8 Board of Directors of the Abu Dhabi Chamber The Board of Directors consists of 21 Board Members, Six of whom are appointed by virtue of a Royal Decree including two women members, and 15 elected members by the General Assembly, two of whom are foreign members who are elected by the foreign members of the Chamber. There shall be no Board Members within the Executive Management of the Chamber, and the term of the Board of Directors extends over a period of four years. H.E. 10 Forward by H.E. Chairman of the Board In 2016, the Abu Dhabi Chamber made huge advances towards realizing its priorities listed in its strategic plan by initiating a number of key projects with the aim of enabling the private sector in Abu Dhabi to assume its leading place in supporting the economy as well as establishing the position of the emirate as a pioneering investment hub for the biggest regional and international companies. The Abu Dhabi Chamber, in cooperation with the Department of Municipal Affairs and Transport and the Department of Economic Development, organized the Abu Dhabi Business Forum in The forum brought together officials from public entities with heads and directors of private companies in the emirate in order to strengthen the strategic partnership between the two sectors and to increase the contribution of the private sector to the comprehensive and sustainable economic development process. Thanks to the support of our wise leadership, the forum contributed to strengthening this partnership in order to work together towards overcoming the challenges the private sector face and in a way that ensures it is playing its role effectively and efficiently. Year 2016 is one of the most significant years considering the Chamber s accomplishments and the projects and initiatives it adopted witnessed the launch of the new strategic plan , which was linked with Abu Dhabi Plan that focuses on strengthening the partnership between the public sector and the private one and providing the private sector with all the tools needed to increase its role and its contribution to the GDP of the emirate. Official data revealed huge increase in the contribution of the private sector to the GDP in the past two years, which emphasizes that the private sector, represented by the Abu Dhabi Chamber, is one of the most important economic poles of realizing the comprehensive and sustainable economic development process in the emirate. Thanks to the support of our wise leadership headed by His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE; and His Highness Sheikh Mohammed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, the Abu Dhabi Chamber made a number of outstanding achievements by applying innovative concepts and initiatives to serve the private sector in Abu Dhabi. Its efforts also extend to support the efforts of official authorities in attracting more international companies to invest in the sectors envisioned by Abu Dhabi Economic Vision and its economic plan aiming towards diversifying income resources through building a sustainable knowledge-based economy. 10

