3 1. Catapult Centres Catapults are centres of excellence that bridge the gap between business, academia, research and government. They are a powerful new element in the UK economy, helping businesses develop relevant and exciting ideas in receptive and invigorating environments. By promoting collaboration and knowledge exchange, many progressive businesses and organisations will be able to build new partnerships with reduced risks. Companies in a wide range of markets will see the Catapults as an invaluable resource to develop their businesses. Many small companies struggle to get ideas off the ground and raise finance for product investment. Catapults are good news for SMEs because they can work with much bigger companies and universities, and access significant R&D resources. Catapults are also knowledge exchange fora where independent experts come together to discuss ideas, develop relationships and establish new customer bases. The Offshore Renewable Energy Catapult is one of seven in a network of world-leading Catapults centres to transform the UK s capability for innovation in seven specific areas and help drive future economic growth. The seven areas are: high value manufacturing cell therapy offshore renewable energy satellite applications connected digital economy future cities transport systems The Offshore Renewable Energy Catapult will create a critical mass for business and research innovation by focusing on commercialising offshore renewable energy technologies to access global markets. This centre will be an important part of the UK's innovation system, making a major longterm contribution to UK economic growth. The Catapult will allow businesses to access equipment and expertise that would otherwise be out of their reach, as well as conducting its own in-house R&D. They will also help broker access to new funding streams and highlight the potential for investing in emerging technologies. The new investment will further help bridge the gap between universities and businesses, helping to commercialise the outputs of Britain's world-class research base. The Catapult will also complement and link with the other programmes which the Technology Strategy Board already manages to promote collaboration between universities and business, and to drive innovation and find commercial opportunities for new technology and ideas. 4 2. Timeline In January 2011 the Technology Strategy Board published a prospectus to begin the process of establishing these world-leading centres. It described proposals for the objectives, role, governance and funding for the centres, and invited input on these and on the centres potential areas of focus. Over 500 overwhelmingly positive responses were received. A summary of the responses to the prospectus is here. Based on this input and the Technology Strategy Board s own assessment a strategy and implementation plan was published for the programme in May This explains the vision for the Catapults, outlines the three technology areas already identified for setting up a Catapult, and ten other candidate areas for further centres. Following extensive consultation with business and other stakeholders, Technology Strategy Board published a Catapult update brochure which covers the outcome of the consultation and assessment process in March In June 2011 it was announced that a Catapult centre (then called a Technology and Innovation Centre ) would be established in offshore renewable energy. In July 2012 a call for expressions of interest was published that sought responses from those who thought they could lead the next stage in establishing the centre, or had a capability which they thought could be more effectively utilised if it were to become part of the Catapult. This call elicited responses from a substantial number of organisation that believed they could lead the next stage in forming the Catapult and well over 100 capability statements. These responses were ranked and the ranking used to build a vision workshop that took place in October 2011, from which emerged a single consortium who were tasked with developing a proposition for assessment by Technology Strategy Board. The consortium Carbon Trust, the National Renewable Energy Centre and Ocean Energy Innovation submitted a bid in late November 2011 and after detailed assessment the consortium were announced as the team leading the formation stage in February Since this time the team have been developing a business plan and putting in place the infrastructure for the Catapult operational entity. As such, by June 2012 the Catapult has a fully equipped and furnished office in Central Glasgow, has outline agreement for additional space in Northumberland and is in the process of consulting on the areas where initial Catapult investment will take place. 2

