Use Specifications 1662 as originally issued to submit bids, in conjunction with this addendum and all previously issued addenda, and acknowledge receipt of this addendum by completing Item 4 in Document 00420, Bidder's General Information, in the specifications. Failure to acknowledge this addendum will render a bid non-responsive and the bid will be rejected. This addendum consists of 4 pages of text and 8 pages of attached documents. CHANGES TO PRIOR ADDENDA 1. In Section 01590, Field Offices, (issued in Addendum 1), subparagraph 1.04A.2, delete the first sentence, and replace with the following: After Metropolitan has connected all utilities, the Contractor shall maintain them in good order for the duration of the project. 2. In Addendum 2, Item 2, change the time of bid opening to read: 2:00 p.m. 3. In Document 00800, issued in Addendum 2, Item 3, change the words: Paragraph (3) to read: Paragraph (b) 4. Delete Section 11295,, dated November 2, 2011(issued in Addendum 1), and replace with the attached section 11295, dated November 29, CHANGES TO SPECIFICATIONS 5. In Section 01010, after subparagraph 1.06E.2, insert the following subparagraph 1.06E.3: 2. The sequence of work on the slide gates, including the field verification, submittals, fabrication, and installation shall be in accordance with Section CHANGES TO DRAWINGS: 6. Contractor shall perform detailed field survey of existing conditions QUESTIONS AND CLARIFICATIONS: Requests for clarification of details on the drawings or of provisions of the specifications have been identified. The questions with the appropriate Metropolitan responses are as follows: (1) Question: We need to know the width of the two gate entrances at the job site? We need at least 12 to get our truck into the job site. Answer: The Copper Basin Outer Gate is 16 ft. wide. The Inner gate is 14 ft.-10 inches wide. (2) Question: What is the height of the power lines that cross over the road? I believe I saw at least 3 different power lines cross the road from the entrance to the job site? I need to know the lowest one. Or if it is on the drawings I need to know what page? Will Metropolitan be able to lift those lines or wrap them the day the building is delivered? Answer: As shown on Sheet G-4, Grid B-2, of the drawings, the overhead electrical lines have a minimum 14-foot clearance. Metropolitan will not perform any lifting or wrapping of the overhead electrical lines. (3) Question: Will we be able to set up a crane in the clear area during the winter months to unload and set the new precast electrical building? If so how long would we have to do this? Answer: Clear Zone is required to allow chemical deliveries three times a day. Therefore no equipment can be stored. See Section 01010, Paragraph1.06A. (4) Question: Is the Contractor required to treat the water between drop gates after dewatering? Answer: (5) Question: Section 01590, Field Offices: Subparagraph 1.04A.2 states: The Contractor shall connect and maintain electricity, water and sewer, for each field office and shall pay all charges related to the installation of these services for the duration of the project. Paragraph 2.01A states: Piping materials and components for water service piping system shall be supplied and installed by Metropolitan. Paragraph 2.02A states: Piping materials and components for sanitary sewerage piping shall be supplied and installed by Metropolitan. Please clarify.. It was stated at the Pre-Bid meeting that MWD would be responsible for supplying and installing electric, water and sewer for the field office. Answer: In this addendum, see Changes to Prior Addenda for changes in Section November

4 Addendum Number 3 (6) Question: Section Article 1.05, (Engineer s Field Office At Off Site Facilities) Is this requirement applicable to the project and if so, where is the Field Office to be located. Answer: Yes, it s applicable. This is for fabrication shops, batch plants, etc., that are off site. (7) Question: It was stated at the pre bid meeting that the three 2400V transformers to be demolished may contain PCB s. What is the volume of oil in the three transformers? Should the bidders include the PCB disposal costs in the bid or would this be covered by extra work? Answer: One 15kVA transformer has 18-gallon capacity. The other two 25kVA transformers are estimated to have 30 gallon capacity each. The bidders shall include the cost of PCB disposal in their bids. (8) Question: What is the model number of the existing Gear Motors on the gates? Answer: The model number for existing gear motor is Sterling Slo-Speed Motor Reducer and Magnetic Brake, Serial (9) Question: Reference Drawing B-4997: Wear liners. Grid I-3, the drawing states After final finishing cut has been taken. See note in reference to brazing. Do