1 2017 MUSCOGEE (CREEK) NATION FESTIVAL CULTURAL CENTER & ARCHIVES ART MARKET FRIDAY, JUNE 23 rd 11:00am 5:00 pm SATURDAY, JUNE 24 th 9:00am 3:00 pm We are pleased to announce the 2017 Mvskoke Nation Festival: Cultural Center & Archives Art Market to be held at the Muscogee (Creek) Nation Complex Mike Berryhill Cultural Preservation Area on Friday and Saturday, June 23 rd and June 24 th. For the first time, the Art Market will be an all Native Market. Due to construction at the Council House, this market will take the place of the Council House Art and Food Market held in downtown Okmulgee on the Council House Lawn. APPLICATION PROCESS Read the application thoroughly, complete and return to our office before May 19, 2017, in order to be considered as a vendor. All applicants must provide proof of enrollment or CDIB card. Once application has been reviewed and accepted, applicants will be notified of their acceptance. Vendor spaces are limited. You will be notified of acceptance by phone so please put a good contact number. PAYMENT Upon acceptance, vendors must submit a payment of $ Our office must receive payment no later than June 07, Method of payment can be made my cash, check, money order, or call our office with credit/debit card information. REFUNDS will only be considered up to one (1) week before the Art and Food Market. VENDOR LICENSE (AFTER notification of acceptance) ALL ACCEPTED vendors must complete an application for a temporary vendor s license through the MCN Office of Tax Commission. The fee for a temporary license is $50. If you are a Muscogee (Creek) Citizen AND sole proprietor, the fee is waived. A copy of your tribal citizenship card will need to be attached to your application. If you are a Muscogee (Creek) Citizen but incorporated as a business the fee is $50. For vendors of other tribes, the fee is $ License application and fee are due to the Office of Tax Commission by May 23, If vendors are also set up at the Claude Cox Omniplex for the Arts and Crafts, they will need only ONE license for both locations. WHAT WE PROVIDE All Art vendors will receive a covered 10 x10 space, (1) 6 table and two chairs. Please be sure all items are confined in your designated space. Access to outlets are limited. Please check box on application if you will need an outlet. All food vendors will have to provide their own source of power, and covering if desired. LOCATION AND PARKING The Muscogee Creek Nation Mike Berryhill Cultural Preservation Area is located on the Muscogee (Creek) Nation Complex, Hwy 75, Loop 56, Okmulgee, Oklahoma. Parking is available throughout the complex. A map of the complex is attached in the packet. ART COMPETITION This year we are hosting an ALL NATIVE art competition. All entries are required to have a booth during the Art and Food Market. Please carefully review the information about the Cultural Center & Archives Art Market and the standards for the art competition. Entrance into the art competition is optional but we do encourage your participation.

2 The judging will take place shortly after the Market opens on Friday, June 23 rd at 11:00 AM and there will be a reception where we will announce the winners and present ribbons on Friday evening from 5:00 6:00. The reception will be held in the Mound Building and light refreshments will be served. ARTIST BOOTH GUIDELINES 1. All paperwork must be in by May 19, 2017 in order to be considered for a booth. a. Submission of application does not guarantee acceptance to the event. b. Space rental fees are $ DO NOT send payment with the application. Vendors will be contacted of acceptance and our office must receive fee no later than WEDNESDAY, JUNE 07, This Art Market is an ALL NATIVE MARKET. Proof of citizenship MUST be provided with application. 3. First priority will be given to vendors selling handmade, locally produced items. 4. Artists or their representatives must be at their booths at all times. Agents may assist for brief bathroom breaks of no longer than fifteen minutes but may not represent artists. 5. Identification banner will be provided; please have it prominently displayed at your table at all times. 6. Please be respectful of other artists and their booth space. Artists must keep their art within the confines of the booth space. 7. It is the artists responsibility to comply with all federal and state laws regarding migratory birds and endangered species. 8. Friday, June 23 RD, booth check-in and set-up: 9:00 am 10:30 am. All booths must be completely operable by 11:00 am on the first day of the Art Market, JUNE 23 RD, a. If the vendor is a no show at 10:30 am on June 23 RD, their space may be reassigned with NO refund and vendor will not be invited back for two years. b. Booths cannot be dismantled until 3:00pm on Saturday, June 24 TH. Artists who sell out of inventory must contact the Cultural Center & Archives staff at the information booth to be released from the show. Artists who leave early without being dismissed will not be invited back for one year. 9. All vendors must register, have paperwork on file with the MCN Cultural Center & Archives, have an approved MCN Tax License, and be accepted with vendor fees paid in order to participate. All others will be asked to leave. 10. All food vendors must have a food handler s permit. 11. Food vendors will need to provide their own source of power, and canopy if desired. 12. Management has the right to make the final decision regarding all rules and regulations set forth by the Mvskoke Nation Festival: Cultural Center & Archives Art Market. 13. Veronica Pipestem, official Art Market Manager, will visit vendor booths to ensure that the Art Market s rules and regulations are being observed. 14. Mvskoke Nation Festival Art Market reserves the right to prohibit an artist from participating in the market based on the failure to comply with the rules and regulations of the Festival. 15. Vendor s Tax License must be visibly displayed at their booth at all times.

