1 EXTRA October 2017 Special Westminster Edition Unique All-Energy Region Dynamic Ambitious Supply Chain Shaping the Energy Skills Agenda
2 Welcome 2 Pride in the Eastern Energy Coast Catalyst for the energy industry Simon Gray, EEEGR CEO. It is EEEGR s role, supported by its members, to demonstrate the region s significance and potential at the highest level. Contact EEEGR (East of England Energy Group) Unit 4 Ground Floor, Wellington Park, Excalibur Road, Gorleston NR31 7BB T: E: office@eeegr.com Once again EEEGR members are taking the time to support us to deliver our collective message to the corridors of Government. The East of England is hugely proud of its growing Energy Coast status, providing an increasing percentage of the national energy supply, through traditional and renewable sources, powering homes and industry across the country. There is nowhere on the energy map like the East of England. Its rich blend of half a century s Oil & Gas heritage, multi-billion pound investment in Offshore Wind farms, making it the UK s industry centre, and its long-standing prominence as a Nuclear centre of excellence, with the prospect of new-build generators at Sizewell C and at Bradwell in Essex, makes it unique, with a dynamic supply chain that rises to every challenge. The East of England s significance on the UK energy map, and its contribution to UKplc, can never be underestimated. It is EEEGR s role, supported by its members, to demonstrate the region s significance and potential at the highest level. Today s event is the public face of the work the EEEGR team conducts daily, behind the scenes, to win the region the recognition it deserves, securing its position for future investment and growth. In the East of England, the energy industry s profile has never been so high. Construction of Offshore Wind farms has generated huge public interest now activity is visible in our ports. More young people than ever are being attracted to investigate career paths in the industry through the work of EEEGR s Skills for Energy, which works alongside employers, training providers and schools and colleges to shape the best opportunities. Energy is an exciting, fast-paced industry full of change a year in energy is a long time. The distance travelled by our Special Interest Groups, in particular our SNS Rejuvenation SIG, this year has been remarkable, with workstreams gathering steam to make a real difference. A key stream is investigating how we can work and collaborate with the Netherlands, streamlining practices in the basin to extend the life in the SNS, and effective and efficient Decommissioning of assets as their production life comes to an end. Efficient access to tight gas and stranded reserves is another key focus, working closely with our colleagues at Shell, with leadership from Kathy Heller, Fraser Weir, at Centrica, and Eric Marston at the Oil and Gas Authority (OGA). In offshore wind, we learned last week that another round of Contracts for Difference (CfD) would be held in spring 2019, an important announcement for two of our developers, ScottishPower Renewables for its East Anglia THREE zone, and Vattenfall, for Norfolk Vanguard. Two years ago, we were talking about subsidy-free by Now it could be even sooner. The offshore wind industry s achievement to bring down costs to eliminate the need for financial support from the Government has been astounding. But the industry still needs support for a little longer, but with subsidy-free in sight far sooner than ever predicted. Two years ago, one of today s sponsors, Veolia- Peterson, announced it was investing in creating a Decommissioning facility at Great Yarmouth to support its mission to become the Decommissioning centre for the SNS. This summer, it received its first topside and jacket for recycling from Shell s Leman field. The old infrastructure stood alongside the site where Great Yarmouth-based 3sun Group is working with Siemens to piece together the turbine towers for the Galloper wind farm, both creating visitor attractions for the old and new, Siemens blade park attracting interest. By the time we organise next year s Westminster event, hopefully we will have clarity on the Future of Sizewell C and Bradwell. Sizewell C would boost Suffolk s economy by 1bn over a decade, as well as 5,600 jobs at the peak of construction and 900 permanent jobs. None of the above can be achieved without skills and training, and we are grateful for the help our members give us to shape the skills agenda for our Skills for Energy programme. Thank you to Dr Thérèse Coffey for hosting today s event and for all the East of England MPs for their enduring support and the development of our dynamic industry. Thank you to all our Westminster event sponsors The publisher cannot accept responsibility for accuracy, legality or reliability of information in this publication although the utmost care is taken. 3 EEEGR Special Interest Groups (SIGs) 3 Workstreams and progress - Autumn Update The Pacific Orca being loaded at Great Yarmouth Outer Harbour for the Galloper Offshore Wind Farm EEEGR currently runs four Special Interest Groups (SIGs) that meet regularly, focusing on key industry issues and how these can be tackled to benefit the entire sector. These groups are supported by local and national companies and represent themselves, where possible, at other events to ensure that EEEGR is strategically located at call-to-action opportunities around the country. Marine SIG The Marine SIG, run in association with IMarEST, aims to address the challenges faced by the diverse sectors accessing the marine environment in our region. The group is currently formalising future projects, including the concept of Our Land Under the Sea Making the Case for a National Seabed Mapping Programme. At the latest Marine SIG meeting, Richard Salisbury, of Fugro, handed the role of chair over to Phil Durrant, of MarineSpace. EEEGR thanks Richard for his hard work, is delighted he will be staying on the steering group and looks forward to working with