5 3 main measures: => support of the marine energy planning => commitment to a proactive industrial policy: regulatory enforcement to simplify processes and support investments, support the development of pilot sites, etc. => to boost the development and production of renewable energy in french overseas territories. 5

6 Marine spatial planning in France March 2009: governmental request for the prefects co-ordinators to identify favourable sites and carry out consultation meetings to deliver an action plan by the end of the year Focus : => On each coast, the process is ruled by a state authority (Maritime Prefect, regional prefects) directly in relation with the senior minister's office. 6

7 Methodology The planning process is ruled by the CETMEF, in collaboration with other institutes (CETE NC, CETE MED, IFREMER). 3 steps in the planning process: => «fish out» all types of data and update the ADEME-IFREMER 2007 similar study. => build a GIS tool available on line. => set up a Multicriteria Analysis Method to have interactive and dynamic consultation meetings. 7

8 Details study area up to 50 km from the coastline / 200 m depth. Planning divided in 3 areas: the Mediterranean coast, the Atlantic coast, the Channel and North coast. 8

9 Some results : Step 1 The objective is to create an exhaustive data base of all the technical, environmental and anthropogenic data available to visualize both the technical potential and the different pressures exerted on the coastal area. 9

14 Some results: Step 2 => All data were homogeneised at a national scale and hosted on the SEXTANT GIS data base. => All retrieved data can be visualised on a national scale and downloaded by WMS/WFS/ftp acces from SEXTANT. => Sextant is inter-operable with geolittoral, the MEDDMM geoportal. => Demo online 14

23 Conclusions This study enabled to gather an exhaustive data base along the french coastline. The visualization of all data is available to the civil society via the MEEDDM geoportal. During consultation meetings, the MAM turned out to be an efficient method to have dynamic meetings! In terms of suitable areas, around 750 km2 were preliminarly issued along the french coast. => Final suitable areas should be published soon. => Appeals should start by the end of the year. 23