the Wear Liners need to be machined already installed on the Gate Frame? Answer: Yes. (10) Question: Reference Drawing B-4997 (and B-4998): Will the Gate leaf be removed by Metropolitan and sent to the machining vendor or should these wear liners be matched drilled to your Gate Frame and your Gate Leaf on-site or does the vendor supply Bronze wear lines only for Metropolitan to install? If so, how accurate are the existing hole locations on the Gate Frame and Gate Leaf on your site? Answer: The wear liners shall be matched drilled to the Gate Frame and Gate Leaf on-site. (11) Question: Reference Drawing B-4997: Will there be possible accumulation errors if we stick to your drawings with only fraction Answer: tolerances called out for the Gate Frame bolt holes? Drawing indicates existing part based on available record drawings and this information is not guaranteed to be accurate or complete. All dimensions shall be field verified so there will not be any accumulation errors. (12) Question: Also in Grid D2-F2 it says on the print Braze all joints in place and take final finishing cut on surface of liners. Again I m going to state the same as above where this all needs to be done while the Wear Liners are installed on the gate frame prior to finish machine. Is this correct? Answer: On B-4997note at Grid I-3 states the dimension after the finishing cut has been made; The note at Grid D-2, states that brazing shall occur before to the finishing cut is made. (13) Question: We would like to know if the anchors that are shown in Detail A & B on Sheet S-5 can be inside of Answer: the furred walls versus the middle of the walls. Yes the location of the anchors can be adjusted several inches. The location of the anchors shall be between 6-inches to 10-inches from the outside edge of the footing. (14) Question: Section 01590, subparagraph 1.04A.1.c, issued in Addendum 1, calls out to place aggregate base (A.B) material for road from trailer to the nearest A.C. road. How long and wide would be the A.B. placement? Answer: The length will depend on the location of the trailer from the A.C. road. The minimum width shall be 12 feet. (15) Question: Who is the manufacturer of the existing slide gates? Answer: Joshua Hendy Iron Works (16) Question: Sheet M-10: In the Installation of the Bevel Gear Angular Contract Bearings will there be a preload requirement? If so, what will it be? Answer: There are no pre-load requirements (17) Question: Sheet M-10: In the setup of the Bevel Gear Bearings, what are the endplay tolerance requirements? 5 SECTION SLIDE GATE ACTUATION SYSTEM PART 1 GENERAL 1.01 THE WORK A. The work includes refurbishing three (3) slide gate actuation systems at the Copper Basin Reservoir Outlet Structure. The work will consist of verifying existing dimensions, removing existing components as required, refurbish/replace, reassemble, install, and test the actuation system and other appurtenances as required, as shown on the drawings, and as specified herein without any shutdowns of the CRA System. All actuation systems shall be furnished complete with design calculations, drawings, actuating mechanisms, special erection and repair tools, and all other appurtenances for complete assembly, installation and operation. Main components include, but are not limited to the following: 1. New gear motors with motor brake, gears, and controllers. 2. New stems, stem nuts, bearings, and packing glands. 3. New base plates 4. Coating of existing and new components, as specified on the drawings. B. Refurbishment of the existing actuation systems shall be performed in a sequential order to provide two operational slide gates at all times. Slide Gate 3 shall be the first system to be refurbished. The slide gate system must be completely refurbished, tested, and put into service before the next second slide gate system refurbishment can commence. C. The plans indicate the scope of work with structural and equipment dimensions; however, these dimensions are for reference only for each existing slide gate system. The Contractor shall field measure and verify the dimensions for the refurbishment design of each existing slide gate system since the slide gate system dimensions will be different due to the actual installed conditions. The design and installation of the refurbished slide gate systems must consider the actual site constraints. The submitted shop drawings for each slide gate system shall be provided separately for each gate, and can only be submitted after the measurements have been taken. Measurements shall be taken under two different conditions: 1. Measurements of the slide gate leaf and frame can be performed after the two drop gates are installed to isolate the slide gate, and the area between the drop gates is dewatered. 