2 SENATOR BOB WORSLEY Senator Bob Worsley is Chair of the Transportation Committee; he is also a member of the Judiciary and the Commerce & Workforce Development committees. He ran successfully in 2012, and again in 2014 in the newly redistricted LD 25 representing Mesa. Bob s only previous venture into politics was his participation in the Romney presidential campaigns of 2008 and Bob Worsley brings a wealth of practical, problem-solving, and BA in Accounting at BYU in 1980, he began his career as a CPA to start ExecuShare with former Mayor Scott Smith of Mesa. He Murdoch's TV Guide Group. Ten years after founding SkyMall, he entrepreneurial successes with him to the Senate. After acquiring a with Price Waterhouse and became an audit manager before he left founded SkyMall in 1989 and sold it 13 years later to Rupert was recognized as Entrepreneur of the Year by Ernst and Young. Bob founded NZ Legacy in 2002, a land, mineral and energy development company. Currently, NZ Legacy has a joint venture with a large Texas oil and gas company to explore the marketing potential of vast potash deposits of the Holbrook basin for agricultural use. The mine is slated to create 500 new high paying Arizona jobs. He also developed a 27 megawatt biomass generating plant in Snowflake Arizona, providing a green source of electricity to 27,000 homes in the White Mountains. Initially, the plant was fueled by utilizing the charred remains of the forest after the 2002 Rodeo Chediski fire. It is now serviced with local forest-thinning products. Bob is very active in finding a long-term total solution to the immigration problem in Arizona and feels strongly that compassion and keeping families together needs to be part of the ultimate answer. He is currently aligned with Maricopa County Attorney Bill Montgomery to promote the S.A.N.E. solution to immigration reform. In his first term, he introduced a bill to authorize a military-grade virtual border fence that will be used to verify border operational control. Bob is currently working with Customs and Border Protection and the Tohono-o'ohdam Nation on a funding & feasibility plan. Also during his first term, Bob initiated azvoices.gov, an online civic engagement program in conjunction with the Secretary of State, to encourage citizen participation in the legislative process by creating a convenient resource for people to learn about and track bills of interest going through the legislature. Participants in AZ Voices can offer online comments and suggestions for Arizona. Additionally, after the Medicaid expansion, he gathered stakeholders in the various fields of health services to discuss a "circuit breaker," a fall-back plan, defining how the delivery of Medicaid health services could occur in the event there should ever be a retraction of federal funding. Governor Ducey has promoted a new plan for Medicaid using many of the same concepts developed in these meetings. At 10 years old, Senator Worsley and his family moved from Utah to Boise, Idaho, where he later met and married his wife Christi. Shortly after they were married over 38 years ago, they moved to the East Valley. They have traveled all over the world together, most extensively in China. They actively support social, charity, youth, religious groups and their values, in every community in which they have lived. The Worsleys have 6 children and 22 grandchildren. Currently they have launched their plans to build a world-class "Lincoln Center West" in Mesa, a concert hall that has perfect acoustics for vocal and symphonic performances. They will be partnering with Juilliard or Eastman type conservatories to offer music/instrument/voice classes, and partnering with research programs to learn more about the part that music plays in emotional and physical healing. 3 HOW TO DEAL WITH THAT BULLY VENDOR - In this session you will understand how to diffuse a bulling vendor and turn negativity into a positive learning environment. How many times have we listened to vendors express their frustrations after not winning your organizations business, or just getting their foot in the door? If you think about it we deal with bulling vendors more than we want to admit. The moment you let a vendor bully you, you ve completely lost their respect. Worse, you ve set yourself up for a relationship of further bullying and abuse. Learn how to diffuse the situation and earn the respect for yourself and your organization. This session will be light hearted and educational. Peggy A. Ferrin, CPPB Director of Purchasing & Warehouse, Tempe Unified School District Ms. Ferrin has over 29 years of purchasing experience and 15 years in governmental contracting for public agencies. Her