2 Introduction: This is a "TA Bible"; it is based mostly on the experiences of the TAs during past millennium (Experiences from Harald Oestbye (TA 1994) and what he read from Ton de Vaan who was TA in 1993, the experiences that Jürg Bösiger made in Finland and those of Heikki Peltola of Russia 1996 and Croatia 1999). It is very good to give out this paper to the organising people, that they know, what the TA is doing. As well they can avoid same mistakes that may have happened before or use ideas, which have proved to be very good. No situation is the same. This means that the course of action how TA works must be made in its own way on each military orienteering championship. The factors that may vary and that may have an influence on the TA's work are: 1. Time available from the organiser gets the Championship till the Championship (For example: in Poland the organiser had about 4 months to organise the Championship). 2. The organiser's knowledge of orienteering championship in general. 3. The organiser's knowledge of military world championships in orienteering. The TA and the organising team must have the following advanced knowledge on: 1. IOF Rules The TA should control / check that everything is according to the Rules. He must be prepared to answer to lot of uestions about the Rules. 2. CISM Policy Manual and Procedure The TA should control / check that everything is according to the documents mentioned above. He must be prepared to answer to lot of uestions about them. 3. CISM Orienteering Rules (last edition) The TA should control / check that everything is according to the Rules. He must be prepared to answer to lot of uestions about the Rules. (Last edition is from The CISM orienteering Rules could be reedited every 4 years). 4. Orienteering Championships The TA must be able to advice the organiser how to organise. 5. Military World Orienteering Championships The TA must be able to advice the organiser how to organise and TA must be prepared to lot of uestions that will need answers.

3 6. Map making and the rules of drawing the orienteering map 7. Electronic punching system There are 2 electronic punching systems - EMIT and SI (SportIdent). Both are available for the Championship. The TA should check the software the organiser will use during the Championship. Event Control (Article 6.5. Technical Advisor (T.A.); CISM Orienteering Rules 2000) MWC shall be controlled by a Technical Advisor (TA). The TC President will appoint the TA. The organiser shall always appoint a controller (see: Local Controller). This controller shall assist the TA. The TA shall help the TC President to ensure that rules are followed, mistakes are avoided and that fairness is paramount. The TC President and the TA have the authority to reuire adjustments to be made if he or she deems them necessary to satisfy the reuirements of the event. The TA shall work in close collaboration with the organiser, and shall be given all relevant information. The TA shall approve all official information sent to the federations ("bulletins"). The following tasks shall be carried out under the authority of the TA: Initial planning 1 1. To approve the venue and the terrain for the event 2. To look into the event organisation and assess the suitability of the proposed accommodation, food, transport, programme and training possibilities Main tasks 1. To check that the map confirms with IOF standards (ISOM 2000) 2. To approve the courses after assessing their uality, including degree of difficulty, control sittings and euipment, chance factors and map correctness 3. To check any course splitting method and course combinations 4. To approve the organisation and layout of start, finish and changeover areas 5. To assess the reliability and accuracy of the time-keeping and results producing systems (including punching system) 6. To check that the model event corresponds to 2 and 3 above. The costs of travels to and from the organising country will be the responsibility of the TA's country. The cost of travel, board and lodging within the organising country will be the responsibility of the organising country. 1 Usually by the TC President and the TA during the first planning visit.

4 The TA shall make as many controlling visits as necessary. The visits shall be planned in agreement with the TC President and the organiser. Local controller 1. The organiser shall always appoint a national controller 2. The national controller shall assist the TA. 3. The controller must meet the TA at his/her 1. visit. 4. The controller should be, if possible, IOF controller. 5. The controller's main task is to check the technical details (map, control descriptions, test running and so) and do the last checking in the terrain with the TA just before first start in every competition day.
