2 Opening Session Guest Speaker Biskit Hatch, D.M.C. THE HERD MENTALITY Ride out of the herd up to the high mesa where you can choose the trails you want to travel down. Struggling with an ever increasing fast paced world left him disheartened and unsatisfied with his personal life and he longed for the days to be his again. Biskit found the way to keep up with the pressures of work, raising a family and still have the time to round-up the joys, useful, and beautiful things that make him happy. Biskit has a good grasp on everyday challenges that people face and his energetic, down-home personality motivates people to take action. Biskit has worked in the non-profit profession for over 15 years managing youth camps. As Director of Camping Services, he effectively rebuilt committees and programs by recruiting, motivating, and training volunteers. His responsibilities included camp marketing and camp attendance for five (5) camp properties, including budgets, programs, camp rangers and 200 seasonal staff members. He started new programs and improved current camp programs. Biskit has a BA degree in Elementary Education and taught 2 nd and 5 th grade levels as a school teacher. He is an A&P certified (Airframe/Power plant) aircraft mechanic, being one of the first 6 mechanic s hired to build the Apache Attack Helicopter for the U.S. Army, he worked in the aircraft field for over 10 years including Lear jets. He is an accomplished leather craftsman and saddle maker. A self-taught artist in oils and pencil, he has works in various art shows throughout the year.
3 Alistair Hardie, Spikes Cavell Analytic Inc. Alistair is a Brit who worked in the UK for Spikes Cavell since 2004 before transferring to its expanding US operation in November He has developed a specialty in running co-operative procurement programs that include: in the UK: All English Police Services; all English Fire and Rescue Services; all Local Government in the East of England (equivalent to a US State in size); all Public Sector Bodies across the Country of Wales; 21 Collaborating Colleges; all UK Regulatory Authorities. In the US (so far): all campuses in the University of Massachusetts System; 23 campuses that comprise the California State University System. With respect to Transparency, Alistair has managed the publication of expenditure data for many public sector bodies including The City of Westminster, the home of UK central government. Steven Nielsen, Arizona State University Steve Nielsen joined ASU as the Director of University Physical Planning in October 2003 to lead the University and its consultants in a four campus master planning effort, to include the planning and implementation of a new campus in Downtown Phoenix, Arizona. His 24 plus years of experience with the City of Tempe, Arizona as the Community Design and Development Director provided an awareness and understanding of the impacts that a University can have on the adjacent city. After 420 public meetings in less than two years, the master plan was completed. The Comprehensive Development Plan was approved by the Board of Regents in June of 2005 and widely accepted by the communities in which the campuses are located. On September 21, 2007, Steve was asked to assume the leadership role of the University Real Estate Development Department and serves as the Assistant Vice President where he oversees all University Real Estate activities. In this position, Steve is responsible for implementing the non-academic portions of the Comprehensive Development Plan for all four campuses, including the new Downtown Phoenix Campus. Under the leadership of President Crow and his vision for a New American University, ASU is projecting the need to grow from approx. 60,000 students today to between 95 and 115,000 students over the next decade. As the nation s largest Public University, ASU has a broad range of real estate functions as Lessor of over 220,000 sq. ft. and Lessee of over 1,400,000 sq. ft. annually, property management, and real estate acquisition/sale. In the past year, Steve has guided the University in the acquisition of strategic properties ranging from Class A Office Buildings (i.e. Center point Bldg. B, 660 S. Mill Avenue, Tempe) to Warehouses (i.e. 734 E. Alameda, Tempe), to vacant land (i.e. 328 N. 1 st Avenue, Phoenix) and in rare instances, sale of surplus property (i.e. Sun Dome, Sun City West).
