3 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING JAMES FOLEY, MBA, CPPO, CPPB DEPUTY CHIEF PROCUREMENT FICER, MARICOPA COUNTY James is the Deputy Chief Procurement Officer for Maricopa County and assists in providing oversight of $600 - $850 million in annual purchases of goods, services and construction needs. Previously, James was Deputy Director for the Facilities Management Department, which manages over 10 million square feet of space and part of the initial team leading the County's largest single capital project, the $340 million South Court Tower. James has over 17 years of experience in public purchasing and finance, holds a Bachelor s degree in Accounting from Temple University, a Master s degree in Finance from Marywood University, and has earned his CPPO and CPPB certifications. James serves as the County's representative on the U.S. Communities Advisory Board, is a member of the Finance and Budget Committee for NIGP, a member of the Institute of Supply Management, and the Government Finance Officers Association. James lives in Chandler, AZ with his wife and three children. ROB FIORILLI, US COMMUNITIES Rob has been with US Communities since October He was born and raised in Cleveland, Ohio and when he took the job, he made the daring move to Tucson, AZ. Rob came from the private sector and was the Eastern Regional Sales Manager with an Environmental company, where he was responsible for 20 independent sales representatives. While he s a bit humble when talking about himself, we did get him to mention that in his spare time, he loves playing golf. KRIS ROWAN, SENIOR INSURANCE AGENT STATE RISK MANAGEMENT DIVISION Kris has been with the State Risk Management Department for 23 years and is looking forward to retirement soon. She provides training to various state agencies on insurance, certificates of insurance and insurance modules. She also works with them and assists them with contract insurance specifications and exceptions to insurance requirements. Parts of her job requirements also include assisting the contract officer in negotiating contract exceptions on indemnifications, limitations of liability, and insurance. Kris also purchases the excess liability program that the stat e has in place to protect the assets of the state and our state taxpayers. With Kris today are Sheri Swain and Chontel Honjet (Kris s trainee replacement).

5 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING Brad Lazna, Special Agent U.S. Department of Homeland Security (DHS) Immigration & Customs Enforcement (ICE). As a Special Agent with Homeland Security Investigations, Brad Lazna has over twenty years of immigration enforcement experience, including nearly six years specializing in worksite compliance. Brad has served at several duty stations, ranging from a hardship tour in the U.S. Virgin Islands to more exotic locales such as Cleveland, Ohio and Calexico, California. Brad is currently assigned as the ICE Mutual Agreement between Government and Employers (IMAGE) Coordinator for Arizona. IMAGE is a voluntary partnership between the federal government and private sector designed to strengthen overall hiring practices by fostering cooperative relationships and providing training. Undocumented workers secure jobs through fraudulent means, including the use of false documents and stolen identities. To combat unlawful employment and reduce vulnerabilities that help illegal aliens gain such employment, ICE introduced the Mutual Agreement between Government and Employers (IMAGE) program in IMAGE assists employers to develop a more secure and stable workforce by providing free training in the areas of immigration compliance and fraudulent document detection. Recently streamlined, IMAGE now offers a formal membership program focusing on exceptional employers that have the ability to effect change within their industry or region. GARY BARKMAN, PROCUREMENT SPECIALIST SUPERVISOR MESA UNIFIED SCHOOL DISTRICT #4 Gary has over 12 years of experience in public procurement and over 6 years of procurement experience in the private sector. His responsibilities include specialized commodities and services for the Maintenance and Operations Department of the largest school district in Arizona. Gary s areas of responsibility include Custodial, Electronics, Grounds and Structural Departments, as well as Audio Visual Equipment, Material Handling, Fire/Security control and Two-Way Radio Communications for the school district.