experience includes private industry, school districts, higher education (ASU), City of Peoria, Maricopa Integrated Health System (a health care system), City of Maricopa, and now she supports the Tempe Unified School District. Her expertise is in complex governmental procurement including all aspect of construction, purchased services and commodities. Ms. Ferrin is also an Assistant NIGP Consultant and enjoys working with others to grow the knowledge base of Governmental Procurement. She has served the local Arizona Capitol Chapter of NIGP as Secretary, Treasurer, Vice President, President and Past President and the National Institute as Marketing/Communications Vice-Chair and Research committee as a member. She also currently serves as one of the National NIGP Ambassadors for our Region. She has engaged as a public speaker for Best Value procurement, Leadership, Change management, Performance Metrics, Organizational development, Contract development and Administration. ALTERNATE DELIVERY METHODS Do you use the traditional bidding method or are you perhaps considering Construction Management at Risk (CMAR), Job Order Contracting (JOC), or one of the other options? Alternate Delivery Methods add to your toolbox to help improve the success of your project. This is your opportunity to get a better understanding of which method suits your procurement and when you should use that alternate method. Kurt Krause, Project Manager City of Mesa Engineering Department Kurt D. Krause is Project Manager for City of Mesa in charge of the Job Order Contracting program (JOC) working on all types of projects, including both vertical and horizontal construction. He previously worked as Engineering Project Manager at both City of Chandler and City of Scottsdale. He is well versed in Alternative Delivery Methods of construction and is retired from the Army Engineering Branch. Page 3 of 12

4 EXCELLENCE IN PROCUREMENT The Achievement of Excellence in Procurement (AEP) is awarded annually by the National Procurement Institute (NPI). The award is earned by those organizations that demonstrate excellence by obtaining a high score based on standardized criteria. The criteria are designed to measure innovation, professionalism, productivity, e-procurement, and leadership attributes of the procurement organization. While many of our agencies within AZ-NIGP are recipients of this prestigious award, this session will help you understand the application process and, as one of the founding members of the award, Wayne will provide guidance with regards to the required documentation to ensure your application is complete and correct. Wayne Casper, C.P.M., CPPO Vice President, West Region National Intergovernmental Purchasing Alliance (National IPA) Wayne A. Casper, C.P.M., CPPO, is the Vice President, West Region of the National Intergovernmental Purchasing Alliance (National IPA). Wayne brings the knowledge, accomplishments and experience from a thirty-five (35) year public procurement career, including over nine (9) years as the Chief Procurement Officer for the State of Arizona and seventeen (17) years as the Director of Procurement for the City of Tucson. Wayne is past President of the National Purchasing Institute (NPI), Arizona State Capitol Chapter of NIGP (AZ-NIGP) and the National Association of State Procurement Officials (NASPO). Wayne is a recipient of NIGP s Distinguished Service Award, NPI s Carlton N. Parker Award for Outstanding Service, the Florida Association of Public Purchasing Officers (FAPPO), George H. Wolf Distinguished Service Award, and NASPO s Guilio Mazzone Distinguished Service Award. In addition to a career dedicated to public procurement, Wayne was successful in creating and marketing the Achievement of Excellence in Procurement (AEP) program. Wayne's role as the AEP program chair for the first twelve (12) years of the program provided him the opportunity to work with public procurement associations and professionals across the country in an effort dedicated to the advancement of public procurement. Wayne continues to advocate for excellence in public procurement and national cooperative contracts. He understands the issues that public procurement professionals face on a daily basis. 