4 Steve brings to the University an extensive background in community planning, real estate, and public-private sector development experience. His work on downtown Mill Ave, Apache Blvd revitalization, neighborhood preservation and the Tempe Town Lake bring forth the type of vision and perspective necessary to allow the University to meet future student growth requirements, achieve social embeddedness and to work with campus communities in a focused economic development strategy that builds upon the operating, investing and learning functions of a University. Dave Seward, C.P.M., CPPO, Procurement Director, Cochise County Dave Seward is a thirty-four year veteran in private and public sector purchasing and materials management. He is currently the Procurement Director for Cochise County in Bisbee, Arizona. Dave began his career working for Intel Corporation spending 13 years in various materials management positions with emphasis in Traffic and Transportation Management (now known as Logistics) and Purchasing. Since 1989, he has worked in various public sector agencies including community college, university and the past 15 years in county government. Dave has been a member of NIGP since 2002 and is a member of the NIGP Copper Chapter in Tucson. Dave has been a member of the National Purchasing Institute since 1993, and has served on the Board of Directors for ten years to include President in Dave has a BS degree in Purchasing and Materials Management. He received his Lifetime C.P.M. Certification in 2000 and his CPPO certification in He was the recipient of the Carrolton N. Parker award for outstanding service at the NPI conference in Las Vegas in 2010.
5 John Riley, C.P.M. Executive Director & Business Services, Arizona State University John is the Executive Director of Purchasing and Business Services at Arizona State University and a former President of the National Association of Educational Procurement. He is an author of the chapter on procurement in College and University Business Administration, and numerous other articles. John is a recognized leader in the use of technology to enhance purchasing functions and in integrating sustainability in all aspects of the supply chain. He was recognized with the Bert C. Ahrens Award from the National Association of Educational Procurement for his lifetime achievements in public sector procurement. Marcheta E. Gillespie, CPPO, C.P.M., CPPB, CPM Deputy Director of Procurement - City of Tucson 1 st Vice President of NIGP Marcheta E. Gillespie, CPPO, CPPB, C.P.M., CPM, is the current Interim Director for the City of Tucson's Department of Procurement. With 22 years of experience in public procurement, Marcheta is a passionate advocate for her profession. Her areas of expertise include organizational leadership, strategic planning, public sector contracting, project management, program development, marketing, cooperative procurement, training and public speaking. Currently serving as 1 st Vice President of the National Institute of Governmental Purchasing (NIGP), Marcheta has served on the NIGP Board of Directors since Marcheta has served as Chair of the NIGP Task Force for the Values & Guiding Principles Initiative, as Chair for the NIGP Forum Committee, as Vice Chair of the National Finance Committee and Chair of the National Quality Control Team. Marcheta has served as the liaison to the National Business Council and currently serves as liaison to the NIGP Governance Committee and also serves on the National Association of Public Procurement Council (NAPPC). She has been an active leader and member of the NIGP Southern Arizona Copper Chapter since She is a strong advocate for educating students on opportunities in the procurement profession and has served as a leader in the Student Knowledge Community for NIGP. Marcheta has spoken at over 100 national, regional and local conferences and meetings, has developed several training programs and has written for national procurement publications. Marcheta is a Master Certified Instructor for NIGP, teaching several courses for the Institute. In 2009, Marcheta was selected as the NIGP Copper Chapter Manager of the Year. Marcheta is also professional consultant, serving as a member of the NIGP Consulting Program. Marcheta is heavily involved in working with youth in her community, including actively serving in numerous roles in various sports programs. She was a charter member of the Marana Optimist International Club, has served on the Board of Directors for Marana Little League and has been active in several PTO organizations. Marcheta is actively involved in her church, leading music with her husband of 19 years, Allen. Marcheta and Allen have 3 beautiful children, Makayla, Garrett and Felicia and reside in Tucson, Arizona.