2. Measurements of the actuation system including the stem can be performed after the slide gate is taken out of service by Metropolitan and then can be disassembled for measurement and refurbishment MANUFACTURER S QUALIFICATIONS A. Gear motors: The gear motor manufacturer shall have experience in the design and manufacture of similar equipment as required to be furnished which is in successful operation for a minimum of 5 years. Similar equipment is defined as at least 10 gear motors with soft gearing in the 10 to 30 horse power range within the last 2 years. B. Stems and other machined components: The machined component manufacturer shall have experience in the design and machining of components similar to be furnished. Similar components are defined as the machining of at least five ACME thread shafts at least 4 inches in diameter and 7 feet long within the last 2 years. C. Stem nuts and other cast components: The foundry used shall have experience in the design and cast of components similar to those to be furnished. Similar components are defined as casting at least five components of similar size within the last 2 years. D. The Contractor shall bear the burden of proof that the proposed manufacturers meet the experience requirements. Metropolitan reserves the sole right to reject a manufacturer with inadequate experience with no consequence to any provisions of the contract REFERENCES A. General: 1. 6 2. Where a date is given for reference standards, that edition shall be used. Where no date is given for reference standards, the latest edition available on the date of Notice Inviting Bids shall be used. B. American Society for Testing and Materials (ASTM) C. Complete fabrication, assembly, enclosure device layout, wiring diagram, and installation drawings, together with detailed specifications and data covering material used, parts, devices, and other accessories forming a part of the equipment furnished, shall be submitted in accordance with the requirements of Section The following specific information shall be included: 1. A Master Document List to include the title, drawing or document number, revision and date of all contractor documentation to be submitted. 2. Manufacturer Qualification Documentation. 3. Outline drawing of the equipment and component assemblies showing overall dimensions, required clearances and conduit/piping locations and sizes based on detailed field survey measurements of existing fabricated parts, assemblies, and equipment arrangement 4. Cross-sectional drawings showing materials of construction of the gear motors. 5. Detailed scaled dimensional drawing including weights and material of construction of: a. Gear motor, b. Motor brake, c. Pedestals, d. Bevel gearing system, e. Gate stem, Stem nuts, Packing glands, and all related components, f. Base plates. 6. A routine test report for each integral-horsepower motor furnished shall be submitted for approval before shipment. Tests on duplicate motors to those being furnished will be acceptable. Each routine test shall be in accordance with NEMA MG , with the results tabulated on IEEE 112, Appendix A. 7. All motor characteristics required in Section shall be submitted. 8. Certified Material test reports for the stems, stem nuts, bearings, and packing glands. 9. Operation and Maintenance (O&M) manuals in accordance with the requirements of Section Qualifications of the workers that will be repairing or upgrading slide gate actuation system. 11. Detailed field survey measurements of existing conditions of each slide gate assembly NAMEPLATES: In addition to the manufacturer standard nameplate, each gear motor shall have a stainless steel nameplate attached with a minimum of 2 stainless steel screw stamped with the following: Contract number, specification number, manufacturer, model number, horsepower, output rpm, output torque November 29, 2011 Addendum 3 (construction contract)

7 1.06 DELIVERY, STORAGE, AND HANDLING A. In addition to the requirements of Section 01610, equipment shall be prepared for shipment as follows: 1. After testing and before shipment, all mechanical connections shall be matchmarked or tagged to ensure proper field assembly. PART 2 2. Arrangements shall be made for extra protection if units are to be stored outside prior to final erection. 3. All equipment shall be filled with lubricant and/or lubricated per the manufacturer recommendation. 