Pursuant to ection of the os ngeles unicipal ode, and any amendment thereto, the following limitations are hereby imposed upon the use of that property described in ection 1 hereof which are subject to the Permanent Q Qualified lassification. here the zone symbols of the new zoning designation as shown in the table for ection 1, are preceded by the symbol Q in brackets, the conditions and limitations imposed by the new Q Qualified lassification are set forth as follows:

Infrastructure a. onstruction materials and equipment shall not be permitted to be stored in the public right-of-way in any manner that reduces roadway clearance to less than 20-feet in width. torage of construction materials and equipment on public property requires a street use permit from the Bureau of treet ervices. b. onstruction vehicles shall be subject to the restrictions established by the os ngeles Fire epartment ed Flag - o Parking Program. estricted parking signs shall be procured and installed along the project site at the owner/developer s expense when required by the F and/or. 2. ite Planning Plot plan shall include the following minimum design features: a. ny construction on a lot with a vehicular access from a street improved with a minimum 28 foot wide continuous paved roadway within the illside rea, provided: (1) the roadway begins at the driveway apron which provides access to the main residence and ends where the roadway intersects a designated collector street, or a secondary or major highway where the collector, major or secondary highway roadway also has a minimum continuous paved roadway width of 28 feet from the apron to the edge of the illside rea boundaries. (2) the area within the vehicular access does not contain any encroachment which would prohibit the passage of emergency vehicles; b. ll structures must be within 300 feet of an approved fire hydrant; and c. ntrances to any dwelling unit or guest room shall not be more than 150 feet in distance along the path of travel from the edge of the roadway of an improved street or approved fire lane.

Building esign a. econd story setbacks or terraced structures and other design articulations are to be used to ensure that new development is compatible with existing neighborhood identity, character and scale. b. Building materials match architectural style of new development. c. rchitectural design elements of the front and rear building elevations vary from the adjacent/abutting buildings. d. esign of new structures shall meet one of the following standards: (1) he total residential floor area of each story other than the base floor in a multi-story building does not exceed 75 percent of the base floor area (ee Figure 5); or (2) he cumulative length of the exterior walls facing the front lot line, equal to a minimum of 25 percent of the building width shall be stepped-back a distance of at least 20 percent of the building depth from a plane parallel to the lot width established at the point of the building closest to the front lot line. hen the front lot line is not straight, a line connecting the points where the side lot lines and the front lot line intersect shall be used. hen through-lots have two front yards, the step-back shall be provided along both front lot lines; or (3) he buildings of the project shall consist of 3 or more building elements, each with its own associated roof form. building element may also be a major horizontal mass, setback, or forward from the face of other masses. n additional square footage of 20% of the entire F will be allowed for structures that are in substantial compliance with the requirements for the.. reen Building ouncil s (B) eadership in nergy and nvironmental esign ( ) for omes program at the ertified level or higher. 4. etaining alls a. he maximum total height of all retaining walls shall not exceed 12 feet, with no individual wall measuring higher than 6 feet on private property. ach freestanding retaining wall shall not exceed 50 feet in linear length, nor extend beyond one lot. alls shall be separated by a minimum horizontal distance equal to the height of the highest wall. Freestanding garden walls 36 in height or less shall not be considered retaining walls for the purposes of this regulation.
4 F b. etaining walls and building understory areas shall be fully screened with plantings in a reasonable amount of time, as shown on approved landscape plan. c. equire that all retaining walls provide a standard surface backdrain system and all drainage shall be conducted to the street in a nonerosive device, as required by approved oils eport. 5. andscaping a. andscaping palette for required landscape plans shall be comprised of drought tolerant and/or native plant material that is fire retardant and controls erosion. b. evelopments of 2 or more dwellings units shall comply with ection c. andscape plans must be submitted to Bureau of treet ervices rban Forestry ivision prior to P clearance. pon satisfaction of the requirements set forth under rdinance o. 177,404 (Protected rees) deemed necessary by the rban Forestry ivision, an approval letter will be issued by the rban Forestry ivision and submitted with new development filings as part of submission packages. d. andscaping plans must be submitted to Bureau of treet ervices, rban Forestry ivision, and epartment of ity Planning for review and approval consistent with rdinance o. 177,404 (Protected rees). e. signed ertified rborist s or ertified andscape rchitect s ertificate of ompliance must be filed with the epartment of Building & afety prior to issuance of a ertificate of ompliance to ensure that landscaping plans are fully implemented. f. tructures within 50 vertical feet of identified ridgelines, as shown on attached map marked ortheast idgelines, are limited to one story or 12 feet in height. he 50 vertical feet must be labeled on all plans accordingly. 6. Parking he first 400 square feet of required covered parking area under ection shall be excluded from the total Floor rea calculation.
5 F 7. nvironmental a. pproved oils & rading report letter from B rading ivision shall be required prior to approval of grading, foundation or building permit. b. rading shall be done in accordance with the Planning uidelines andform rading anual adopted by the ity ouncil. c. eotechnical Investigation eport that evaluates the proposed project s soil and grading shall be submitted to the B rading ivision for review. d. ll new graded slopes shall be no steeper than 2:1 (rise:run), except when the rading ivision has determined that slopes may exceed 2:1 as part of an approved oils eport. e. rading shall be limited to a maximum of 500 cubic yards + numeric value equal to 5 percent of the total lot size, up to a maximum of 1,000 cubic yards total. ny deviations beyond these limits shall require a Zoning dministrator s approval under B. 6 F structure has a slope of less than 25 percent, the maximum height shall be 24 feet above adjacent finished grade. b. he finished floor elevation directly above an exposed underfloor area shall be limited to 6 feet above finished grade. c. ttached decks shall be limited such that no portion of the walking surface of a deck with visible underpinnings shall exceed a height of 6 above grade and decks shall be integrated into the architecture of the house, and not appear as an add-on to the primary building mass. 2.