6 John Nichols, AZ Dept of Transportation John has worked for the State of Arizona since 1994 after completing a 21 year career with the US Air Force. John s Air Force Career centered on vehicle maintenance operations, with 10 years in maintenance production and control, 2 years at a HQ Staff in an analysis and maintenance management position, and various vehicle maintenance superintendent positions. He also spent 4 years teaching the Air Force s premiere vehicle maintenance management course. After leaving the Air Force John became the Fleet Manager for Arizona State University. In 1997 he accepted a position with the Arizona Department of Transportation s Equipment Services as their Central Region Equipment Manager. In 1998, John was promoted to the Maintenance Operations Manager position responsible for ADOT s 21, Statewide Equipment Repair Shops providing maintenance and servicing for over 11,000 vehicles assigned to 13 different State agencies and municipalities. In 2004, John was promoted to the Physical Plant Administrator position for the Department of Transportation. As the Physical Plant Administrator he was responsible for the department s 4600 vehicles and equipment, the maintenance support of over 7000 other agency vehicles, 56 refueling sites and 1400 facilities located throughout the state to include 26 regulated drinking water systems, 200 waste water systems. In 2009, John took oversight responsibility of the Grand Canyon Airport. Today, John leads the Administrative Services Division for the Arizona Department of Transportation which provides agency wide support functions that include Audit and Analysis, Equipment Services, Facilities Management, The Grand Canyon Airport, Office of Environmental Services, Organizational and Employee Development (OED), Procurement, Safety and Risk Management. Patrick Ibarra The Mejorando Group Patrick Ibarra, a former City Manager, is co-founder of the Mejorando Group, an organizational improvement consulting firm that brings fresh thinking, innovation, and new ideas to help governments succeed. 7 Kristi Mollner, Registered Dietitian Maricopa County, Department of Public Health Kristi Mollner is a Registered Dietitian who works with Maricopa County s Department of Public Health in the Office of Nutrition and Physical Activity. She attended the University of Nebraska-Lincoln where she earned a Bachelor of Science in Nutrition and Dietetics. Kristi currently serves as a Community Dietitian for the Arizona Nutrition Network and works throughout The Valley providing nutrition and physical activity education. She has a strong passion for wellness and enjoys having the opportunity to share this enthusiasm with others. Her ultimate goal is to make a positive difference in people s lives on a daily basis! Kristi will present fun, easy ideas on how to incorporate healthy eating and physical activity into the work environment. Mike Letcher, The Mercer Group Mike Letcher is Senior Vice President with The Mercer Group, Inc. a premier public and private sector consulting firm. Mike has over 30 years of top City Management experience in cities ranging from 6,000 in population to over 500,000. He is a recognized leader in municipal innovation with numerous awards, a certified manager by the International City/County Management Association (ICMA) and is certified in Total Quality Management (TQM). The Mercer Group provides the highest quality management consulting services to federal, state and local governments, to health care providers, transit authorities, utilities, and private-sector clients. The firm was founded by James L. Mercer, a management consultant of more than 30 years in the public and private sectors and a former Assistant City Manager. He has written and coauthored seven books and more than 300 articles on various phases of public management. Mike is a recognized leader in strategic planning, performance measurement systems and developing innovative sustainable solutions to improving human resources, budget, finance and internal operating processes for governments with positive bottom line results. He is a dynamic speaker and trainer with national and state conference experience. Mike was an instructor in the Executive Leadership Program for 10 years at the National Fire Academy in Emmitsburg, Maryland. He has worked with Graduate programs in Public Administration at the University of Kansas, University of Vermont and is currently an instructor at the University of Arizona. He has worked in municipal governments as a City Manager, Deputy City Manager, Budget Director, Finance Director and Human Resources Director. He has experience consulting with State, Federal and Municipal clients. He has a Master s Degree in Public Administration from the University of Kansas and has published national articles on improving customer service, strategic policy development and redefining the relationship between the Mayor, Council and the City Manager.