4. The contractor shall keep a log of all components that leave the job site for, blasting, coating, or other reasons. The Contractor shall obtain the Engineer signature on the log for each component before it leaves the job site. 5. Contractor will be responsible to escort all deliveries from site security posts to the drop off site and return them to the security post at the end of the delivery. Metropolitan is not responsible for deliveries or vendor notification. All material storage shall comply with regional Haz-mat regulations. PRODUCTS 2.01 REFERENCE DRAWINGS A. The Contractor shall confirm reference drawings dimensions where applicable with field measurements GENERAL A. The slide gate outlet structure consists of three gates installed in the late 1930 s. The existing motor actuator system for each gate consists of a gear motor driving a bevel gear connected to the gate s stem. Rehabilitation of the drive system shall consist of replacing the existing gear motor and gearing systems and recoating the housing/pedestals. All gear motors where furnished by Sterling Electric, Inc, located in Irvine California. The Contractor shall provide new Sterling gear motors or equal for all three gates and provide new mounting plates as required GEAR MOTOR: A. Design Requirements: 1. Each gear motor shall be designed to position the gate from fully open to fully closed position and any position between at the speed specified. Gear motors shall be designed for heavy-duty service and for mounting in the horizontal position. 2. The gear motor shall be selected based on the specified operating conditions and design requirements specified herein: a. Design Seating Head: 15 feet b. Weight of Gate: 10,600 lbs c. Stroke of Gate: 10 feet d. Gate Rate of Travel: 11 to 12 inches per minute e. Operating Thrust: 56,781 lbs 3. The gear motor with the pinion gear and motor brake shall fit within the existing gear motor housing with new mounting pedestals and base plates. See reference drawings for dimensional details. 4. All gear motors shall be by the same manufacturer. 5. Each gear motor shall be designed to operate between an ambient temperature of 20 F and +120 F. 6. All gearing shall be Class 2 type. 7. Minimum gear unit efficiency shall be at least 95% 8. Gear motors with soft gearing shall be constructed of the following materials: a. Housing shall be ASTM A 48 Class 20 minimum b. Gearing shall be ASTM A220 Grade minimum c. Pinion shall be ASTM A 311 Class B Grade 1144 November 29, (construction contract) Addendum 3

8 d. Counter shaft shall be ASTM A576 Grade Gear motors with hardened gearing shall be constructed of the following materials: a. Housing shall be ASTM A 48 Class 20 minimum b. Gearing shall be ASTM A837 UNSG86200 c. Pinion shall be ASTM A837 UNSG86200 d. Counter shaft shall be ASTM A837 UNSG Each gear motor reducer shall be capable of 28 to 1 speed reduction ratio based on an 1800 rpm motor. 11. All motors shall have a maximum speed of 1800 rpm and a minimum speed of 1600 rpm. 12. All gearing and bearings shall be oil lubricated and fittings shall be provided where necessary for lubrication during operation. Seals shall be provided at all shaft penetrations to prevent leakage of lubricant, regardless of position. 13. The output drive sleeve shall be fully supported on both ends with roller or ball bearings. 14. Gear reducers shall be enclosed in a dustproof and watertight cast-iron or carbon steel case, only helical gears shall be used in the gear trains. 15. All bolted connections between the gear motor and connecting components shall be dowelled with not less than 2 dowels. Pilot dowel hole shall be drill in the actuator mounting plate at accessible location so dowel holes can be drilled in the field. Dowel pins shall be provided with the gear motor. 16. Gear Motor shall be coated per section of the specification. 17. Gear motors shall be provided by Sterling Electric, Inc or equal. B. Electric Motors: 1. Each electric motor shall be rated 230/460 Vac, 3 phase, 60 Hz 2. The motor shall be in accordance with Section The motor shall be equipped with a motor brake to lock the motor shaft from rotating when the slide gate position is set. a. The motor brake shall be of the spring-set disc and electrically released type. b. Motor brake shall be provided by Stearns or equal. C. Gear motor pedestal: 1. The Contractor shall furnish and install heavy duty pedestal for attaching the gear motor to the base plate. 2. New motor pedestal shall be fabricated from carbon steel ASTM A All mounting surfaces shall be accurately machined flat and parallel. 4. Full size stainless steel shim shall be provided for final alignment of the gear motor. 5. The gear motor pedestal shall be coated per Section of the Specifications. 6. Bolts and studs shall be ASTM A193, Grade B-7 and nuts shall be per ASTM A194 Grade 2H GEARS, PINION SHAFT, GEAR PEDESTAL A. The pinion shaft, bevel gear, and associated bearing and components shall be replaced. B. The gear pedestal and cover shall be recoated as shown on the drawing. C. All ball bearings and glands shall be replaced GATE ASSEMBLIES A. The Contractor shall provide gate liners, gate stem, gate stem nut, bevel gear, pinion shaft, guide bearings, and bevel gear bearings for each gate as shown on the plans and fabricated from the materials specified in Table November 29, 2011 Addendum 3 (construction contract)