5 GIVING OTHERS PRAISE AT WORK This discussion will explore strategies on giving colleagues, supervisees, and supervisors praise in the work environment throughout the year. Discussions will also address balancing giving feedback between annual reviews, and on a regular basis. This session will be a discussion on ideas and strategies and encourages high audience participation. Casey Self Executive Director of Academic Services Academic Arizona State University Casey began ASU employment in July, 1990 in Residential Life as a program coordinator, providing advising for the Residence Hall Association, and supervising RA's and Hall Directors. He later became an academic advisor in the fall, 1994 for exploratory, undeclared students at ASU in the Division of Undergraduate Academic Services (DUAS). In 1996 Casey moved into an administrator role supervising academic advisors, and currently supervises academic advising and residential colleges focusing on exploratory students and declared majors in the College of Letters and Sciences on the ASU Tempe, Downtown Phoenix, Polytechnic and Online campuses. Casey is proud to be involved in NACADA: The Global Community for Academic Advising, serving in several leadership roles in recent years. Casey obtained a Speech Communication Bachelor s degree at University of Northern Colorado in 1986, and a Master s degree in College Student Personnel Administration from Western Illinois University in KANBAN - Buried in work? It s flexible and can be changed to fit your particular processes. Jim Mack, Assistant Chief Information Officer City of Mesa Jim Mack is an IT Manager for the City of Mesa. He has worked for Mesa for 15 years as a technical trainer, Desktop Services leader and spent 8 years as a project manager as well as managing the Project Management Office (PMO). He currently manages the City of Mesa s Desktop and Help Desk teams. During his time as manager of the PMO, he became interested in different ways to manage work, which led to his interest in Kanban. Jim has spearheaded Kanban s adoption by workgroups all over the City of Mesa. The first group at City to adopt this approach to manage work is still using the method 4 ½ years later! It has organically spread to other departments and is currently being used by groups within IT, Engineering, Transportation, Finance and Utilities. He has presented this material to the Arizona State Project Management Center of Excellence and several CIO forums. Page 5 of 12

6 EMERGENCY PREPAREDNESS WHAT S IN YOUR WALLET? Firming up those Emergency Agreements to protect assets / financial recovery and minimize exposure during emergency/disaster. AZ-MAC (Arizona Mutual Aid Compact has been revised for better inclusion of special districts, along with cities, towns, counties and tribal nations in Arizona. Pete Weaver, Director Maricopa County Department of Emergency Management Pete accepted the position of director in June Primary responsibilities include directing the department in unison toward the vision and mission of comprehensive emergency management. Continually develop/maintain the county emergency operations plan and assist cities and towns in the county with the development and exercising of their emergency operations plans. Key responsibilities involve the county s ability to respond to an incident at the Palo Verde Nuclear Generating Station, providing administrative support to the Maricopa County Local Emergency Planning Committee (LEPC), coordinating flood response plans with the Flood Control District of Maricopa County. Significant planning also includes the Multi-Jurisdiction Multi-Hazard Mitigation Plan (MJMHMP) and the Community Wildfire Protection Plan (CWPP). Commitment for 24/7 activation of the county emergency operations center (EOC) when needed is a priority. Pete served on the State Interoperability Executive Committee (SIEC) and has been actively involved with the Arizona Emergency Services Association as a past president. Currently serves on the Phoenix Urban Area Steering and Working Groups, which has ultimate authority over the expenditure of homeland security funds in the Central Region under the Urban Areas Security Initiative, a U.S. Department of Homeland Security program that focuses on protecting the largest urban areas in the nation. Pete is also Vice-Chair of the Central Region Advisory Council for the State Homeland Security Grant Program and a Board Member of the Arizona State Independent Living Council. Prior to Maricopa County, Pete was the Director of Emergency Management for Pinal County Arizona, serving 14 years. Experience includes more than 7 Presidential Declared Disasters of varying types. Pete s credentials include: FEMA Professional Development Series (PDS) Certification, Certified Emergency Manager (CEM) though the International Association of Emergency Managers (IAEM), Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers (ASFPM), Certified Public Manager (CPM) through Arizona State University, Associates of Applied Science in Business from Niagara County Community College, Bachelors of Science in Business from University of Phoenix, and Master s in Public Administration from Troy University. 