11 As I mentioned before, one of the most important initiatives of the Abu Dhabi Chamber was organizing Abu Dhabi Business Forum, which falls within its efforts to enhance the partnership between the public sector and the private one. Other important initiatives in 2016 include ADNOC Business Partnership Forum, which was attended by more than 500 personalities. It was organized to inform companies operating in oil and gas services with the opportunities ADNOC provides and to spread awareness among them with the new contracting and supplying procedures of the company. The International Franchise Conference and Exhibition is also one of the events the Chamber is aware to organize annually since it provides new investment and businesses opportunities to Emirati entrepreneurs and encourages them to benefit from the opportunities in the franchise sector. Upgrading the Members Services Center is a priority to the Chamber considering it the first services center that brings a large number of authorities and establishments that issue licenses and services to the private sector in Abu Dhabi together under one roof. It currently hosts offices for more than 22 public and private entities that served more than 106,000 companies and individuals in Year 2016 is also featured with huge accomplishments for the Chambers affiliates including the UAE Academy, the office of Sheikh Khalifa Excellence Award (SKEA), and Abu Dhabi Center for Corporate Governance (ADCCG). They provided high-quality training and habilitation courses for the private sector in Abu Dhabi within the efforts of the Chamber to develop their capabilities and achieving excellence in regard to quality and applying governance rules. I, and on behalf of the Board Members of the Abu Dhabi Chamber and the economic activities in Abu Dhabi, am pleased to extend my utmost thanks and appreciation to His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE, and to His Highness Sheikh Mohammed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Executive Council, for their support to the Abu Dhabi Chamber, and for providing all the means necessary to increase its contribution to establishing the pioneering position of the Emirate of Abu Dhabi in the world. 12 Remarks by H.E. the Director General I am pleased to introduce the Annual Report of the Abu Dhabi Chamber of Commerce and Industry for It is the first year for the new strategic plan of the Chamber In 2016 the Chamber achieved a number of accomplishments and executed many activities including the support for the partnership between the public sector and the private sector and the active participation in realizing the sustainable economic development according to the Abu Dhabi Economic Vision In 2016, the Abu Dhabi Chamber worked according to its new strategy, which focuses on executing projects and initiatives that support the private sector in the emirate and increasing the relations network of the Chamber and how it communicates with its members as well as informing of the benefits and features of the Chamber s membership. Within this frame, the Chamber organized 68 events, eight of which are specialized conferences and 48 are seminars with the aim of informing its members with the available investment opportunities in the local and foreign markets. The Chamber also conducted a number of workshops to enhance the performance and productivity of private companies in Abu Dhabi and to facilitate their businesses and projects. Besides, the Chamber received 23 visiting delegations. The Chamber also had effective external participations. It joint economic delegations in five local and international conferences and exhibitions. Such participation comes within the efforts of the Chamber to promote for Abu Dhabi as a distinguished investment destination in the region and to inform investors and businesses in Abu Dhabi with the available trade opportunities in different countries in the world. Starting from its awareness to enhance the partnerships between official and private establishments in the country, the Chamber signed a number of MoUs and cooperation agreement that aimed at facilitating the businesses of the private sector and at providing a competitive environment for businesses in the emirate. The Chamber even organized and sponsored economic conferences and forums that are related directly to the activities of the private sector in Abu Dhabi. In regard to the accomplishments of the Chamber s affiliated entities namely the Office of Sheikh Khalifa Excellence Award (SKEA), the Abu Dhabi International Center for Organizational Excellence (ADICOE); Abu Dhabi Center for Corporate Governance (ADCCG); UAE Academy; Abu Dhabi Commercial Conciliation and Arbitration Center (ADCCAC), and Abu Dhabi Business Women Council (ADBWC), these entities achieved huge accomplishments last year. The ADCCAC organized 12 training programs and solved 79 trade 12

13 cases, whereas SKEA held 49 specialized training courses for more than 2,100 persons from 87 public and private entities. The UAE Academy held 269 training courses for 3,249 people from 34 public and private establishments. Besides, ADBWC witnessed huge accomplishments in 2016 by organizing 96 events including the 2nd Entrepreneurship Awareness Campaign in Abu Dhabi and celebrating the 15th anniversary of the Council. ADBWC also participated in 38 events in This is just a brief on the huge and diverse accomplishments of the Abu Dhabi Chamber and its affiliate centers in In conclusion, I would like to express my utmost thanks to all the employees of the Chamber for their hard efforts in performing their duties. I would also like to stress that we will continue to serve the private sector in the Emirate of Abu Dhabi and to enhance its partnership with the public sector in order to increase its contribution to the sustainable development process in Abu Dhabi under our wise leadership. 14 An Overview on the Emirate of Abu Dhabi Summary Performance of the Abu Dhabi Economy in 2016 Economic Growth The absence of a GDP number for the whole of 2016 is explained by the fact that GDP data for 2016 are calculated in the second quarter of Given that this Annual Report is written in the first quarter of 2017, a good indicator of the performance of the Abu Dhabi economy is to compare GDP data for the second quarter of 2016 with data for the 14

