2 WHY EU IN THE ARCTIC? - Climate Change still a puzzle -> to gain better understanding - Arctic s economical importance growing -> worries on safety - Strategic importance gradually growing -> worries on security - Nations can t meet the demands by them selves Based on the EU s founding values of human rights, freedom and democracy, the purpose of this Strategy is to secure the maritime security interests of the EU and its Member States against a plethora of risks and threats in the global maritime domain. EUMSS This Strategy takes particular regard of each of the European sea and subsea basins, namely the Baltic Sea, the Black Sea, the Mediterranean and the North Sea, as well as of the Arctic waters, the Atlantic Ocean and the outermost regions. EUMSS

3 WHY PTEMCA? PTEMCA: EU s tool to meet the risk and threats in the Arctic in a proactive manner. - Responding to the Lisbon Treaty, ESS, EUMSS, IMP - Enhancing Arctic safety and security - Supporting EU MS s scientific and industrial initiatives - Willing EU MS s able to develop maritime capabilities! Maritime Capabilities - Space - Air - Navy - surface and beneath - Land troops - Cyber

4 WHY NOW? The main objective remains to enhance capacity for conflict prevention and crisis response, prevention of conflicts and incidents, risk mitigation and the protection of the EU s marine environmental status, the security of the Union's external borders, as well as its critical maritime infrastructure. This objective depends on a high degree of preparation, anticipation and responsiveness. EUMSS Capability development takes time!

9 GOAL FOR THE PTEMCA - EDA s Wise Pen paper: Naval Challenges in the Arctic Region, DEC EDA document for the SB 17 SEP 2014: Establishment of a project team European Maritime Capabilities in the Arctic and related FFT The goal for the work : to identify and address needs and challenges in this region. a) The development of maritime polar capabilities b) Cooperation on projects applicable to satellites for navigation and communication in the Arctic c) A proposal for cooperation on a Shipbuilding and operating standard code for ships intended for polar use d) The engagement and practical support to UN and international Maritime Organisation (IMO) on Arctic related regulation, classification and good practice (Polar Code agreed 11/14) COMPREHENSIVE APPROACH - POOLING&SHARING INITIATIVE

10 COMPREHENSIVE APPROACH - POOLING&SHARING INITIATIVE The strength of the EU lies in the range of instruments at its disposal, including political dialogue with international, regional and bilateral partners, engagement in multilateral fora, development cooperation, human rights and justice, support for regional maritime capacity building and civilian and military CSDP actions. EUMSS In the field of capabilities, increased support to the development of dual-use technologies and cooperation in standardisation and certification are key enablers for European maritime capabilities, enhancing civil-military interoperability and industrial competitiveness, bearing in mind that military capabilities are owned and operated by Member States.