Best Muscogee Artist - $599 Open to registered artists with a booth in the Council House Art and Food Market who are enrolled citizens in the Muscogee (Creek) Nation, Seminole Nation of Oklahoma, Alabama-Coushatta Tribe of Texas, Alabama-Quassarte Tribal Town, Coushatta Tribe of Louisiana, Kialegee Tribal Town, Thlopthlocco Tribal Town, Miccosukee Tribe of Indians of Florida, or Seminole Tribe of Florida. All entries must comply with the Council House Art and Food Market Art Competition rules and regulations. Honorable Mention - $400 Open to all registered artists with a booth in the Council House Art and Food Market whose works comply with the Council House Art and Food Market Art Competition rules and regulations. Council House Art and Food Market Rules, Regulations and Guidelines 1. Artists must have a booth in the Council House Art and Food Market in order to be eligible for participation in the Council House Art and Food Market art competition. However, not all artists are required to participate in the art competition. 2. Art that is entered into the competition will be displayed in the lobby of the Mound Building. 3. Artists are allowed to submit two art pieces into the competition. 4. All artwork in booths must be for sale. No artwork is to be sold before the judging on Friday. 5. To be eligible for awards in the art competition, the following rules apply: a. Artwork must be handmade by the registered artist in the last 18 months; b. Artwork must follow the guidelines; c. Artwork must not have been commissioned; d. Artwork must not include any part of an endangered species; e. All two-dimensional art must be appropriately framed. 6. Management has the right to make the final decision regarding all rules and regulations set forth by the Council House Art and Food Market. 7. If entering a collaborative piece, all artists must be registered for Council House Art and Food Market with a booth. 8. Please be respectful of other artists and their booth space. Artists must keep their art within the confines of the paid-for booth space, unless granted prior permission by Council House Art and Food Market management. 9. Booths cannot be dismantled until the end of the market (3:00 Saturday). Artists who sell out of inventory must contact Council House Art and Food Market staff at the information booth to be released from the show. Artists who leave early without being dismissed will not be invited back for one year.

5 10. Artists who are entering the art competition but fail to set up their booth by Friday at 10:30 will not be invited back for 2 years. 11. It is each artist s responsibility to comply with all federal laws regarding migratory birds and endangered species. 12. Artwork that does not meet the guidelines is allowed to be sold but is not allowed for entry into the art competition. 13. Council House Art and Food Market reserves the right to prohibit an artist from participating in the market based on the failure to comply with the rules, regulations and guidelines of the market. 14. Artists may not gift anything to the Council House Art and Food Market staff before or during the art market. 15. Artists must be at their booth at all times. Agents may assist for brief bathroom breaks of no longer than fifteen minutes, but may not represent artists. Council House Art and Food Market Art Competition Rules and Regulations These guidelines pertain only to works that are entered into the art competition. Please carefully review the specific guidelines for each medium. Two-Dimensional Art Painting, drawing, and mixed media. Limited edition, numbered photographs and hand-pulled prints. All works must be framed and ready to hang with either D-rings and piano write or sawtooth hangers. Clip-frames are not allowed. Prints can include hand-pulled relief prints, etchings, lithographs, monotypes, monoprints, and seriagraphy. Prints and lithographs must be matted, framed, and signed in a limited edition of no more than 50. Photographs must be signed and offered as a limited edition of no more than 250. Special consideration will be given to prints made by the artist himself/herself instead of lab work. Drawings include colored pencil, pastels, charcoal, oil crayons, pencil, pen & ink, and mixed media. Paintings can include acrylic, oil, watercolor, gouache, casein, and egg tempera. Mixed media can be a combination of these and/or collage. Not Mass-produced mechanical reproductions, including photocopies and giclée (also known as Iris prints, on paper or canvas), wet canvases. No entry, including multiple panels, may exceed 6 feet at its greatest dimension, including frame. Jewelry Organic and stone materials. Shell and natural organic materials, such as bone, wood, natural stones (e.g. turquoise, coral, lapis, other natural untreated gemstones). Natural pearls, finished stones and gemstones in cabochon, and faceted shapes in metal settings. All non-plated metals are allowed (e.g. silver, brass, gold) and must be clearly identified. Gold must be 14 karat or higher.

