4 2.2 Selection of NC TEAM for the Nationals The NC Chess committee is proud to announce the NC provincial Team to participate in the SAJCC This team however needs to be approved by the NC sport council before team ware can be ordered. Die volgende ouderdomsgroepe sal deel wees van die provinsiale NK Skaak span: O/8, 0/10, 0/12, 0/14, 0/16, 0/18 en 0/20. Op grond van die spelers se prestasies en meriete punte is daar belsuit om op hierdie stadium net 1 span per ouderdoms groep in te skryf behalwe vir die 0/18 ounderdoms groep. Die komitee wil graag alle spelers blootstel om deel van die NK Skaak Span te wees maar wil nie spelers ontmoedig aangesien die ander provinsies se spelers regtig op n baie hoë vlak is. Indien n speler 7 randtes verloor ontmoedig dit hulle om deel te neem aan skaak en mag die NK hierdie speler ook verloor. Sien aangehegte lys van spelers. Span bestuurders sal binne kort gefaniliseer word DOCUMENTATION All information will be re-published in updated circulars on the website. Changed and added information will be clearly marked. The Tournament Rules will be distributed as soon as it is received from the hosting union. 4. VENUE The Championships will be hosted at the Sport Centre, Nelson Mandela Metropolitan University in Port Elizabeth. This is an excellent venue on the beachfront and an ideal location for a chess holiday.

5 5. COMMUNICATION 5.1 Information management All communication will be communicated and submitted electronically on the website or via . Or you can contact your regional representative as indicated on LOC. 5.2 Tournament Website Visit the NC CHESSA website for a link to the CHESSA website and link to official tournament website, - on which all correspondence, pairings and results will be made available. 5.3 Union & Regional contact person The Union representative for NC Chess will be the secretary Dina van der Walt. Kindly provide the committee with the full contact details of your authorized regional contact person if not indicated on LOC contact details. The will assist a lot with communication to players. 5.4 Registration Team registration will be done by the Union representative for NC Chess. Player registration for NC CHESS Players must be done via the Union s website. This includes registering players for the Team and Individual Championships. Registering for managers & coaches and booking of official accommodation will be done by Union rep.

6 6. ACCOMMODATION 6.1 Bookings in hostels and the securing there are the sole responsibility of the unions. 6.2 The hosting union made provision for total of 650 rooms at the NMMU hostels, that will be available during the team event of a R400 per person per night inclusive of 3 meals. 6.3 The hosting union have arranged - Alternative accommodation will be available at various hotels, B&B Accom, Self catering accom and school hostel accommodation. Reasonable rates are being negotiated and will be published soonest. 6.4 The accom referred to above are to be booked via a central booking office, thus this will be trough the Union rep details which will follow. 6.5 NOTE from Hosing UNION - Any player including players from the host Union (EC) who does not make use of accommodation arrangements as set out above will be liable to pay a levy of R150 per player to the LOC. 6.6 No player will be allowed to participate if the above levy is not paid.

7 7. TOURNAMENT FORMAT The complete set of rules has not yet been published. FAILURE TO ADHERE TO PAYMENT- AND INFORMATION-DATES 9.1 Failure to ad hear to Registration dates for players will result in the next player on the merit list, be selected to form part of the NC Chess team. Registration to be done on Union s website 9.2 No player or official will be allowed by the hosting union to participate or to use the accommodation unless the union s account is settled in full by either the region or individual.

9 9.2 Any on site accommodation not booked by unions by 31 August will be made available to parents, family and friends. Therefore the NC Union will provisionally book for 20 players in the hostel. Please register soon and indicate whether you want to make use of Hostel accommodation. 9.3 Registration and payment dates - All withdrawal after closing date of registration & payment of deposit, will result in the non reimbursement of the Managers fee. 10. NAME CARDS All players and mangers will be issued by NC Union, with ID cards that must be visible at all times during the tournament therefore a copy of your ID or birth certificate is compulsory. Please make sure that the union rep has a copy of yours. The ID cards must have * ID Photo * Player/official's name (e.g. John Doe) NO NICKNAMES; * CHESSA Membership number; * Team name and board position (e.g. Board 4, Reserve 1, etc.); Please take care of your ID card.