7 PUBLIC VS PRIVATE PROCUREMENTS - Is there a difference in procurement? Know the similarities and differences between the public and private sector. Get a better understanding in order to improve your business relationships. This discussion session will clarify the confusion when dealing with a public sector entity. Kelvin Ong, CPPB, CPSM Buyer, MCCCD Kelvin Ong is a Buyer with the Maricopa County Community College District. He has over 10 years in public and private procurement and supply management. He received his Bachelor of Science in Supply Chain Management with a minor in Communications at Arizona State University. He currently holds both the Certified Professional Public Buyer (CPPB) certification and the Certified Professional in Supply Management (CPSM) certification through ISM. For enjoyment, he enjoys trying out new restaurants and spending time with his beautiful fiancé, Kim, and their dogs, Celsius and Kayla. Louis Anaya, CPPB, C.P.M. Buyer II, MCCCD Louis Anaya is a Buyer II with the Maricopa County Community College District. He has over 16 years experience in both public and private procurement. He received an Associate s Degree in General Studies from Scottsdale Community College and an Associate s Degrees in both Public Administration and Organizational Management from Rio Salado College. He currently holds both the Certified Purchasing Manager (C.P.M.) & Certified Professional Public Buyer (CPPB) certifications. Louis is a husband to Kelsi, father to Haley and Xavier, son, brother & former US Marine. He is an auto enthusiast, craft beer connoisseur, foodie and Arizona native. Page 7 of 12

8 TRANSFORMING THE PROCUREMENT FUNCTION WITH DATA (National Business Council White Paper Findings). Every public organization is held politically accountable for the taxpayer dollars they spend. In an ongoing effort to support the Public Procurement profession and the government leaders they report to, National Business Council and Spikes Cavell worked together to complete a whitepaper that sheds greater light on how public sector leaders can use spend data to save taxpayer dollars, promote local economic growth, in spire confidence and manage risk, and create transparency within their communities. SPIKES CAVELL PROTESTS WHAT DO YOU DO? - This class will cover the basics when it comes to resolving supplier protests. Protests are inevitable in our line of work so it s always best to be prepared and ready so that we can successfully manage these events. In addition to discussing the basics steps of protest resolution, the class will also outline some helpful steps to minimize their occurrence. Michael Greene, C.P.M., CPPO Procurement Administrator City of Tempe Michael Greene is the Procurement Administrator for the City of Tempe where he has worked for the past eight (8) years. Michael has been involved in public procurement for over 25 years involving work at the state, city and school district level. He is a graduate of Arizona State University and holds both Certified Purchasing Manager (C.P.M.) & Certified Public Procurement Officer (CPPO) certifications. Page 8 of 12

Cyndi Hawk, CPPB, Senior Buyer - City of Surprise Cyndi Hawk is a seasoned Procurement Officer with over thirteen (13) years of experience in Public Procurement. Cyndi s know-how comes from employment at Washington and Creighton School Districts, the Arizona Dept. of Transportation and currently with the City of Surprise. Through her experience and education, Cyndi has developed a keen sense of Procurement knowledge. She has had the opportunity to participate in a variety of procurement training courses, workshops and seminars that has allowed for a broad resource base on which to build her career. In 2013, Cyndi earned her Certified Professional Public Buyer certification. Cyndi continues to build a strong contact network through industry memberships in the local AZ Chapter of NIGP, NIGP and AASBO, among others. Cyndi lives with her husband and six adorable but menacing fur babies. When not working Cyndi can be found painting, cooking or spending time with her dogs. Rob Fiorilli, US Communities Rob has been with US Communities since October He was born and raised in Cleveland, Ohio and when he took this position, he made the daring move to Tucson. Rob came from the private sector and was the Eastern Regional Sales Manager with an Environmental company, where he was responsible for 20 independent sales representatives. While he s a bit humble when talking about himself, we did get him to mention that in his spare time, he loves to play golf. Rob and his fiancée Lisa, live in Marana with their little (85-lb!) golden doodle, Barkley. 