Looking back: The JRC DCF team does share the 2011 STECF comments (spring plenary 2011 based on STECF-EWG on present and future requirements of the Data Collection Framework) that the DCF contributed to improve knowledge on fisheries for better scientific advice and fisheries management decisions. introduced more transparency, stimulated harmonization, introduced standards and enhanced cooperation between Member States. the data on fisheries economy from the DCF often don t have the right level of detail in order to answer the questions raised. shall consider regional data bases in a revision of the present DCF and that efforts are made by the Commission to facilitate the use of regional databases.

4 JRC IPSC Maritime Affairs DCF workflow for end users (specific): STECF Member States collect, store and maintain their DCF fisheries data (national ownership) in national data bases at as raw data (national programmes). COM DG Mare calls data (up to 2011 the only institution that had officially called DCF data) based on their specific Terms of Reference to STECF and on STECF advice. Member States join DCF scientific and administrative data, accurately aggregate them and duly submit the data within a predefined time frame. COM JRC serves the data calls in every respect (secure uploading facilities, instructions, data validation tools, automatic and manual correspondence with data providers). COM JRC pre-evaluates the data and provides them to support STECF and its expert working groups to provide advice. STECF publishes its evaluations and scientific advice as STECF reports. COM DG Mare, EU Council (ministries) and stakeholders use the advice.

5 JRC IPSC Maritime Affairs DCF workflow for end users (specific): other, e.g. like ICES, GFCM or scientific projects Member States collect, store and maintain their DCF fisheries data (national ownership) in national data bases at as raw data (national programmes). Member States join DCF scientific and administrative data, accurately aggregate them and duly submit the data within an agreed framework to the end user. The end users securely serve and process the data, and evaluate them as agreed within the specific frameworks. The end users publish their evaluations and scientific advice. EU Council (ministries), COM DG Mare and stakeholders use the advice.

8 JRC IPSC Maritime Affairs Major tasks supported by DCF data: Stock assessment conclusions Stock Assessments B DCF Biological Data C DCF Transversal Data D DCF Survey Data Conclusions in 2011 from COM 2011 (298) on fishing opportunities in 2012: Fish stocks in European waters are improving. The proportion of overfished stocks in the Atlantic and nearby seas fell from 32 out of 34 stocks in 2004 to 22 out of 35 stocks in 2010, i.e. from 94% to 63%. In the Mediterranean, most (82%) of the resources are overfished and some are depleted to low levels. In the Black Sea, the situation has not changed significantly. Sprat is in a good condition based on recent strong recruitments and is fished sustainably while turbot is overfished.

10 JRC IPSC Maritime Affairs Major tasks supported by DCF data: Fisheries assessments, conclusions Fisheries Assessments B DCF Biological Data C DCF Transversal Data Conclusions in 2011 from COM 2011 (298) on fishing opportunities in 2012: Effort management is an important conservation measure used in several long-term management plans, e.g. for cod in the North Sea and Baltic Sea, the North Sea plaice and sole, the western Channel sole and the southern hake and Norway lobster stocks (Annex II). Total fishing effort, as measured in Annex II, concerning cod stocks west of Scotland and the North Sea has not decreased, and the effort deployed using gillnets (>60mm mesh size) and bottom longlines in the Iberian- Atlantic area has increased. This needs to change.

12 JRC IPSC Maritime Affairs Major tasks supported by DCF data: Fisheries economy, conclusions Fisheries Economy A DCF Economic Data C DCF Transversal Data Conclusions in 2011 from COM 2011 (298) on fishing opportunities in 2012: It is not yet possible to compile a full overview that includes all sectors of the EU fleet, due to incomplete datasets from some Member States. The economic profitability of the EU catching sector is weak and has been slowly deteriorating over the last few years. Around 10% to 20% of fleet segments generate negative cash flow, meaning that income was not enough to cover short-term operational costs. The two most important cost components are fuel (23% of total costs on average) and wages (around 28%).

14 JRC IPSC Maritime Affairs Major tasks supported by DCF data: Management plans, conclusions Management Plan Evaluations A DCF Economic Data B DCF Biological Data C DCF Transversal Data Conclusions in 2011 from COM 2011 (298) on fishing opportunities in 2012: Currently the following plans are under review: Western channel sole, cod stocks, sole and plaice stocks in the North Sea, haddock, herring, saithe in the North Sea, southern hake and Nephrops, Bay of Biscay sole. The Commission will work on a new proposal for Northern hake if the science is consolidated, and may take a multi-species approach, as hake is taken in a mixed fishery including anglerfish. Some plans appear to be already consistent with MSY targets.

16 JRC IPSC Maritime Affairs Major tasks supported by DCF data: Processing industry performance and conclusion Processing Industry A DCF Economic Data Relevant DCF data calls in 2011 harmonized for all European regions: Processing industry (96 variables) Data end users: STECF for all European basins Conclusions in 2011 from COM 2011 (298) on fishing opportunities in 2012: The processing sector is generally profitable. Many coastal areas, traditionally dependent on local landings, are specialising now in the processing of imported fish. Imports account now for more than 65% of total EU consumption of seafood.

17 JRC IPSC Maritime Affairs Summary We have a functional system in the DCF data collection, data transfer, data compilation and data evaluation for the entire European fisheries sector. Consequently, we do NOT need to reinvent the wheel (BE PROUD!). Not all tasks given to the scientific community could be sufficiently covered. Major shortfalls were due to limited cooperation related to timely and consistent data submission by certain few Member States. The functional DCF system requires improvements. In particular DCF must become more reliable in terms of punctuality, completeness and accuracy, more consistent in terms of aggregation across data groups (A, B, C, D), sufficiently adaptable (through avoidance of definitions of categories) and fisheries specific in the data groups A, B, and C to allow aggregations consistent with definitions in fisheries regulations.

18 JRC IPSC Maritime Affairs 18 This week we shall think and advise regarding improvements of the DCF and potential future needs for fisheries specific data and advice to support the Common Fisheries Policy and its major pillars, i.e. sustainable exploitation, discard reduction, biodiversity (don t think about what you want to know!).