6 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING Gary is currently finishing his second year as Secretary of the Arizona Capitol Chapter of NIGP as well as serving on several chapter committees and being one of the first to volunteer for our Community Outreach events during the past two years. He has presented seminars at Arizona Association of School Board Officials (AASBO) and NIGP on procurement topics such as Justifications for Utilizing Cooperative Contracts, Due Diligence, Solicitations - RFP s vs. IFB s, Sole Source & Emergency Procurements, and Uniform System of Financial Records for Arizona School Districts (USFR) Memorandum #248. Gary has a Bachelor of Science Degree in Business Administration from Bryant College in Smithfield, R.I. He lives in Mesa with his wife, Barbara and their son, Austin, who is a junior at Superstition Skyline High School. Their daughter, Heather, is a freshman at NAU in Flagstaff. BILL MUNCH, EXECUTIVE DIRECTOR VALLEY SCHOOLS MANAGEMENT GROUP Bill Munch is currently the Executive Director of Procurement Compliance, Outreach & Education, at Valley Schools Management Group. He brings with him close to twenty-five years of experience in public procurement at the State Procurement Office and various school districts. His school district purchasing experience includes Mesa Unified School District, Washington Elementary School District, Scottsdale Unified School District, Tempe Elementary School District and Tolleson Union High School District. In addition, Bill has also served four years on the Governing Board Tempe Elementary School District and was its Governing Board President in He currently serves as the Executive Director of Procurement Compliance, Outreach & Education for Valley Schools Management Group, a public entity insurance trust. Bill Munch graduated from Arizona State University in 1988 with a Bachelor of Arts in Purchasing and Materials Management. He has received certification as a Certified Purchasing Manager (C.P.M.) and Certified Professional Public Buyer (CPPB). He was the first President of the Greater Phoenix Purchasing Consortium of Schools (GPPCS), a purchasing cooperative comprised of over fifty school districts in Arizona. He has also served as Vice President and Membership Chair of GPPCS. Bill spent ten years on Arizona Association of School Business Official (AASBO) Board of Directors and is a certified Arizona Community College Instructor that regularly teaches classes and workshops in public procurement. He currently serves on the AASBO procurement committee in the process of rewriting current procurement rules that have not had a major update since This committee includes procurement representatives from various school districts and members of the Auditor General, Attorney General and the State Board of Education. He is a member of the National Institute of Governmental Purchasing (NIGP), has served on various chapter committees and regularly presents at chapter NIGP conferences. Bill has always been an active procurement advocate for Arizona public entities.

7 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING Special Guest - DeWight Dopslauf, C.P.M., CPPO, CPPB National NIGP 2 nd Vice-President DeWight was recently appointed the Purchasing Agent for Harris County, Houston, Texas. DeWight has over fifteen years of purchasing experience, with three years in the private sector and thirteen years in the public sector. He has been a Certified Public Procurement Officer since 2010, Certified Purchasing Manager since 2005 and a Certified Professional Public Buyer since DeWight was elected to the National Institute of Governmental Purchasing Board of Directors in 2008 and is currently serving in his fourth year of his term. He presently serves as NIGP s 2 nd Vice President. In addition, he is a member of the Institute of Supply Management and Southeast Texas Association of Public Purchasers. JEAN CLARK, FNIGP, CPPO, C.P.M., CPPB, CPM State Procurement Administrator State Procurement Office Jean Clark currently possesses over 30 years of public procurement experience at the state and local level. She began her career as a buyer and has continually progressed to upper level procurement positions. Her current position is serving as State Procurement Administrator for the State of Arizona. She is a Past President for the Arizona Capitol Chapter and Past President for the National Institute of Governmental Purchasing, Inc. (NIGP). She is also a Past President of the National Electronic Commerce Coordinating Council. She has obtained her procurement certifications as well as receiving a Master s in Public Administration. Over her career, Jean has received the prestigious National NIGP Buyer of the Year Award and is the only procurement professional to be named the National NIGP Manager of the Year twice. In 2011 she was awarded NIGP s Albert H. Hall Memorial Award, the highest form of recognition offered by the Institute. The purpose of this award is to recognize a former or present member who has made outstanding contributions to NIGP over an extended period of time. TERRI JOHNSON, PROCUREMENT MANAGER Strategic Sourcing, State Procurement Office Terri Johnson is the Procurement Manager of Strategic Sourcing for the State Procurement Office. Terri currently possesses over 18 years of public procurement experience at the state level. She began her career as a Contract Management Specialist and has continually progressed to upper level procurement positions. Her current position is serving as the Strategic Sourcing Procurement Manager for the Arizona State Procurement Office. Of her varying assignments throughout state procurement, she has had the opportunity to work with the Arizona Department of Transportation and the Arizona Department of Health Services. Both invaluable experiences have provided a unique cross section experience of both agency and statewide procurement approaches. To compliment her state experience, Terri also had the opportunity to