8 D. Michael Clawson, CPPO Procurement Manager, City of Sierra Vista Michael has been the Procurement Manager for the City of Sierra Vista for 20+ years. Prior to his public service duties, he spent 3 years as a Buyer II for Allied-Signal Aerospace in Phoenix and 9 years in other private sector purchasing. He has an AA degree in Business Administration from Eastern Arizona College, a BS degree in Business Administration from ASU, and an MBA degree with an emphasis in Purchasing & Contracting from ASU. Michael is both a local Chapter member as well as a National member of the National Institute of Governmental Purchasing (NIGP). He is a Master Instructor for NIGP, a Certified Public Purchasing Officer (CPPO), Lead Faculty; Graduate and Undergraduate Colleges of Business & Management for the University of Phoenix and Faculty Member for the University of Phoenix since Michael is also an Associate Faculty member for Cochise College. Michael has been married for 32+ years, is an Arizona native, fluent in Spanish, enjoys participating in / watching sports, traveling/sight-seeing, and at one time was a professional musician and yes, he has had the same haircut for 33 years! Robert Descheemaker, Procurement Supervisor, City of Chandler Robert is a graduate of ASU with a Bachelor of Science degree in Purchasing and Materials Management. He has 26+ years of Public Procurement Experience. The first 15 came as a State Department of Administration employee with 6 years as a buyer and 9 as a manager. For 5 1/2 years he was the acting Purchasing Manager for the City of Chandler. He is currently the Purchasing Supervisor. He has won the NIGP Capitol Chapter Buyer of the Year award and was National runner up. In 2010, he was named the Chapter s Manager of the Year. He has served the Capitol Chapter on the following committees: Professional Development, Legislative, Mentoring and Buyer/Manager of the Year. He was VP of the SAVE co-op for 2 years and is a founding member of the East Valley Purchasing Focus Group. He has been a board member for Horizon Charter School for over 16 years and was a little league baseball coach for 8 years. He resides in Tempe with his wife, son and dog. James Foley, Deputy Chief Procurement Officer, Maricopa County Materials Management James Foley is the Deputy Chief Procurement Officer for Maricopa County. James provides oversight of the $750 million purchased annually in goods and services utilized by various County departments. Prior to joining the Materials Management Department James was the Deputy Director for the County's Facilities Management Department, which manages over 9 million square feet of space and he was part of the initial team leading the County's largest single capital project, the $340 million South Court Tower which opened in early James has over sixteen years of experience in public finance and purchasing as well as creating and implementing policies. James holds a bachelor s degree from Temple University, a Masters in Finance and Investments from Marywood University, and has received his CPPB certification. James serves as the County's representative on the US Communities Advisory Board.
9 Gary Barkman, Procurement Supervisor Mesa Unified School District #3 Gary has 11 years of experience in public procurement and over 6 years of procurement experience in the private sector. His responsibilities include specialized commodities and services for the Maintenance and Operations Department of Mesa Unified School District #3. His responsibilities include the Custodial, Electronics, Grounds and Structural Departments, as well as Audio Visual Equipment for the MPS District. Gary is the current Secretary of the Arizona Capitol Chapter of NIGP, has presented at AASBO on procurement topics such as Justifications for Utilizing Cooperative Contracts, Due Diligence, Solicitations (RFP vs. IFB) and USFR Memorandum #248. Gary has a Bachelor of Science Degree in Business Administration from Bryant College, Smithfield. R.I. Fred Gardner, Training & Development Coordinator, City of Chandler Fred Gardner joined the City of Chandler in May of 2006 and has since assumed the responsibilities of the Training & Development Coordinator where he s responsible for developing and facilitating the employee training and development programs for the City of Chandler. He brings over 15 years of management and business operations experience and 21 years of governmental workforce experience within his 31 years of experience working with developers, executives, businesses, and government agencies to achieve trust, loyalty, and positive results. Fred encompasses the ability to adapt to a changing, fast-paced environment with a proven track record of sales, creativity, and productivity to increase revenues, new business, and fresh business opportunities. He is a highly successful team-builder who can quickly establish rapport with clients and staff. As Vice President, COO and owner of TLC Communications, Inc., Fred effectively implemented a business strategy to contract with government entities, homebuilders, and businesses to become one of Tucson s leaders in the communications industry. His continued education in the industry helped to educate and keep his clients up to date with the most current products and services available. His persistence and dedication to succeed generated gross revenues to 1 million dollars within the first 4 years. Fred established - and still operates - Freddie G s BBQ to provide quality products to each customer. His dedication to perfection has achieved a growing clientele that continues to expand throughout the marketplace. As a Sr. Civil Engineering Assistant for Pima County, Fred s responsibilities included acting as the Technical Review Advisor recommending alternative solutions for all applications and designs submitted to the Design Review Committee for noncompliance with the Hillside Development Overlay Zone (HDOZ) ordinances. He also worked directly under the Director of Development Services to help support the duties and responsibilities at the executive level of departmental operations.