11 Ken Carter, 1GPA MATT BAUER, MBA, CPPO, CPPB, CPSM PROCUREMENT ADMINISTRATOR, CITY OF MESA Matthew Bauer is the Procurement Administrator for City of Mesa. Matt has seven (7) years of experience in public purchasing and holds a Bachelor s and a Master s Degree in Supply Chain Management from Arizona State University. Matt has earned his CPPB, CPPO, and CPSM designations and currently is NIGP s Vice-Chair member of the Scholarship Committee. For his utilization of innovative procurement practices, Matt was awarded the Gabe Zimmerman Public Service Award for Innovation in 2011 and in 2015 he was recognized as one of ISM s 30 Under 30 Supply Chain Stars. Last year, AZNIGP recognized Matt as the Chapter s Manager of the Year and was named as a top finalist in the NIGP National Manager of the Year Award. Matt has also been featured in several published articles including Governing Magazine, Inbound Logistics, and Government Procurement Magazine (GOVPRO), regarding the innovative practices he employed while working for the City and Maricopa County. Matt and his wife, Teresa, are the proud parents of a very active (and adorable) toddler, Adam. James Foley, MBA, CPPO, CPPB Maricopa County Office of Procurement Services James is the Deputy Chief Procurement Officer for Maricopa County. He has over 20 years of experience in public purchasing and finance. James holds a bachelor s degree in Accounting from Temple University, a master s degree in Finance and Investments from Marywood University, and has earned his Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certifications. James is the County's representative on the U.S. Communities Advisory Board and is also a member of National NIGP Finance Council. Page 11 of 12

12 Gary Barkman, CPPB Procurement Specialist Supervisor, Mesa Unified School District #4 Gary has over fifteen (15) years of experience in public procurement with his CPPB certification and over 6 years of procurement experience in the private sector. His responsibilities include specialized commodities and services for the Maintenance and Operations Department of the largest school district in Arizona. Gary s areas of responsibility include Custodial, Electronics, Grounds and Structural Departments, as well as Audio Visual Equipment, Material Handling, Fire/Security control and Two-Way Radio Communications for the school district. Gary is Director of Purchasing for the Arizona Association of School Business Officials (AASBO), has completed two terms as Secretary of the Arizona Capitol Chapter of NIGP, as well as serving on several chapter committees and being one of the first to volunteer for our Community Outreach events during the past two years. He has presented seminars at AASBO and NIGP on procurement topics such as Justifications for Utilizing Cooperative Contracts, Due Diligence, Solicitations - RFP s vs. IFB s, Sole Source & Emergency Procurements, and Uniform System of Financial Records for Arizona School Districts (USFR). Gary has a Bachelor of Science Degree in Business Administration from Bryant College in Smithfield, R.I. He lives in Mesa with his wife, Barbara and their son, Austin, enrolled in the Delayed Entry Program (DEP) for the United States Marine Corp. Their daughter, Heather, is a senior at NAU in Flagstaff. WORKPLACE WELLNESS: IMPLEMENTING PROGRAMS TO IMPROVE THE HEALTH OF YOUR ORGANIZATION Nicole (Bozich) Stec, Employee Health & Wellness Manager City of Mesa A graduate of University of Southern California with a B.S. in Kinesiology, Nicole has always had a passion and focus for health and wellness. She launched her career working for Health Net, Inc., including Tricare and Veterans Affairs. After completing her MBA from the University of Phoenix, she accepted a position with Marine Corps Community Services. As the Health Promotions Coordinator, Nicole developed the Wellness Coalition for Marine Corps Air Station (MCAS)--Yuma, which united organizations across Yuma Country to support the health and well-being of over 3,000 service members and their families. Following MCAS Yuma, Nicole continued working in community and corporate health at two large healthcare systems, designing and implementing health programs and community-wide wellness initiatives for businesses, hospitals and schools throughout Arizona. In her current role, Nicole is responsible for overseeing the City of Mesa's Health and Wellness Center, an employer-based clinic for City of Mesa employees, and developing the City s Wellness Program. The Wellness Center and Program offer several resources to City of Mesa employees and families, including Healthy Living Workshops, Diabetes Education, Tobacco Cessation and health assessments and coaching.