6 Stabilized turquoise must be disclosed on entry form and placard. Commercially available pearls from temporary strands, undyed and used with a handmade item made by the artist. Commercially available glass beads must be used in combination with a handmade item. Cast jewelry (including sand, cement, wax, tufa, and cuttlebone): - Mold must be handmade and hand-carved and poured by the artist. - Gravity (hand-poured) tufa, cuttlebone, or sandstone must be limited to an edition of 12 pieces. - Wax carving and lost-wax casting may only be used for one-of-a-kind items. Commercial chain may be used as a finding with handcrafted items but may not be sold individually. Allowable findings for the purpose of the Council House Art and Food Market are defined as an ingredient part of the finished product that adapts the product for wearing or use. Examples of allowable findings are jump rings, earring backs, clasps, barrette clips, money clips, hooks and eyes, leather for bolo straps, or concho belts. For shell and bead makers only: single bead/cone combinations to finish ends of necklaces or earrings. Not Imported or non-indian handmade stone or shell beads and fetishes, excluding coral. Imported and/or color treated nuggets or tumbled chips of any material. Laboratory-grown plastic or synthetic block reconstituted or compressed materials, such as coral, lapis, opal, etc. Items assembled from non-indian or manufactured components: a. Machine-made or die-struck components or purchased cast blanks: rings, bracelets, bezel cups, leaves, bolo tips, etc.; b. Silver or other metal beads; c. Commercially drilled or pre-strung gemstone, natural pearls or glass beads, including restrung necklaces, treasure necklaces, made with commercial found objects Machine-made liquid silver and gold or plated materials, gold under 14 karat. Rubber mold casting(s) or any mass-produced items by any casting method. Synthetic or man-made materials. Sculpture All hand-wrought materials stone, wood, metal, ceramic, paper, cloth, hand-blown glass and fabricated glass and fiberglass. Cast bronze sculpture in numbered editions, not to exceed: a. 4 feet, limited to 15 editions; b. 3 feet, limited to 25 editions; c. 2 feet, limited to 30 editions; d. 1 foot, limited to 50 editions All must be signed, numbered and marked by the foundry. Allowable with Disclosure: All decorative stone, shell, or metal elements must be properly identified and must comply with the same standards for allowable and non-allowable materials for jewelry. Not Cast resins, cast miniature sculpture intended for use as jewelry, production cast open editions.

7 Fragile and/or unstable items will not be accepted into the art competition; this includes freshly glued pieces. Artists are responsible for any damage caused by or to fragile and/or unstable sculptures. Beadwork/Quillwork Purchased glass beads, commercially tanned leather, pins and jewelry must meet jewelry standards. Allowable with Disclosure: Commercially produced objects that are hand-beaded, e.g. tennis shoes, bottles, etc. Nickel and brass beads not made by the artist must be disclosed on display placard. All feathers must comply with all federal laws and regulations. All attached materials, including buttons, collar tabs, beads, and tin tinklers, must be properly identified and comply with jewelry standards. Not Plastic or synthetic parts of any kind, including beads, buttons, hair, hair pipe or polymer clay, commercially beaded items of any kind. Basketry Hand-worked baskets of natural plant fibers, horsehair, metal, yarn, horn, bone, etc. Allowable with Disclosure: Commercial dyes, commercially processed materials. Commercial synthetic materials. Pottery Handmade pottery, either coiled, created with a hammer-and-anvil, pinched, or wheel thrown. Kiln and doublefired methods. Pit-fired and traditional firing methods other than kiln. Special consideration will be given to handharvested and processed clay and natural slips from vegetal dyes or mineral pigments. Not No greenware or slip mold commercial pottery is allowed. Textiles Woven, sewn and embroidered textiles are accepted. All sewn items must be designed and sewn by the artist. Handmade tinklers, German silver or silver buttons and ornaments will be given special consideration if made by the artist as well as the beadwork produced by the artist. Synthetic and metallic yarns allowed as well as vegetable dyes and handspun yarns. Hand-woven, handspun and vegetable dyed yarn done by the artist will be given special consideration. All clothing must include the artist s label. Woven mixed media allowed. Belts, purses, sashes, leggings and horse gear may be woven, knitted or crocheted. Not Commercially made garments or accessories (e.g. purses). Liquid embroidery. Iron-on applique. Manufactured or non-indian made die-struck metal buttons or conchos. Hot glue.

8 Diverse Art Forms Indigenous art forms, including utilitarian items. Incised gourds; hides (including rawhide and buckskin containers); hunting gear, weapons, and other tools (including bows and arrows, flint knapping, and gigs); furniture; masks and headgear; musical instruments; personal adornment (including hats, gauntlets, or pouches); and toys and games (such as marbles, wooden game pieces, and dolls). All work must be created by the submitting artist. All beadwork and quillwork must be beaded by hand application. Decorative stone, shell and metal elements must be properly identified and comply with the same standards allowable for jewelry. Feathers and animal parts must comply with all federal laws and regulations. Allowable with Disclosure: Cultural accessories may be presented on commercially made items (e.g. hats, furs, beadwork and commercially tanned leather) but the commercially made items must be disclosed. For hides, special consideration will be given to items made with native brain tanned and/or smoked hides. Entry form should disclose curing/preservation method. Not Sensitive materials and endangered species. All weaponry must be made and sold for display purposes only. Plastic or synthetic parts, manufactured non-indian or die-struck metal charms, buttons, etc., or commercially beaded items of any kind.