10 11. INDIVIDUAL ENTRIES Individuals who wish to enter the Individual Championships and who will not be taking part in the Team Championships and players who are not officially representing any particular Region, must: 11.1 enter online at obtain special permission from the Chessa Youth committee to participate; and a letter of authorisation from their union to the Chief Arbiter. 12. CLOCKS Each region has to supply clocks per team. Each team manager: 12.1 will be responsible for the clocks on the boards at which his team members play black; 12.2 have to set the clocks 10 minutes before the start of each round; 12.3 will collect his team's clocks after each round; and 12.4 will remain responsible for the safekeeping of his team's clocks. 13. SCHEDULE 13.1 Starting date Due to the IRB 7 s rugby tournament in Port Elizabeth on the weekend of 9-10 December 2011, which have a very real influence on available accommodation in Port Elizabeth, the chess tournament can only commence on Monday 12 December The flip side is that teams travelling to Port Elizabeth will have enough time to do so.

14 CODE OF CONDUCT: MANAGERS, COACHES AND OTHER OFFICIALS ANNEXURE A As a provincial representative /manager /coach /arbiter to the South African Junior Chess Championships of 2011, I agree to: Represent myself and my region to the best of my ability; Conduct myself in a manner which will bring credit to myself and my region; Abide, at all times, by the regulations of the organisers; Accept and abide at all times by the decisions of the arbiters and organisers; Abide, at all times, by the FIDE laws of chess, by the rules of the tournament and by any team rules as laid down by the organisers; Act at all times in the best interests of chess and as expected from a member of CHESSA; and Be bound by the decisions of the tournament disciplinary committee, such committee to consist of the Chief Arbiter of the tournament, two Arbiters, one person from the LOC and one person from CHESSA. Agree that details of any disciplinary proceedings be made available to the Disciplinary Committee of Chessa which may result in further action from them. Any problems that may occur during the tournaments must be brought to the immediate attention of the Chief Arbiter of LOC who will address it accordingly and where required in strict confidence. I... being appointed/selected by my region to represent my region at the South African Junior Chess Championships of 2011 hereby accept the above code of conduct and agree to adhere to it at all times.

16 ANNEXURE B CODE OF CONDUCT: PLAYERS As a provincial participant to the South African Junior Chess Championships of 2011, I agree to: Represent myself to the best of my ability; Conduct myself in a manner which will bring credit to myself and my region; Abide, at all times, by the regulations of the organisers; Accept and abide at all times by the decisions of the arbiters and organisers; Abide, at all times, by the FIDE laws of chess, by the rules of the tournament and by any team rules as laid down by the organisers; Act at all times in the best interests of chess and as expected from a member of CHESSA; Be bound by the decisions of the tournament disciplinary committee, such committee to consist of the Chief Arbiter of the tournament, two Arbiters, one person from the LOC and one person from CHESSA; Details of any disciplinary proceedings be made available to the Disciplinary Committee of Chessa which may result in further action from them; and Bring any problems, social or otherwise that may occur during the tournaments, to the immediate attention of my team manager. I... being selected by my region, to represent my region as player at the South African Junior Chess Championships of 2011, hereby accept the above code of conduct and agree to adhere to it at all times. Furthermore, I accept that any contravention of the above may result: in me being sent home, and/or in my further participation in the tournament be suspended, and/or in me being barred from representing South Africa in a junior event, and/or my provincial colours being revoked.... 18 INDEMNIFICATION I, the undersigned.... parent/guardian/supervisor of..... NORTHERN CAPE PROV. CHESS who was selected to represent... hereby: 1. Consent to my/the above child participating in the above chess tournament and all activities, including bus transport, related thereto; 2. Delegate my/the parental authority in respect of the above child for the duration of the above tournament to the Team Managers, which managers shall have full authority, power and capacity to determine rules and regulations from time to time, to which the child shall be subject. 3. Authorize the Management to, in their best judgment, provide, supply and/or apply medical care to the said child at the expense of the undersigned, including the services of a medical practitioner and/or hospitalisation as the circumstances may require; 4. Indemnify the management, Chessa and Local Organising Committee, and everybody acting on behalf of any of the above associations or institutions, against all actions, claims, injury, loss or damage whatsoever the child or myself may sustain or be involved in directly or indirectly, arising out of the said participation, activities and/or events, whether on the premises of the said University or elsewhere, whether it is/was due to the negligence, default or omission of any such association, institution or individual; 5. Undertake not to institute any action or other proceeding against any of the associations, institutions or individuals referred to in paragraph 4 above, in respect of any of the activities, events and /or circumstances referred to above; 6. Declare that the said child is healthy, fit and capable to participate in the above championship and activities, subject to the following:.... (Give particulars of any illness/weakness of any kind.
