3 Digital dividend (according to EU and CEPT) is the term used to describe the spectrum in the VHF band (Band III: MHz) and UHF band (Bands IV and V: MHz) freed up as a result of the switchover from analogue to digital television transmission, except the frequency resources required to provide digital transmission for the existing analogue programs. 4 2 DVB-T/MPEG-4 nationwide multiplexes for commercial TV programs (MUX1 and MUX2; in operation); 1 DVB-T/MPEG-4 nationwide multiplex for (MUX3; in operation); 1 nationwide multiplex for mobile TV (MUX4; neutral technology DVB-T/MPEG4 at the moment; in operation);

10 successful implementation of mobile broadband in 700 MHz band in Poland depends on co-existens with ARNS used by our neighbours from across the eastern border Poland has formal agreements on the matter with Russia, Belarus and Ukraine
11 A political decision to allocate 700 MHz band for services other than broadcasting has not been taken in Poland yet but Poland is negotiating with neighboring countries concerning 700 MHz band releasing by DVB-T and continuing service of DTT in remainning frequency range MHz ( network configuration ) The planning work and coordination are carried out in the following configurations : D - DNK - POL - S, D - CZE - POL, LTU - LVA - POL - S, CZE - POL - SVK, POL - SVK - UKR, BLR - POL, POL RUS (first meeting will take place in the end of September)
12 Checking of the frequency resources in channels on the basis of the GE06 Agreement was necessary before starting planning work. 12
13 There are 2 elementary principles in planning of the reconfiguration DTT network: Equitable Access to the frequency spectrum (the same number of layers along the border). effective use of the frequency spectrum (large allotment areas). The number of channels (colours) which is needed to build one layer depends on separation distance between co-channel areas. 13

15 Coordination challenges for Poland: to ensure continuing service of the 4 existing nationwide multiplexes DVB-T/AVC, and finally 6 nationwide layers for DVB-T2/HEVC to negotiate the release DTT in 700 MHz band in Russia and to ensure equal access to spectrum in the band below 700 MHz, to determine a timetable for the DTT migration from 700 MHz band, assuming that some countries indicate different deadlines concerning the leave this frequency range ( sometimes earlier than in 2020 ), to eliminate the asymmetry in access to spectrum taking into account the number of nationwide networks ( POL, CZE, D, DNK: 6 network ; S, LTU, LVA, RUS (? ), BLR: 7 network, SVK, UKR: 5 networks ) ; 15
16 Progress in the coordination is made possible by an initial exchange of information and knowledge within NORTH-EASTERN DIGITAL DIVIDEND IMPLEMENTATION FORUM which aims: Common approach for the sub-bands MHz, MHz and MHz and to exchange views and experiences; Frequency coordination activities in order to implement the digital dividend and relevant spectrum reorganisations, with a view to: a) achieving mutual compatibility of the spectrum resources to be used in the implementation of the digital dividend in each country; b) finding solutions for more effective cross-border coordination within the NEDDIF; c) continuing to respect the principle of equitable access to spectrum resources; d) facilitating any consequential modifications to the GE-06 Plan; while taking into account relevant future developments.
17 The NEDDIF Group works on the basis of consensus; The NEDDIF liaises with other relevant groups or organisations as appropriate; The NEDDIF chair is tasked to provide updates to relevant bodies (e.g. EC, ECC) on progress as necessary; The members of the NEDDIF Group are the Administrations of the following countries: Austria, the Czech Republic, Estonia, Finland, Germany, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic.
18 List of issues to be dealt within NEDDIF: issues related to ARNS use; issues related to potential re-channelling of frequency positions; new approaches to frequency coordination for broadcasting (e.g. potential areas per channel, preferential channels); remaining issues related to the roll-out of ECS, in MHz bands (e.g. compatibility at the band edge, protection of digital broadcasting, rechanneling of PMSE use); issues related to the future roll-out (at least for some NEDDIF administrations) of mobile services e.g. in MHz bands (e.g. compatibility at the band edge, protection of digital broadcasting, rechanneling of PMSE use).

20 Networks working at present are using the DVB-T/H.264 system (also for mobile pay TV); MUX1-2: 8 SD; MUX3: 2HD+6SD (!); Change to the DVB-T2 system (change of the allotment size) in the immediate future is unlikely; Allocating of the MHz band for IMT cannot enforce the change of the allotment size in 4 networks working at present (until switching on DVB-T2); The change of channels from the MHz band in these 4 layers can take place with the consent of mux operators or as a result of passing a special bill (a new legal act needed as well).

22 The final plan is leaning on a bigger allotment size; Chance for 6 channels in each allotment; The majority of GE-06 foundations are still valid; Full utilization of this network (large area SFNs) requires a transition to DVB-T2. 22
23 The success of the second digital dividend implementation depends on the success of international (cross-border) and domestic coordination of the migraton DTT from the 700 MHz band. Both types of arrangements are at each impact: since national problems with the release of the band 700 MHz translate into problems with the launch of mobile services in border areas of neighboring countries (different timing to migrate from the band 700 MHz cause serious problems in the effective DTT network reconfiguration in the range of MHz). 23

I stage (submitting of initial ofers) concluded December 2014 r 6 operators were qualified to II stage electronic bidding, to be commenced soon. II stage commenced February 2015 ended October 2015

37 Proposal for a decision of European Parliament and the Council on the use of the MHz frequency band in the Union - May 2016 version Art. 1 By 30 June 2020, Member States shall allow the use of the MHz frequency band for terrestrial systems capable of providing wireless broadband electronic communications services only under harmonised technical conditions set by the Commission pursuant to Article 4 of Decision 676/2002/EC. Member States may decide, for duly justified reasons, to delay the availability of the band by up to two years. 37
