1 INTERNATIONAL ORIENTEERING FEDERATION Minutes of the MTBO Commission Meeting August 2018 in Zwettl, Austria Participants: Excused: Keith Dawson (KD), member (GBR) Tiago Fernandes (TF), replacing Carlos Simões, former member (POR) Ursula Häusermann (UH), chair (SUI) Maxim Kapitanov (MK), potential new member, RUS Timo Laurila (TL), member (FIN) Ludomir Parfianowicz (LP), member (POL) Sandor Talas (ST), guest (HUN) Hélène Ediar (HE), member (FRA) Jiri Putik (JP), member (CZE) 1 Opening & welcome The meeting opened at 8.45 am on Friday, 10 August A special welcome was given to TF and MK. 2 Approval of the agenda The agenda that was circulated before the meeting was approved. 3 Approval of previous minutes The minutes of the last meeting in January 2018 were approved. 4 Matters arising and decisions taken since the last meeting 4.1 WMTBOC 2021 and World Cup 2020 decisions The Council appointed FIN as organiser of the WMTBOC 2021 based upon the recommendation of the MTBOC. The dates were approved as June FIN was also appointed as the organiser of MTBO World Cup Round based upon the recommendation of the MTBOC. The dates were approved as September Revision of the IOF Punching System Approval document 6 April 2018: The ESB unanimously approved a revision to the IOF Punching System Approval document, which clarified the use of contactless punching for MTBO events. Currently Emit does not have tested functionality at MTBO approved distance ( m). 1
2 4.3 World Ranking System (WRS) review project A working group and reference groups were established in March It seems to be difficult to find a solution that works well across all disciplines. 4.4 New map control process The new map control process seems to be working OK in most cases for FootO events. It is not known to the MTBOC if the 2018 organisers of MTBO World Cup events have submitted maps for review. 4.5 Request for a rules deviation regarding athletes licences 30 April 2018: The ESB did not approve the request for a rules deviation regarding athletes licences from the organisers of the EMTBOC 2018 in Hungary. The organiser had requested a rules deviation for masters athletes participating only in the EMTBOC relay competition to be relieved of the requirement to have an athletes licence. 5 International Event Calendar 5.1 Due applications - No application for the EMTBOC / World Cup round has been received so far. The organiser of the EMTBOC could also get the EYJMTBOC if desired (see 5.8). - Follow up pending application from FIN for WMMTBOC 2020 (in conjunction with WCup 3). 5.2 Potential applicants for the WMTBOC 2022, for World Cup Rounds 2021 and the WMMTBOC 2021 and for later events were identified. 5.3 Application documents The application documents for the WMTBOC 2022, for the World Cup rounds in 2021 and the WMMTBOC 2021 will be reviewed shortly. 5.4 Status of upcoming events WCup in POR: number of entered athletes is disappointing, training camp was cancelled. Combination of WCup 3 with WMMTBOC is a good option to have more participants WCup in POL: Bulletin 2 is overdue. TL will check with SEA WMTBOC 2019 in DEN: Preparations are looking good. In May the Long distance had to be moved to another area as the landowners of the forest, where the Long competition was originally planned, did not give their permission. Bulletin 2 was published at the beginning of September WCup & WMMTBOC 2019: Bulletin 1 has already been published, some details need to be changed or added for Bulletin WMTBOC 2020 in CZE: Preparations are going well, but finding a suitable mass start terrain was not easy WRE 2019: Application deadline is end of September A short info paper about requirements for a WRE will be created. It will be published at least on the MTBOC website, federations will be informed about it. 2
3 5.6 World Masters Series (WMS) The proposed programme 2019 was approved: Oct 2018 ACT Champs Canberra, AUS April 2019 Vila Nova de Milafontes, POR 4-5 May 2019 Slovencj Hradec, SLO 31 May - 2 June days Riga, LAT 6-7 July 2019 Plzen 5 Days, CZE July 2019 O Ringen Norrköping, SWE 28 July-3 Aug 2019 Danish 5 Days Viborg, DEN Aug 2019 Epinal, FRA 3-6 Oct 2019 WMMTBOC Rabenberg, GER Eighteen races - still best seven to count. ALL events TWO races to be decided. 5.7 Young Guns Series (YGS) Programme April April July July-4 Aug Aug Oct 2019 camp, POR camp, DEN Pilsen 5 days, CZE JWMTBOC / Danish 5 Days Viborg, DEN camp, Epinal, FRA EYJMTBOC Saxony, GER 12 races, best 6 to count The scoring system is the same as in the WMS, but points will also be allocated to M/W17 riders who start in M/W20 (i.e. riders who do not start in their age class will not be ignored as in the WMS) An IT literate Young Gun (or also some older person) is needed to help with the management and calculation of the YGWS for Changes to the event programme To give applicants/potential organisers as much flexibility as possible it was agreed that the following combinations of events would be fine, dependent on applications. standard (preferred) possible combination: combination: WCup 1: EMTBOC + EYJMTBOC EMTBOC WCup 2: WMTBOC / JWMTBOC - WCup 3: final round + WMMTBOC final round + WMMTBOC + EYJMTBOC WMMTBOC as a stand-alone event EYJMTBOC with a major event, e.g. Plzen, if no other applicant can be found. 6 Event advising and quality 6.1 Evaluation and learnings of past major events Over the last four years about 45 % of World Cup events have had significant problems with event quality, largely due to a single overstretched individual in charge. Possible means/ideas to improve this situation: 3
