3 Lessons learned form meeting 1 /Poland Wrecks will be handled mainly in Chapter 3 of the proposed report. The Meeting welcomed that Finland volunteered to lead the work on wrecks supported by Poland and other interested Contracting Parties and Observers The Meeting noted that these leads are nominated to ensure a result, but that they depend on the input received. Other Contracting Parties and Observers are also welcome to actively participate in the work. Additional contacts were needed to define the wreck register / status quo in each Helcom country 3
4 Actions carried out /response received Finland, Sweden and Estonia wreck registers and risk assessment work going on by SWERA project Additional project proposals have been made in Finland ( EU-LIFE PLUS) by Syke and in Estonia (EU-Interreg) by the Technical University of Tallinn Sweden and Finland had a joint diving exercise operation in Oxellösund Sweden in September 2014 to find out and remove dumped hazardous waste. Exercise was carried out based on the Copenhagen agreement. Side scan sonar tool used in Oxellösund by the Finnish Frontied Guard 4

8 FINLAND, VTT 1999 Register contains more than objects Wrecks have been categorized based on the expected amount of oil onboard new prioritization is going on based on Swedish WRAKA model Priority has been on the expected amount of oil onboard Additional 280 objects need to be confirmed with the old data New data ( 280 objects) with better data and wreck identification due to the bathymetry surveying process going on in the Baltic (for shipping lanes and for ECDIS purposes)

10 Estonian Wreck Register Altogether 705 objects 84 have been identified From these 84 wrecks fourteen (14) wrecks have been identified to have oil pollution potential These wrecks reported in the SWERA report (attached to the working space) 10
11 Danish Wreck Register Wreck register for the Danish Waters, the Danish EEZ, and a small number of wreck just outside the EEZ. The register does not cover Faroe or Greenland Waters. There are 2518 wrecks in the register from which 221 have been removed. The data of Wreck Register is placed in a single feature class in an ESRI ArcGIS geodatabase Data and documentation is written in Danish 11
12 German wreck register ( info by Mr. Thomas Dehling /BSH ) The Hydrographic Office in Germany (BSH) is responsible for the search and investigation of wrecks and obstructions in the territorial waters and the EEZ of Germany. The main focus is safety of navigation. The investigations are forwarded to other relevant bodies if necessary (Navy, Water- and Shipping Administration, Archeology, Environmental Protection agencies, ). They are registered in a data base with restricted access. The number of active objects is around 2.500, of them in the Baltic. As the policy regarding wreck data in Germany is quite restrictive, there are not many publications on that issue from our office and none in English 12
13 Polish wreck register Info paper attached by Poland (as well Komorowski s paper) The estimated number of wrecks found in the Polish Exclusive Economic Zone is a few hundred. Certainly, the number of unknown ones can be higher, which is confirmed by several new wrecks being found each year. The Maritime Institute in Gdańsk plays a significant role in this process. 17 Danish Operation Oil removal operation from Fu Shan Hai was made in 2013 close to Bornholm Island ordered by Danish Navy. Report in Danish and English powerpoint has been attached to the working space. Operation took 50 days 250 tons oil was recovered Still 335 tonnes is missing (?) Report and powerpoint gives nice view over the salvage technology used! 17
18 Wreck Salvage project proposed in Estonia SWERA consortium has studied the Case VOLARE as a part of their work. Report attached in the chapter 3 s working space Estonian authorities have launched tender for wreck salvage & oil removal. Work will (probably) be started after Spring
19 Planned activities in Finland for 2015 Navy has their own ammunition removal project plan in the Gulf of Finland Waters one target. SYKE has plan to visit two objects. One of the objects might be the German Z destroyer Mr. Uwe Wichert sent fuel oil data, additional data received from Frontier Guard and related bodies. Novel sensors will be tested for identification and mapping 19
20 Report describing the various salvage projects and tools under preparation Report highlighting the environmental risk assessment of sunken wrecks, oil removal operations, salvage technology onboard and case studies. Report is ready before Summer Parts of the main findings will be used in Chapter 3 of this project report 20