15 same quarter in As Table 1 shows, GDP at constant prices in the second quarter of 2016 was estimated at AED 198,833 million compared to AED 194,338 million in the second quarter of Separating total GDP into its oil and non-oil components, we note that the percentage change of the oil sector between the second quarter of 2015 and the second quarter of 2016 was 1%, while the percentage change of the non-oil sector for the same period was estimated at 3.6%. Table 1 also shows that the share of valueadded in the oil sector decreased from 49.1% to 48.5%, and the share of value-added in the non-oil sector increased from 50.9% to 51.5%. This is a clear sign of short-run diversification into non-oil sectors in line with the long-run strategy of diversification in the Economic Vision The road to diversification The Chamber participated in numerous workshops in the formulation of the 5-year Abu Dhabi Industrial Strategy (ADIS ) which will be officially launched in This strategy has been designed such that the share of the manufacturing sector in GDP will increase from the current 5% to slightly above 10%. The Chamber has done its part in raising awareness of the many investment opportunities in Abu Dhabi through hosting various foreign business delegations in 2016, and through the two Chamber Representative Offices in South Korea and Singapore, most notably to attract foreign direct investment into the Khalifa Industrial Zone Abu Dhabi (KIZAD) as part of Abu Dhabi s diversification strategy. Challenges faced by the private sector and Public-Private Partnerships The share of the private sector in total GDP was estimated at 27% in Perhaps the main contribution of the Chamber in maintaining this share was to help elicit the many challenges faced by the private sector at the first Abu Dhabi Business Forum held in May 2016 during which the Chamber identified over 50 challenges to be addressed 15

16 by the government. These challenges were further discussed in several high-level specialized workshops as perhaps the perfect example of a Public-Private Dialogue (PPD). The key role of the Chamber has been to raise awareness of these challenges for immediate policy action by the government. To further promote the role of the private sector, the government embarked on a Public-Private Partnership initiative primarily in the infrastructure, healthcare, and education sectors, in addition to partnerships with the private sector in the traditional hydrocarbon sector. Perhaps the biggest contribution of the Chamber was in the assessment of the costs and benefits of PPPs in close consultations with other public sector entities which culminated in a PPP draft law currently under consideration by the government. This PPP Law will considerably reduce the competition between the private and public sectors, increase efficiency, and ultimately put the private sector in the driver s seat of the economy as envisaged in the long-run Economic Vision Impact of the price of oil As of January , the international price of oil stood at $54 compared to an average price of $43 for the whole of The relatively low price of oil in 2016 has reduced government spending and created an atmosphere of consolidation in the oil and banking sectors. The positive outcome of these consolidations will be evident throughout 2017 as operating costs are reduced and profitability increased. Nevertheless, in 2016, there were some concerns about liquidity shortages in the banking sector and a slowdown in construction and real estate activities. The relatively low price of oil in 2016 also reduced oil export revenues with some negative impacts on the balance of non-oil foreign merchandise trade as shown in Table 2. The value of non-oil foreign merchandise trade through Abu Dhabi ports increased by 1.0% from AED billion in the year to date (Jan-Oct) 2015 to AED billion in the same period of This was mainly a result of a 22.4% increase in re-exports from AED 15.7 billion to AED 19.2 billion, while the value of non-oil exports decreased by 6.2% and imports by 0.6 compared with the same period of Total trade decreased by 12.4% in October 2016 compared with October 2015 due to a decrease in non-oil exports by 27.7%, and imports by 16.4%, while the value of re-exports increased by 24.1% in October 2016 compared with October

53 UAE Academy Aligned with the mandate of the Abu Dhabi Chamber and Abu Dhabi s Policy Agenda /Economic Vision 2030, the UAE Academy s education and training programs provide fresh graduates and professionals with the requisite knowledge and skills to compete in the 21st century job market. In parallel, the Academy s strategic initiatives and research activities aim at raising the level of skills according to the best international standards and contributing to a sustainable knowledge-based economy within Abu Dhabi. Since its inception in 2006, the UAE Academy provided training programs to more than 30,000 trainee, 90% of whom are Emirati nationals. The Abu Dhabi School of Management is honored to deliver successfully one of the most prestigious MBA programs in Abu Dhabi in conjunction with the top ranked Imperial College Business School from London. More than 259 students graduated from the MBA program. The School also delivers Master of Science in Quality and Business Excellence, and Master of Science in Leadership and Organizational Development. The total number of students who joined the programs of the school exceeded 460 students; most of whom are UAE citizens. This report sums up the achievements of the UAE Academy and the ADSM in We were able to occupy a prestigious position as a pioneering educational establishment that provides innovative educational methods that helped it raise the training and occupational habilitation as well as academic education and enhanced its place and credibility in the community of the emirate of Abu Dhabi. This reflected positively on the image of the Abu Dhabi Chamber and the emirate as a whole.