Stems: 1. The contractor shall provide stems and couplers for each gate based on field-verified dimensions. a. ACME nominal diameter: 5 inch b. ACME Thread: 1 pitch, 1 lead, single R.H. 2. Welding of bar stock to achieve the required stem length shall not be done. 3. Threads on the gate operating stems shall be cut to a thread gage to insure interchangeability. After the stems have been approved for shipment the Contractor shall forward to Metropolitan the ring and plug gages used for the ACME screw thread cutting. The ring and plug gages will become the property of Metropolitan. C. Stem Nuts and Guide Bearing: 1. The Contractor shall provide stem nuts and guide bearing for each gate D. Gate Stem Guard 1. The stem guard shall be cleaned and recoated Base Plates A. Gate Base Plates: 1. The Contractor shall furnish and install new cover plates for each gate to accommodate the new gear motor. 2. New plates shall be fabricated from ASTM A36 Steel. 3. New pedestals shim plates shall be provided. 4. All new bolting shall be provided SOURCE QUALITY CONTROL A. Gear Motors: 1. Test procedures for actuators shall be submitted to the Engineer for approval before testing begins. 2. Motor Test (in addition to the requirements of Section 15170): a. A typical test report and complete motor characteristic curves for each motor shall be prepared in accordance with NEMA standards. b. A typical table or curve showing the variation of locked-rotor current, full-load current, and no load current requirements of the motor with variation in voltage of ±10 percent from the nameplate voltage. c. A typical curve of speed versus torque shall be provided. d. Complete nameplate markings. e. A typical curve of temperature rise versus torque shall be provided for the duty cycle specified. 10 3. Gear Motor Tests: a. The no load RPM of the gear motor output shaft shall be recorded. B. Four certified copies of all test reports shall be submitted to the Engineer for approval before shipping SPARE PARTS A. The Contractor shall furnish spare parts as follows: 1. Two spare stems. 2. Two spare stem nuts. 3. One set of bevel gear and pinion shaft 4. One complete gear motor. 5. One motor brake PART 3 EXECUTION 3.01 WORKMANSHIP/WORKER QUALIFICATIONS A. All work shall be done and completed in a thorough workmanlike manner to meet or exceed industry standards and these written specifications. The work shall follow the best modern manufacturing practices, notwithstanding any omission from these specifications. All work shall be performed by mechanics skilled in their trades (millwrights), and all parts shall be made accurately to standard gage to facilitate replacement and repair. B. Machine work shall in all cases be of high grade workmanship and finish. C. Bolt holes on surfaces not otherwise machined shall be spot faced and all exposed surfaces shall be neat in appearance. All sharp edges, burrs, and unnecessary projections shall be removed. D. All unmachined corners shall be ground smooth, and all machined corners shall be beveled, unless otherwise shown on the drawings. E. Tolerances and clearances specified on the drawings shall be closely adhered to so that actuation system can be successfully reassembled, mated with the slide gate, and will perform per the requirements of this specification. Where tolerances or fits are not specified on the drawings, the Contractor shall follow the best modern shop practices for apparatus of the type covered by these specifications, due consideration being given to the special nature or function of the parts and to the corresponding accuracy required to secure proper operation. All tolerances shall be specified on the shop drawing submittals INSTALLATION A. General 1. Installation of components and other required work will require the complete disassembly of the slide gate actuating drive train and supporting structure. Unless indicated otherwise on the drawings or in the specifications, all components shall be thoroughly cleaned, coated (as specified), replaced, and/or reused. The Contractor shall provide new bolts, studs and nuts of equivalent size to the original when reassembling all components. B. Gear Motors, Adapter Mounting Plates, and Gears 1. The Contractor shall replace existing gear motors, existing gear motor pinion gear, and bevel gear. The Contractor shall replace couplers as required. Existing plates and pedestals that can be re-used shall be cleaned and coated per Specification Section The new gear motor and mounting pedestal shall be installed, properly shimmed and aligned with the new bevel gear in the existing gear pedestal. C. Pedestals and Base Plate Assemblies: 1. The pedestals and base plates have coatings that contain lead and shall be handled per Specification Section and Pedestals and appurtenances shall be completely disassembled, thoroughly cleaned, coated per Section 09900, reassembled and reinstalled. All machined surfaces shall be protected during the blasting and coating process. Stem bearings in the pedestals shall be replaced November 29, 2011 Addendum 3 (construction contract)