5 3. About the Offshore Renewable Energy Catapult The Offshore Renewable Energy Catapult will enable UK business to research, evaluate and reduce the risk associated with the application of new technologies and materials, building on the strong track record of innovation in offshore renewable energy undertaken in the UK over many years. It will also help the UK achieve its target of generating 15% of its energy from renewable sources by In its recently published UK Renewable Energy Roadmap, the Department of Energy and Climate Change (DECC) predicts that this could mean the UK installing 18GW offshore wind capacity by 2020 and 400MW of tidal and wave power. The global market for wind, wave and tidal power is predicted to exceed 64bn by 2050 and UK businesses are expected to gain a 12% share of the offshore wind industry and a 15% share of wave and tidal markets. In June 2012 the Government published a report from the Offshore Wind Cost Reduction Task Force - that sets out a process by which the cost of offshore wind can be reduced to 100/MWh by In this report the task force states that the Catapult has a key role in meeting 2020 targets. Following an open competition, the Technology Strategy Board selected a single consortium bid from the Carbon Trust, National Renewable Energy Centre (Narec), and Ocean Energy Innovation to run the Catapult. In February 2012 the Technology Strategy Board announced that the Catapult would have its primary location in Glasgow, Scotland, with a second site in the North East of England (Northumberland). It is expected to open for business in the summer of The Catapult will receive up to 10m a year over five years from the Technology Strategy Board. Its focus will be on technologies applicable to offshore wind, and tidal and wave power. Given satisfactory performance by the centre it is expected that public funding will be provided beyond this initial period. The UK has world-leading expertise in offshore engineering and understanding of the seabed and marine environment. It has given us a worldwide reputation in offshore facilities and makes the UK an excellent base for offshore research and development. The Catapult will work with the world-class UK research and innovation community in offshore wind, tidal and wave, and the growing UK offshore renewable energy industry, and will build strong links to centres of excellence, such as the European Marine Energy Centre (EMEC), Wave Hub, and recently announced marine energy parks. It will establish the strong international links required to facilitate the commercialisation of new technologies and will also forge long-term relationships with the European Commission through active involvement in both its current and future framework programmes. 3

6 A framework business plan setting out for the Offshore Renewable Energy Catapult is being developed over the next few months with the aim of the centre starting operations in summer The incoming CEO will be expected to refine the business plan and then drive its implementation. 4

7 4. Structure Offshore Renewable Energy Catapult is a Company Limited by Guarantee (CLG) with its headquarters in central Glasgow; it will also have an operational base near the National Renewable Energy centre in Blyth, Northumberland. The CEO will lead the Offshore Renewable Energy Catapult, with a small team of direct reports (the CEO and Chairman will define this team, but it is likely to include a head of Finance, a Strategy and Technology Director ( and a Business Development Director. The CEO is a member of the Supervisory Board, the senior body responsible to the Members and to the Technology Strategy Board for the successful operation of the Offshore Renewable Energy Catapult. The CEO is a member of the Management Board of the Catapult comprising the (Non-executive) Chair, CTO, COO, BDM and CFO. It is expected that the Offshore Renewable Energy Catapult will to grow its turnover from c. 10m pa in 2012/13 to over 30m pa by 2017/18. The total number of staff employed is expected to grow and reach over the same period. The Chairman of the CLG is Colin Hood. Colin is a highly experienced executive and was Chief Operating Officer for Scottish and Southern plc. In addition to being the Chairman of the Catapult he is also Chairman of Southern Water, a non-executive director of the First Group and a director of the Glasgow 2014 Commonwealth games organisation. The Supervisory Board will be recruited during summer 2012 and will have a strong industrial representation. The Board positions are not classified as public appointments and as such the process for making Board appointments will be undertaken in a manner that recognises the Nolan principles of public life, but will not be a full Nolan process. 5

8 5. Funding As an independent entity the ORE Catapult will receive funding from the Technology Strategy Board. In addition it will be able to enter into direct contracts with UK business, and it is expected that this will form a significant part of the overall funding for the Catapult. The centre will also be well positioned to secure funding from open competitions for R&D and other grants, including EU funding. Once catapults are fully established, they will generate their funding broadly equally from three sources: 1. Business-funded R&D contracts (i.e. contract research) won competitively 2. Collaboratively applied R&D projects funded jointly by the public and private sector, again won competitively 3. Core public funding for investment in the capabilities; know how, expertise and skills and long term capital assets of the centre. 6

9 6. Role Specification Key purpose The position of CEO is that of Executive Officer of the Supervisory Board. Working in collaboration with the other members of the Management Board, the CEO is responsible for providing strategic leadership, facilitating collaboration, managing risk, co-ordinating funding distribution, leading the development of major collaborative programmes that involve cross-centre working, and coordinating deliverables on behalf of the company. In particular the Offshore Renewable Energy Catapult CEO is responsible, either directly or through the appointment of senior staff reporting to him/her for the delivery of all Catapult objectives and the measurement of progress against these. The CEO must also ensure that the Offshore Renewable Energy Catapult complies, at all times, with its legal, regulatory and contractual obligations, including critically the management and control of the core funding grant from the Technology Strategy Board. REPORTING: The CEO reports directly to the Offshore Renewable Energy Catapult Supervisory Board. The CEO is an Executive Officer of the Offshore Renewable Energy Catapult Supervisory Board ROLE: Key Priorities (first 18 months): Establishing operational (legal, financial etc.) structures, controls, procedures and tools for the effective and efficient day to day operation of the Catapult organisation to achieve compliance with its legal, regulatory and contractual obligations. Define and implement the minimum practical organisational & operational structures required to deliver the Offshore Renewable Energy Catapult objectives. Define, agree and recruit the core management and administration team. Working on behalf of the Supervisory Board, Management Board, its Industry partners, academia and the supply chain to establish the UK Offshore Renewable Energy Catapult Vision, Strategic Roadmap, key objectives and time based deliverables. Establish the necessary linkages with partner organisations and/or establish the infrastructure and expertise to deliver on the Roadmap objectives. Establish scientific and industrial advisory boards (as appropriate with the Supervisory Board s input) to provide input and linkages with the broader offshore renewable energy community to maximise leverage of existing infrastructure and expertise. Working to secure further private and public funding in line with the strategy and business plan. Provide clear communication material for the partners, government and the wider manufacturing community. Define and execute a prioritised action plan for engaging with key groups and long term partners. Working with the Catapult Management Board, and taking account of both long and short term considerations, create a well structured mechanism for allocating funds based on business 7