Phil guiding the group in the future. Offshore Wind SIG The Offshore Wind SIG, chaired by Graham Hacon, CEO of 3sun Group, is currently looking for specific projects to move forward with. At the forefront of this, is its support for Offshore Wind Week, which EEEGR is hosting at OrbisEnergy on the 10th November This event aims to display the region s offering from both operator and supply chain perspectives. EEEGR members are encouraged to get involved by joining our poster presentation designed to promote the region s companies on a case-study basis. Members can exhibit one poster per company to showcase what they can provide in terms of technology, services, innovation and training. Southern North Sea (SNS) Rejuvenation SIG The SNS Rejuvenation SIG group, chaired by Fraser Weir, of Centrica, in association with the Oil and Gas Authority (OGA) and Oil & Gas UK, has been making headway in a number of project areas. The group s main aim is to ensure that the Southern North Sea (SNS) remains productive for as long as possible. To achieve this, the group is investigating ways in which operational costs can be reduced, the development of new technologies and methodologies to access hard-to-reach resources and working together to share best practices and resources. The workstreams currently in progress are: > Collaboration and Best Practice Between UK and NL > Unlocking the Potential of SNS Tight Gas > Synergies Between Oil & Gas and the Offshore Wind Sectors Each of the workstream chairs are engaging with steering group members and the wider industry to help maintain project momentum and raise the publicity profile of their work. On the 10th October, some of the SIG members took to the Community Square stage at Offshore Energy, in Amsterdam, to highlight the concept of 2 nations,1 basin same challenges and how to optimise the output of the SNS. This was very well received and triggered a number of interesting discussion points. Late Life & Decommissioning The Late Life & Decommissioning SIG, chaired by Julian Manning, of Baker Hughes GE and run in association with Decom North Sea, run a regular series of meetings, which focus on both late life operations and the decommissioning of assets in the (southern) North Sea. Driven by the steering group, these meetings aim to influence and shape the delivery and management of joint activities and developments in the SNS decommissioning sector by driving supply chain engagement. The OGA s UKCS Decommissioning 2016 Cost Estimate Report identified that there is a P50 opportunity, estimated at 59.7bn in UK waters; this is likely to be reduced to 39bn as the industry addresses the 35% cost reduction target set by Government. A high level of uncertainty surrounds this figure, but this is still a considerable prospect. The aim of the SIG group is to look at and reduce the uncertainties surrounding this potential and to engage locally to maximise the value of opportunity for the East of England. Conclusion EEEGR would like to take this opportunity to thank and give recognition to all of the SIG chairs and workgroup members for their continued support of the EEEGR SIGs. EEEGR is very grateful for the time and effort put into these groups and the impact they are having on the energy industry. If you would like more information about any of our SIGs, what they are doing and how you can become involved, then take a look at the EEEGR website. 4 Skills for Energy 4 Gemma Head SfE Programme Manager gemma.head@eeegr.com Skills and STEM agenda focus at Westminster The STEM agenda is a key accelerating force for future UK economic growth, but there is still a concerning lack of engagement in Science, Technology, Engineering and Mathematics by students of all ages. The UK lags behind in the world league of education and skills, with the skills gap blamed for holding the UK back from achieving world-beating economy status. Skills for Energy works with schools, colleges and universities, companies, large and small, organisations, local and regional authorities and Government to link the STEM agenda to opportunities in the energy industry. Informing education professionals, from teachers in the classroom to school managers, about the diverse opportunities is fundamental. Even if young people are aware of careers in Oil & Gas, Offshore Wind and Nuclear, they often do not know the skills and qualifications they need to access them. That s why we stage our annual Skills for Energy event, bringing together students, teachers, employers and training providers to spread the message with a room full of interactive activities. This year, our event, Skills for Energy 2017, will be held at the inspirational new 12m International Aviation Academy in Norwich (IAAN), on November 29, with free-of-charge exhibitor spaces. The Aviation industry education and training centre, a converted 1930s-built aircraft hangar, is the first of its kind in the UK, supporting training for up to 500 students and delegates at any one time, including up to 80 degree-level engineering students per year, as well as degree-level and further and higher education courses in airport operations and cabin crew training. The centre is keen to develop its links with the Energy Industry and support the STEM agenda around broader engineering and energy applications. In addition to the Skills for Energy event, I m delighted that the skills agenda is a focus at EEEGR s House of Commons event, with Stuart Rimmer, Principal and Chief Executive of East Coast College, speaking about the 11.4m Energy Skills Centre, which is under construction at the Lowestoft campus to train and upskill workers across all sectors. Developing home-grown skills is essential if we are to make the most of the fast-growing Offshore Renewables industry, the new gas fields accessible from Great Yarmouth and Lowestoft, SNS Decommissioning and the Nuclear industry at Sizewell. The world-class facilities, expected to be operation in December 2018, and its curriculum is being shaped with the help of our employer partners.
