2 New Helsinki Convention and EC-Nature The 1992 HELSINKI CONVENTION includes the new Article 15 on Nature conservation and biodiversity In 1992, HELCOM 13 requested the Environment Committee to draft a work programme on nature conservation for submission to the 14 th meeting of HELCOM. The working group EC Nature was established in order to implement the commitments of Article Meetings of EC Nature Chair: Henning von Nordheim Environment secretaries: Eeva-Liisa Poutanen/Kjell Grip

3 Recommendations by EC-Nature to ensure the protection of the coastal strip (HELCOM Rec. 15/1, 1994) on a system of marine and coastal Baltic Sea Protected Areas (BSPA), (HELCOM Rec. 15/5, 1994) on the preservation of natural coastal dynamics, (HELCOM Rec. 16/3, 1995) on the protection of harbour porpoise in the Baltic Sea area (HELCOM Rec. 17/2, 1996) managing wetlands and freshwater ecosystems for retention of nutrients (HELCOM Rec. 18/4, 1997)

4 Recommendations by EC-Nature marine sediment extraction in the Baltic Sea area (HELCOM Rec. 19/1, 1998) protection and improvement of the wild salmon (Salmo salar l.) populations in the Baltic Sea area (HELCOM Rec. 19/2, 1998) sustainable and environmentally friendly tourism in the coastal zones of the Baltic Sea area (HELCOM Rec. 21/3, 2000) protection of heavily endangered or immediately threatened marine and coastal biotopes in the Baltic Sea area (HELCOM Rec. 21/4, 2000)

5 Guidelines by EC-Nature Guidelines of coastal ecosystems influenced by the Baltic Sea and their inward limits as an implementation of Art. 15, 1992 Helinki Convention, and proposed that all major coastal nature types, biotopes and geomorphological structures, all single islands up to the size of hectares, and riverine areas which are influenced by backwater effects of the sea are included (agreed Guidelines: HELCOM 15/18, Annex 5). Guidelines on designation of new Baltic Sea Protected Areas and proposed protection categories Guidelines for Management of BSPAs

6 BSEPs by EC-Nature BSEP 64a (1996) 3rd Periodic Assessment of the state of the environment of the Baltic Sea ( ). It is the first time that HELCOM is going to assess the status of biodiversity and nature conservation for the Baltic Sea area in a chapter of the periodic assessments.

9 Recommendations by HABITAT implementation of integrated marine and coastal management of human activities in the Baltic Sea Area (HELCOM Rec. 24/10, 2003) on Conservation of Seals in the Baltic Sea Area (HELCOM Rec /2) after more than ten years of controversial discussion + establishment of HELCOM SEAL conservation of Baltic Sea species categorized as threatened according to the 2013 HELCOM red list (HELCOM Rec. 37/2, 2016)

10 2003 Bremen joint Ministerial Meeting Joint HELCOM/OSPAR Work Programme on Marine Protected Areas HELCOM and the OSPAR Commission jointly adopted a work programme on the creation of a network of marine protected areas to ensure by 2010 the establishment of an ecologically coherent network of well managed marine protected areas for the maritime areas of both HELCOM and OSPAR ( the network )... To facilitate this joint work, the relevant HELCOM nature conservation working group and the OSPAR intersessional correspondence group on marine protected areas may hold joint meetings, in accordance with arrangements agreed by HELCOM and OSPAR.
