2 Letter from the Publisher COTS Journal was born in a unique era in military history sandwiched between the end of the Cold War and the beginning of the War on Terror. We have seen two major U.S. military campaigns in the Middle East, four U.S. Presidents, budgets focused on technology and then refocused to boots on the ground. We have seen the perceived nature of the threats change from large nation-state nuclear powers, to rural and urban guerilla combatants, and back again to intercontinental nuclear threats. The diversity of dangers continues to challenge our modern and globally distributed fighting force. Whether virtual cyber-threats to underlying technology infrastructure or more immediate threats in the field, dominant technology is driving supremacy in the battlespace. Last year in addressing the future of the defense market COTS Journal was cautiously optimistic. How would a new administration address the Department of Defense? Would Congress continue to be stalled in terms of budget sequestration? What would the overall tenor and tone of a new Administration bring to the table? 2018 sees many of those questions still yet unanswered, and COTS Journal continues to be cautiously optimistic about the future of our industry.