10 benefits and sustainable growth of both the individual Centre, and agree this with the Supervisory Board. Key Priorities (on-going): Working on behalf of the Supervisory Board, and with the Management Board, set the strategic priorities, provide leadership and deliver well structured stakeholder governance. Develop, in conjunction with the Management Board (annually and updated as necessary) a sustainable 5-Year business plan with milestones deliverables and work-packages for approval by the Supervisory Board in order to reach the strategic goals. Ensure that the company at all times, complies with its legal, regulatory and contractual obligations, including critically the management and control of the Technology Strategy Board core grant. Promote the activities of the Offshore Renewable Energy Catapult and its potential to impact significantly on the rate at which innovative technologies and services enter the commercial arena, help develop supply chain strengths across the UK economy and by working across a wide range of industry and government stakeholders, both nationally and internationally. Assess and provide effective management of high level and often complex and possibly competing stakeholder expectations and relationships and the exposure to risk between the many and varied stakeholders that are needed to effect this new operation on behalf of the UK government and ensure its long term sustainability. Other key aspects of the role: Ensure the resources (people and facilities) needed to deliver the key business objectives are in place. Ensure good governance principles are adopted and implemented. Support the development and implementation of a focused marketing, communications and business engagement strategy Actively promote and market the Catapult to potential clients and partners Develop plans for the delivery of results to industry for commercial exploitation Secure further public funding for research and development activities Provide statutory accounts and annual reports to the Technology Strategy Board Actively engage and interface with other Catapult Centres 8

11 PERSON SPECIFICATION The Offshore Renewable Energy Catapult is looking for an individual who is passionate about developing a dynamic and commercially thriving offshore renewable energy sector in UK. He /she must have a proven ability in building and shaping an environment where academia, innovators and industry work effectively together delivering innovation that results in significant improvements in the competitiveness of offshore renewable energy (i.e. offshore wind, tidal stream, wave and related technologies). The individual should be a proven visionary leader, negotiator and relationship builder with a track record of delivering success through collaborative partnerships. This will require the CEO to have the following: Part One: Essential Experience Director-level operating experience and responsibility for managing and commercialising research and innovation in a successful business environment. Evidence of success in leading and directing research activities in an open innovation or collaborative environment. A proven track record in securing significant funding both internally and on a national and international stage. Experience of design and implementation of organisational governance structures, particularly for finance and administrative systems and project management. Experienced recruitment and selection of effective staff and agency providers from across a range of skills and disciplines. A substantive track record in developing high performing individuals and teams. Experienced contract negotiation and execution including performance measurement and quality control for the provision of professional services. Part Two: Abilities, Skills and Knowledge Genuine leadership skills with a passion for renewable energy, and a good understanding of the relationship between innovation, the commercialisation of renewable energy technologies and economic growth. A genuine enthusiasm and belief in the development and application of technologies with technical and commercial relevance to the emerging UK offshore renewable energy sector. Excellent influencing, promotion and negotiating skills, presenting and gathering support, especially at the interfaces between government, universities and commercial organisations. Ability to develop communication strategies and methods for their monitoring and evaluation to show impact. Proven ability to inspire and motivate disparate teams towards a common objective. A high level of individual drive and ambition and an ability to build long term relationships. Ability to engage at all levels of the activities adopting a hands on approach when appropriate and empower individuals and teams when this is the appropriate approach. Proven ability to analyse and present clearly at the highest level complex information with good attention to detail. 9
