1 MINUTES The Brandon City Council met in regular session at 6:00 p.m. on March 4, 2019 in the Council Chambers at 308 S. Main Avenue, Brandon, South Dakota. Present were Dana Clark, Barb Fish, Jo Hausman, Chuck Parsons, Tim Wakefield Jr. and Mayor Paul Lundberg. Others present were: City Administrator, Bryan H. Read; Finance Officer, Christina Smith; City Attorney, Lisa Marso; City Engineer, Tami Jansma; Police Chief, Dave Kull; Golf Pro, Zane Swenson and Public Works Director, Rollie Hoeke. Absent: Brett Bastian. Alderman Parsons moved Alderwoman Clark seconded to approve the agenda as amended. Motion carried. Alderwoman Clark moved Alderwoman Hausman seconded to approve the minutes of the February 14, 2019 briefing meeting and the minutes of the February 19, 2019 regular meeting. Motion carried. Following will be the order of candidate names on the ballot: Mayor Tim Wakefield Jr. and Paul Lundberg. MAINTENANCE STAFF The Golf Course Committee report was heard. Alderman Parsons moved Alderman Wakefield seconded to approve the hiring of the following part-time maintenance staff for the Golf Course for the 2019 season. Motion carried. Maintenance: Ivan Card, $11.50 per hour; Jeff Tabbert, $10.90 per hour; Gary Schweitzer, $10.90 per hour; James Christian, $10.90 per hour WELCOME SIGNS The Police Committee, Park & Recreation Committee and Administration Committee reports were heard. Tami Jansma, City Engineer, presented 4 different options for adding 2 more welcome signs and digital signs on all 4 welcome signs. Alderwoman Clark moved Alderwoman Hausman seconded to go with the larger digital sign option. Motion carried. COMPENSATION FOR COMITTEES Bryan Read, City Administrator, discussed that there are currently 2 committees that are not compensated: Water Development Committee and Development Committee, which are both temporary committees. It was the consensus of the Council to not compensate these 2 committees at this time. COUNCIL REVIEW OF EMPLOYEE CONCERNS Lisa Marso, City Attorney, provided Council with some Administrative Policies for their review. Will discuss at the next regular City Council meeting. AMBULANCE LICENSE Bryan Read, City Administrator, reviewed the application submitted by Med-Star; and made recommendation for City Council approval contingent upon the equipment list and rate list. Alderman Wakefield moved Alderwoman Hausman seconded to approve the ambulance license for Med-Star for 1 year, based on the equipment list and rate list contingencies. Motion carried.

4 INSURANCE RFP Two RFP s for insurance were presented: one from A.J. Gallagher and one from Financial Insurance Services. Alderwoman Clark moved Alderman Wakefield seconded to approve the RFP from A.J. Gallagher, as presented. Alderwoman Hausman had concerns with this company having an office in Alderwoman Clark s insurance building. Alderwoman Clark confirmed that her husband does in fact work for A.J. Gallagher, but in the agri-business division. Alderwoman Clark does not feel this would be a conflict of interest. A roll call vote showed Clark, Fish, Parsons, Wakefield aye; Hausman nay. Motion carried. FIREWORKS AWARENESS COMMITTEE Alderwoman Clark presented a draft of the proposed Fireworks Awareness Campaign. No action taken. LOADER QUOTES The Street Committee report was heard. Alderwoman Hausman moved Alderman Parsons seconded to purchase a 2019 Volvo L90H loader from Sourcewell for $168,621.00, and trade in the 2008 Volvo L90F (no bucket) for $40,000.00, for an overall total with delivery & warranty of $136, Motion carried. MAPLE STREET (PARK STREET) CORRIDOR STUDY UPDATE Paul Sanow, HDR, Inc., was present for discussion. Paul gave an update on the study. No action required. SAFETY ON SCHOOL ZONE CROSSWALKS Tami Jansma, City Engineer, gave an update on Holly Blvd. safety including striping, ADA curb ramps, signs and rrfp s. It was the consensus of the Council to proceed as presented. MPO FUNDS Tami Jansma, City Engineer, presented an amendment to the 2019 UPWP for $15,000 to increase personnel services for the transportation planning activities of the City of Engineer. No action needed. WATER DEVELOPMENT COMMITTEE Alderwoman Clark moved Alderman Wakefield seconded to add Tami Jansma to the Water Development Committee. Motion carried. HIRE UTILITY BILLING CLERK Alderwoman Hausman moved Alderman Parsons seconded to approve the hiring of Doris Brekhus as the Utility Billing Clerk at $16.37 per hour, to begin March 25, Motion carried. GREASE TRAP INPSECTION PROGRAM No update at this time.

5 At 7:13 p.m. Alderwoman Clark moved Alderwoman Fish seconded to go into executive session to discuss personnel, per SDCL Motion carried. At 8:15 p.m. President Fish declared the executive session ended. At 8:15 p.m. on a motion by Alderwoman Fish seconded by Alderwoman Clark the meeting was adjourned.
