6 EMODnet European Marine Observation & Data Network EMODnet is being designed to deliver the data and data products that underpin indicators used to assess the state of the marine environment and pressures on it, thus supporting the future implementation of the MSFD Directive and WISE-Marine. EMODnet respects INSPIRE implementing rules for data and metadata. "Approved the process proposed by WG DIKE for further technical development on the data sets associated with the Initial Assessment, with a view to making selected priority data sets accessible in agreed formats by January 2013, working towards INSPIRE compliance where possible. 7 Marine Strategy Framework Directive Overall goal is to achieve Good Environmental Status via appropriate marine strategies. Provisions in the MSFD include: Assessment of current status of marine environment Analysis of pressures & impacts on marine environment Determining current GES ( via a set of characteristics for good environmental status, on the basis of the qualitative descriptors ) Establishing environmental targets Establishing monitoring programmes Identifying measures to achieve GES (the marine strategies) Reporting (to the Commission and public) Hydro12, Rotterdam, 13 November

9 INSPIRE Aim: To ensure that the SDI (spatial data infrastructures) of the Member States are compatible and usable in a Community and trans-boundary context Mechanism: INSPIRE Directive requires that common implementing rules be adopted in a number of specific areas across 34 data themes: metadata, data specifications, network services, data and service sharing, monitoring and reporting. MSFD Data Specification Issues w.r.t. detailed data specifications for harmonisation of data in INSPIRE Applies only to what we know now may change in future Produced in committee (not necessarily inclusive for all stakeholders/uses within a theme) Difficult to implement INSPIRE compliance for single datasets incorporating multiple themes Data specs are embedded in legislation (a 375 page EC Regulation for Annex II & III themes!) [489 pages total!] INSPIRE already has data access & sharing principles embedded in EC Regulation (law!) 20 MSFD Data Requirements Issues - Marine Regional Boundaries MSFD simply states names for marine regions marine region means a sea region which is identified under Article 4. Marine regions and their subregions are designated for the purpose of facilitating implementation of this Directive and are determined taking into account hydrological, oceanographic and biogeographic features; Baltic Sea North-east Atlantic Ocean the Greater North Sea, including the Kattegat, and the English Channel the Celtic Seas the Bay of Biscay and the Iberian Coast in the Atlantic Ocean, the Macaronesian biogeographic region, being the waters surrounding the Azores, Madeira and the Canary Islands Mediterranean Sea the Western Mediterranean Se the Adriatic Sea the Ionian Sea and the Central Mediterranean Sea the Aegean-Levantine Sea Black Sea Hydro12, Rotterdam, 13 November

22 An Issue Affecting All Initiatives The various Directives (WFD, MSFD, INSPIRE, ) set the general rules as to what data is to be collected and reported, however at implementation time, the experts groups developing the data and service specifications for implementing the Directives all contain different people, operating to different time-lines, with differing backgrounds, resource capacities, etc. So we should not be surprised that inconsistencies (and some confusion!) arise during actual implementation of the Directives.