4 - Summarise organisational key points in short guidelines ( Quick Guide MTBO Organisation) - Clarify the role of the SEA and the national controller (including objectives of SEA visits, intermediate work to be performed by national controller, expectations and key dates, etc.) - Enforce communication between organiser and MTBOC to support the SEA, sanctions if key milestones in mapping and/or preparation are not observed. - Make it compulsory to send bulletins to the MTBOC before publication. - The same organising team holds a WRE as a warm up the year before. See 7.2 for map quality issues. 6.2 Suggestions/thoughts of the MTBO Athletes Commission re event quality On behalf of the AC, Michaela Gigon explained the requirements for event quality from the athletes point of view, backed up by a useful written summary. 6.3 EA Clinics The next clinic is taking place in Birkerød, DEN, on 3-4 Nov It will be led by ST. In 2019 two clinics are planned in CZE and FIN. 6.4 Possible SEAs for WCup 2020 (at present only WCup 3 in FIN) and WMTBOC 2021 in FIN were discussed. 6.5 EA Newsletter Still pending due to too much other work. 6.6 Injury and accident database 75 % of the accidents are related to map reading on wide tracks. 6.7 Records of disqualifications and jury cases 1 jury case at the WMMTBOC 2018 (overprinting on map); many disqualifications and a few jury cases at the WMTBOC 2018 due to cutting issues. 6.8 Entry and accreditation fees The MTBOC would like to give a recommendation about the fees (maximum fees, what is included in the fees). 6.9 Sanction fees (to be paid by the organiser to the IOF) The MTBOC proposes to set the sanction fee according to membership groups: Federations in groups 1-3 pay the current sanction fee (100 %), federations in groups 4-5 pay a fee of e.g. 75 % and federations in groups 6-7 pay a fee of e.g. 50 %. 7 Mapping matters 7.1 First step of ISMTBOM review The review was delegated to the Map Commission (MC). The Map Working Group has decided on the most urgently needed symbols (mainly for sprint). At the moment the OCAD templates are being prepared by the MC. As soon as they are ready, the testing phase can start. It will last until August 2019 with the aim to formally use these symbols from the beginning of Many thanks to LP for his work! The major revision of the ISMTBOM will be the second stage. 4
5 Other mapping issues Maps at past events showed the following quality deficiencies: - Too many irrelevant details such as stones and rocks were mapped bad legibility. - Unskilled drawing in some places it was not clear whether you were allowed to pass or not (especially crucial in countries where off-track riding is not allowed). - Control circles and/or lines were not cut important information was covered. - Control numbers were badly placed important information was covered. - Wrong scale was used reading the map became an eye test. - FootO symbols which do not exist in MTBO (e.g. form lines) were used on MTBO maps bad for legibility. - Incorrect order of colours (e.g. contours were above paved areas or roads). - Size of symbols and scale did not match. - Difference between open and forested terrain was not shown on map. - Sprint map of urban area was too detailed (like a FootO map). - etc. Rules 8.1 Special Rules for World Cup 2019 They will be finalised by the end of September. 8.2 Rules change proposals Proposals for rules changes will be sent to the Rules Commission as soon as possible. 8.3 SPORTident Air+ Regarding the use of a backup SIAC it was decided that the MTBOC will propose the following rules change: A second contactless control card may be carried as a backup. It will only be read out if the main/primary control card failed during the competition. (add as a new rule 20.8) MTBO Commission and MTBO Athletes Commission 9.1 MTBOC - TF (POR), who is replacing his compatriot Carlos Simões, and MK (RUS) as a new member will be proposed to the Council for appointment. - UH was proposed for Chairperson and seconded for the next four years. 9.2 MTBO AC Commission Emily Benham (GBR), MTBO AC Coordinator, resigned from the commission for personal reasons. Giaime Origgi (ITA) takes her place as Coordinator. The other members of the AC are Anke Dannowski (GER), Michaela Gigon (AUT), Vojtech Ludvik (CZE) and the new member Grigory Medvedev (RUS). MTBO documents and support materials 10.1 EA s handbook UH will try to update it for the next EA s clinic in November Organisers Guidelines ST was tasked to update them. 5
6 10.3 Guidelines mass start and relay They will be published on the MTBOC website by September Templates for bulletins They are still on UH s to-do list. 11 AOB 11.1 Anti-doping In 2018 the following in-competition AD tests have been carried out: - WCup 1/EMTBOC: none - WCup 2/WMTBOC: 2 ME + 2 WE at the Mass Start, 2 ME + 2 WE at the Middle 11.2 Category for E-bikes According to rule 21.2 of the Competition Rules, only bicycles without electrical or other assistance are allowed at IOF events Remake of IOF website The IOF website will be remade. Work will start in September 2018 and the ambition is to release the new edition at the end of Commissions will have their own pages to work with. JP has agreed to be responsible for the MTBO content. 12 Next meeting The next meeting is taking place in Warsaw, POL, on January 2019, together with the IOF joint meeting.
