Burgess is senior vice president and chief investment officer of Equitable Trust Company, a position he has held since joining the firm in Previously Burgess was a first vice president and senior investment officer in the Private Client Services division of SunTrust Banks, where he also managed SunTrust Banks mid-cap growth equity strategy. Burgess began his investment management career in 1983 with The Robinson-Humphrey Company. He received a BA degree in journalism from Washington & Lee University and an MBA degree from Emory University. He holds the Chartered Financial Analyst (CFA) designation. Harold L. (Gus) Fletcher is the president and CEO of Investment Counsel & Trust Company. He has been the chief executive of the company and has served on its board of directors since Incorporated in 1979, Investment Counsel & Trust Company holds the oldest charter of any independent trust company regulated by the Tennessee Department of Financial Institutions. It is one of only eight Tennessee chartered bank regulated trust companies. As the company s chief investment officer, in the mid-1990s Fletcher developed the investment strategy the company still uses today. In the 1980s, Fletcher became an investment banker at Morgan Stanley, rising to the office of vice-president, investments, and by the mid-80s was team manager over 2,000 accounts. While at Morgan Stanley, he earned the CFP certification. In the late 1970s, Fletcher was one of the first lawyers in Memphis to focus a private law practice on the combination of individual wealth planning, as well as more traditional individual tax and estate planning. In the early 1980s, he practiced oil & gas title, title curative, and mineral leasehold law throughout the states of Oklahoma and Texas. Fletcher currently is admitted to practice before all Tennessee and Oklahoma courts, the Western District of Tennessee federal court, and the US Tax Court. He has had cases before the US Court of Appeals for the Sixth Circuit and the US Supreme Court. Fletcher earned his law degree, cum laude, in 1978 from the Cumberland School of Law, where he concentrated in tax law, served on the Moot Court Board, was awarded the Best Brief and Oral Appellate Advocacy Award, and served as a research intern to Justice Richard L. Jones of the Alabama Supreme Court. In 1975, he received his BS degree, cum laude, from Vanderbilt University, earning two majors: business administration with an emphasis on finance and accounting. Fletcher is committed to keeping Tennessee a world-class trust jurisdiction that is second-to-none. Through Investment Counsel & Trust, he is active in the Tennessee Bankers Association, serving on its Trust Committee, and the American Bankers Association. He has a special interest in the comparative trust and tax laws among the states, as well as, the apparent trend in many states toward dilution of spendthrift trust protection versus the counter-trend in a select number (eg, Tennessee) toward strengthening traditional spendthrift protection and allowing domestic self-settled asset protection trusts. Fletcher has been the featured commentator on multiple local television stations and articles or quotes from him have appeared in professional journals and mass-market publications such as the Journal of Retirement Planning and Bloomberg Wealth Manager, as well as local newspapers. He has been profiled in Bloomberg Personal Finance and several industry publications. Fletcher has served on the continuing education faculty of the University of Memphis and Southwest Tennessee Community College, teaching investments and wealth planning. He also teaches continuing professional education classes for both lawyers and CPAs. Fletcher is a member of the Economic Club of Memphis, the Memphis Bar Association, was a founding member of the Planned Giving Council of Memphis, and is a past president of the Memphis Tax Watch Group. Sarah Miller is a senior vice president in charge of the Center for Securities, Trust, and Investments at the American Bankers Association. The center resides in the ABA s Government Relations Group and is dedicated to assisting member banks with legislation, regulatory and other issues involving securities, trust and investments, including common and collective funds, mutual funds, derivatives, brokerage, investment adviser, trust tax, and pension issues. Miller is also general counsel for the ABA Securities Association (ABASA). As ABASA s general counsel, she focuses on investment banking and other similar bank capital markets activities. Miller is a frequent speaker at industry conferences and meetings sponsored by organizations such as, the Federal Financial Institutions Examination Council (FFIEC), the Comptroller of the Currency, state bankers associations, the Fiduciary and Investment Risk Managers Association, various trust vendor user groups, and the American Bar Association, to name just a few. She and her other colleagues at the ABA direct the editorial content of the ABA s Trust Letter, a monthly publication focused on legislative and regulatory issues affecting the trust and wealth management industry. In November of 2008, Miller began serving a three-year term as chair of the American Bar Association s Banking Law Committee. She is also a member of the board of directors of the International Securities Exchange, an all-electronic options exchange. Prior to coming to ABA, Miller was in the Division of Corporation Finance and in the Office of the General Counsel at the Securities and Exchange Commission. She received her bachelor s degree from Boston University and her JD from American University s Washington College of Law. She is a member of the DC Bar.