8 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING work with major financial organizations, in the role of Purchasing Manager, and Supplier Diversity Program Manager. Terri has been active in most NIGP events either through attending courses, and conferences, as well as participating and presenting in national forums for the Western States Contracting Alliance (WSCA) and the National Association of State Procurement Officials (NASPO). She currently holds a degree in Business Administration. RAY NADER, BUSINESS SPECIALIST State Procurement Office Ray Nader is a business specialist for the Arizona State Procurement Officer, where he provides system needs and design, procedures, forms, and development of work measurements to affect methods of improvement, work simplification, and improvement of manual processing at the State of Arizona. Prior to that, he had 14 years of experience purchasing supplies, services and equipment for the cities of Glendale and Scottsdale. Ray is a local and national member of the National Institute of Governmental Purchasing (NIGP). In 2006, he won an NIGP Best Practices in Public Procurement Award on behalf of the City of Glendale. In 2007, he was named the Buyer of the Year for the Arizona State Capitol Chapter of NIGP. MATT BAUER, MBA, CPPO, CPPB, CPSM PROCUREMENT ADMINISTRATOR (effective 9/9) CITY MESA Matt Bauer is a recent addition to the City of Mesa Procurement Office. Prior to September 9 th, he was a Procurement Supervisor at Maricopa County where he was employed for 5 years. During that time, he planned, organized, supervised, coached and evaluated the work of eight procurement consultants and assumed the responsibility for training and developing all new procurement professionals throughout Maricopa County Materials Management. In this role, he was responsible for reviewing all strategic procurement contracts that moved through Maricopa County, excluding construction. This position reported directly to the Maricopa County Deputy Chief Procurement Officer and was responsible for overseeing $750,000, in contracted spend. He was also responsible for any modification or creation of the Maricopa County Procurement Code as well as the Maricopa County Procurement Policies and Procedures documents. During his employment with the County, Matt was instrumental in applying Reverse Auctions to new contracting opportunities that resulted in over $7,000,000 dollars in savings. He was also the Project Manager for the County e-procurement System, Bidsynce.com (which sources and accounts for over $750 million dollars in County procurement contracts). Matt was also the inaugural member of the Gabe Zimmerman Public Service Award for Innovation by the Arizona We Want Institute. The Gabe Zimmerman Public Service Awards program is a statewide competition created to recognize those non-elected professional public servants who serve as the critical link between citizens and the people elected to represent them. RON LATKO, DIRECTOR TRANSPORTATION MESA UNIFIED SCHOOL DISTRICT #4 Mesa Unified School District #4 is the largest school district in the state of Arizona, with 517 buses and 613 support vehicles used by schools, various programs, operations, maintenance, grounds, etc. Mesa was the first school district in Arizona to integrate propane school buses into its fleet with the bus fleet traveling over 6 million miles per year. Mesa is converting its bus fleet, along with some of

9 NATIONAL INSTITUTE GOVERNMENTAL PURCHASING its support vehicles to propane. They will be taking delivery of an additional 61 propane buses over the next few months, bringing the total propane bus count to 89. Ron is starting his eighth year with Mesa Unified Schools. Prior to that Ron, was with Laidlaw Education Services as general manager of Arizona and has 27 years in the transportation industry. JOE GUY, PROCUREMENT FICER MARICOPA COUNTY Joe Guy has been a Procurement Officer with the Maricopa County Office of Procurement Services for the last two years, tasked with oversight of Sheriff s office commodity acquisition. Most recently he has solicited the largest retrofit of jail security surveillance systems in the United States. Prior to joining the County, Joe worked in the private sector for over fifteen years as a Contract Administrator for firms such as Freeport-McMoRan Copper and Gold. He has taken his private sector experience with the complete procurement cycle and developed several insights on process improvement and best practices. BILL BRANNEN, PURCHASING MANAGER CREIGHTON ELEMENTARY USD Bill Brannen has been in the procurement and material management fields for more than 33 years. His early years were spent in the private sector with AiResearch, Garrett Engines Division, AlliedSignal Aerospace and Honeywell International in Phoenix. During the first five years, he focused on materials management in production planning and production control. Later, as a Senior Project Planner, he worked with military customer support groups, and eventually made his way into procurement. Bill has spent the last 18 years in public procurement, beginning as the Director of Purchasing and Auxiliary Services at Coconino Community College, in Flagstaff. In 2001, he became the Director of Materials and Contract Management with Flagstaff Unified School District. In 2006, he was elected to the Board of Trustees with Mohave Educational Services Cooperative, where he served until 2011 when he was hired by Mohave to be its Director of Contracting Programs. In 2006, Bill received his lifetime C.P.M. certification. He is also an Arizona Certified School Business Specialist (ACBS) through AASBO. Bill recently moved back to Phoenix to be closer to family, and is now the Purchasing Manager with Creighton Elementary School District. Bill and his wife, DeLaine, have been married 37 years; have 3 sons, and 3 wonderful grandchildren.