11 D. Stems and Packing assemblies: 1. The Contractor shall install new stems, stem nuts, guide bearings, and related components. All components shall be pre-lubricated with lubricant that is designed for the service as specified herein. Non gear surface shall be coated per Section The stem guard shall be removed, cleaned, and recoated. 3. After installation, the Contactor shall make adjustments as necessary so the gates are level and plumb. E. Limit Switches and Gate Position Transducers: 1. The Contractor shall remove the existing limit switches on the existing stem and re-install the limit switches on the new stem. 2. Two (2) new cable-extension position transducers shall be provided per Specification Section and respectively. The Contractor shall replace one (1) existing position transducer and add one (1) position transducer. The Contractor shall design and fabricate mounting bracket and attachment to the gate. The mounting bracket and attachment hardware material shall be stainless steel. Contractor shall submit drawings of the mounting bracket and gate attachment for Metropolitan approval. F. All gate drive components to be replaced shall be removed intact and brought to the Contractor storage area for inspection. Contractor, with Engineer present, shall compare, match, and mate new components with removed components. Contractor shall inspect removed stems and lifting nuts with new stem and lifting nut plugs and gages. Engineer will advise Contractor which removed items, if any, Metropolitan will keep as spares. Contractor shall dispose of items Metropolitan does not want to keep FIELD TESTS A. Testing: 1. All testing shall be completed with the new drop gates (as shown on Sheet S-2) in their installed position. The slide gates shall be dry and wet tested one at a time, before the slide gate is put into service. See Section 01010, Article 1.06, Special Restrictions, Paragraphs 1.06E and 1.06F. 2. The Contractor shall correct all maladjustments, misfits, excessive looseness, or improper functioning. Test shall be repeated until systems operate satisfactory. The slide gates shall not leak and shall be fully operational per the satisfaction of the Engineer. 3. All tests shall be conducted in the presence of the Engineer. B. Dry Testing: 1. After installation of the equipment and the area between the drop gates is de-watered, the Contractor shall test the slide gate by operating it through at least 5 complete open and close cycles to confirm proper operations of the gear motor and gearing system, controls, stems, and stem nuts. The slide gate shall operate smoothly and be free of any binding or vibration through its entire stroke. The slide gate shall be checked for 100% closure and opening and speed. C. Wet Testing: 1. Remove the upstream drop gate. 2. Operate (test) slide gate per Dry Testing as specified above. 3. Close slide gate, pump out water between slide gate and the downstream drop gate then check seal for leakage. 4. Remove the downstream drop gate. 5. Operate (test) slide gate per Dry Testing as specified above. 6. Put slide gate into service. D. The following data shall be recorded for each gate raising and lowering operations: 1. Maximum gate traveling speed (inches/min). 2. Motor voltages and currents at maximum traveling speed (all phases). 3. Motor voltages and currents at start up (all phases) with gate in closed position. November 2, (construction contract) Addendum 3

12 4. Motor voltages and currents at speeds directed by the Engineer MANUFACTURER'S SERVICES A. The services of the gear motor manufacturer representative shall be provided for installation supervision, inspection, startup assistance, equipment testing, and certification. Startup services shall be at such times as requested by the Engineer. B. The Contractor and gear motor manufacturer shall be responsible for training ten (10) Metropolitan personnel, for one day, at the Gene Pumping Plant and at the work site, on maintenance of the gear motors. Training date will be scheduled by Metropolitan. Contractor shall coordinate operational training of gear motors. C. The Contractor shall coordinate with the manufacturer all field services needed to assist in the erection, installation, inspection and testing of the equipment.