5 KEYNOTE Speaker Arthur B. Laffer is the founder and chairman of Laffer Associates, an institutional economic research and consulting firm, as well as Laffer Investments, an institutional investment management firm using diverse investment strategies. Laffer Associates research focuses on the interconnecting macroeconomic, political, and demographic changes affecting global financial markets. Laffer Investments investment management strategies use some of the economic principles and models pioneered by Laffer as well as other unique offerings managed by the firm s portfolio management group. The firms provide research and investment management services to a diverse group of clients, which includes institutions, pension funds, corporation, endowments, foundations, individuals, and others. Laffer s economic acumen and influence in triggering a worldwide tax-cutting movement in the 1980s have earned him the distinction in many publications as The Father of Supply-Side Economics. One of his earliest successes in shaping public policy was his involvement in Proposition 13, the groundbreaking California initiative that drastically cut property taxes in the state in Years of experience and success in advising on a governmental level have distinguished Laffer in the business community, as well. He currently sits on the board of directors or advisory board of several public and private companies. Laffer was a member of President Reagan s Economic Policy Advisory Board for both of his two terms ( ). He was a member of the executive committee of the Reagan/Bush Finance Committee in 1984 and was a founding member of the Reagan Executive Advisory Committee for the presidential race of He also advised Prime Minister Margaret Thatcher on fiscal policy in the United Kingdom during the 1980s. He was formerly the Distinguished University Professor at Pepperdine University and a member of the Pepperdine board of directors. He also held the status as the Charles B. Thornton Professor of Business Economics at the University of Southern California from 1976 to He was an associate professor of business economics at the University of Chicago from 1970 to 1976 and a member of the Chicago faculty from 1967 through During the years 1972 to 1977, Laffer was a consultant to Secretary of the Treasury William Simon, Secretary of Defense Don Rumsfeld, and Secretary of the Treasury George Shultz. He was the first to hold the title of chief economist at the Office of Management and Budget (OMB) under Secretary Shultz from October 1970 to July Laffer has been widely acknowledged for his economic achievements. He was noted in a Time magazine s cover story, The Century s Greatest Minds, for inventing the Laffer Curve, which it deemed one of a few of the advances that powered this extraordinary century. He was listed in A Dozen Who Shaped the 80s, in the Los Angeles Times, and in A Gallery of the Greatest People Who Influenced Our Daily Business, in the Wall Street Journal. His creation of the Laffer Curve was deemed a memorable event in financial history by the Institutional Investor in its silver anniversary issue, The Heroes, Villains, Triumphs, Failures, and Other Memorable Events. The awards that Laffer has received for his economic work include: two Graham and Dodd Awards from the Financial Analyst Federation for outstanding feature articles published in the Financial Analysts Journal; the Distinguished Service Award by the National Association of Investment Clubs; the Adam Smith Award for his insights and contributions to the Wealth of Nations; and the Daniel Webster Award for public speaking by the International Platform Association. Laffer received a BA degree in economics from Yale University in He received his MBA and PhD degrees in economics from Stanford University in 1965 and 1972, respectively. Albert Secor joined CapitalMark Bank & Trust in April of 2008 to initiate the bank s trust offering. He serves as executive vice president and director of trust services. Prior to starting a banking career in March of 1995, Secor was in the private practice of law for 29 years, emphasizing probate and estate planning and state and federal taxation. He received his BBA degree in accounting in 1963 and a JD in 1966 from Emory University and his LLM in taxation from New York University in Secor is the author of Tennessee Probate, The West Group, 1979, second edition He is a frequent speaker on estate planning and estate administration topics to the bar and other organizations. He is a member of the American, Tennessee, and Chattanooga bar associations; a past president of the Estate Planning Council of Chattanooga; and a fellow of the American College of Trust and Estate Council. He also serves as chairman of the Tennessee Probate Study Group. Weston J. Wellington is an in-house research expert with Dimensional, a worldwide group of companies, that includes Dimensional Fund Advisors, Dimensional Fund Advisors Canada ULC, DFA Australia Limited, and Dimensional Fund Advisors Ltd. Dimensional is owned primarily by employees and directors and manages assets exclusively for institutional investors and the clients of registered financial advisors. From offices in Santa Monica, Austin, London, and Sydney, the professional staff supervises portfolios 24 hours a day. Wellington helps craft how the company talks about investing, functioning primarily as a resource to the financial advisor community. He finds data and arguments that help advisors reinforce their business and strategies. One of the firm s most engaging speakers, Wellington is an accomplished writer, as well, with a regular column on Dimensional s password-protected website, Down to the Wire. It is from this pulpit that he launches his debunking of erroneous media predictions about various markets. This media watchdog role gives Wellington another forum to emphasize the importance of discipline and diversification. Prior to joining Dimensional in 1995, Wellington was director of research at LPL Financial Services, Inc, in Boston, and he has accumulated over three decades of experience in the investment industry. He holds a BA degree in history from Yale University.
