategy to tackle their challenges and create new job opportunities, economic growth and stability? 2. But how does this work within the EU as the framework for research? How does Japan hold up with this? And especially how does this help the economy in the end? 3. What challenges does the exchange of knowledge and the competitive market raise between those trading partners? Is the EU at the peak of int. collaboration? Can the EU learn something from Japan as innovation champion? Can Japan adopt some procedures or projects from the EU as the big network champion? Should innovation, new technologies and ideas, any kind of knowledge should be an open source?
