4 1 Introduction 1.1 This procedure details the testing and commissioning for all HV metering units and panels. The tests shall be satisfied before the metering equipment can be accepted as fit for service and energisation. This procedure fulfils the requirements of ECP This procedure shall be carried out by the Commissioning Engineer or his appointed representative, who shall be an Authorised Person having appropriate training and experience. 1.3 This procedure shall be carried out in accordance with the requirements of the UK Power Networks Distribution Safety Rules. 1.4 This procedure shall be carried out having regard to the requirements and recommendations of the manufacturer. If conflict exists between the requirements of the manufacturer and those of UK Power Networks the matter shall be referred to Asset Management (or your UK Power Networks nominated contact). 1.5 This procedure assumes that the unit has been installed in accordance with the appropriate procedures and that each circuit to be tested is isolated from the network. 1.6 The results of all observations, tests, adjustments and all relevant remarks shall be recorded on the associated test form. 2 Scope 2.1 This procedure and the associated test forms apply to: HV metering units. HV metering panels. 2.2 This procedure is intended for use by UK Power Networks field staff, contractors and external connection providers. 3 References 3.1 This procedure should be read in conjunction with the following references: UK Power Networks Distribution Safety Rules. EAS Metering Units. ECP BSC Metering Equipment Commissioning Requirements. 3.2 This procedure should be used with the following test forms: ECP a Lucy Air Metering Unit 3 Limb Test Form. ECP b Lucy Air Metering Unit 5-Limb Test Form. ECP c Schneider Air Metering Unit 3-Limb Test Form. ECP d Schneider Air Metering Unit 5-Limb Test Form. ECP e Generic Metering Panel Test Form. 5 4 Definitions 4.1 The following abbreviations are used throughout this procedure. Term Definition AMU ART BSC Air Metering Unit UK Power Networks Asset Registration Team Balancing and Settlement Code BSCP27 Balancing and Settlement Code, Procedure 27 COP4 Balancing and Settlement Code, Metering Code of Practice 4 CT ICP VT 5 Description Current Transformer Independent Connection Provider Voltage Transformer 5.1 Metering units are combined CT/VT units that allow for the measurement of imported or exported power. The approved metering units are detailed in EAS The current versions are all air-insulated and are supplied with dualratio VTs and multi-ratio CTs. 5.2 The customer demand version is supplied with a three-limb VT (with an unearthed star point) and the generation version is supplied with a five-limb VT (with an earthed star point). The generation version is designed to provide directional metering when a customer has on-site generation and wishes to export power. Note: The purpose of the open delta is to detect a zero sequence voltage, either for a neutral voltage displacement relay (this simply measures the magnitude of the voltage) or for directional earth fault, in which case the relay is also measuring the phase. In either case, if the VT star point is not earthed it will not measure the zero sequence voltage. There is no need to earth the star point on a three-limb VT; it should be left floating, and insulated to full phase voltage. UK Power Networks 2016 All rights reserved 5 of 11

7 6 Equipment 6.1 The following equipment is required to carry out the tests detailed in this procedure: 1kV insulation resistance tester (e.g. Megger). Multimeter (or other continuity checker). Note: Fused leads should not be used for measuring resistance as false readings can be obtained. Analogue multimeter. Injection test set (suitable for primary/secondary injection). 7 Inspection 7.1 Record the substation/location and metering unit details on the relevant test form. 7.2 Record the current transformer location, serial number, burden, accuracy class, make, type and ratios on the relevant test form. 7.3 Record the voltage transformer location, serial number, burden, accuracy class, make, type and ratios on the relevant test form. 7.4 Check the primary supply is dead or the VTs and CTs are completely isolated. 7.5 Check the metering circuit breaker is open. 8 Voltage Transformer Insulation Resistance (3 limb) 8.1 Open terminal box and disconnect metering multi-core cable. 8.2 Check all fuses and the secondary earth links are in place. 8.3 Measure the insulation resistance to earth of the VT primary (HV) winding using a 1kV insulation resistance tester. The insulation resistance should be greater than 100M. 8.4 Disconnect the secondary earth link. 8.5 Measure the insulation resistance to earth of the VT secondary (LV) winding using a 1kV insulation resistance tester. The insulation resistance should be greater than 100M. 8.6 Reconnect the secondary earth link. 8.7 Confirm that the VT star point is unearthed. UK Power Networks 2016 All rights reserved 7 of 11

8 9 Voltage Transformer Insulation Resistance (5 limb) Open terminal box and disconnect metering multi-core cable. 9.2 Check all fuses and the secondary earth links are in place. 9.3 Measure the resistance of each phase to earth using a mulimeter. The measured values should be similar. 9.4 Measure the resistance across each phase using a mulimeter. The measured values should be similar. 9.5 Disconnect the secondary earth link. 9.6 Measure the insulation resistance to earth of the VT secondary (LV) winding using a 1kV insulation resistance tester. The insulation resistance should be greater than 100M. 9.7 Reconnect the secondary earth link. 9.8 Confirm that the VT star point is earthed. 10 Voltage Transformer Primary Injection to Identify Phasing 10.1 Confirm that the correct voltage ratio is selected and shown on the terminal box ratio plate/labelerror! Reference source not found Connect an injection test set across L1 and L2 primary (HV) winding, apply either 240V or 110V ac and measure the voltage of each secondary (LV) winding voltage Compare the measured secondary (LV) winding voltage against the nominal voltages in the table below. L1 and L2 should be at the nominal voltage and L2/L3 and L3/L1 should be less than nominal. VT Primary (HV) Rated Voltage VT Nominal Secondary (LV) Winding Voltage with V applied to the Primary (HV) Winding 240V 110V 11kV 2.4V 1.1V 6.6kV 4.0V 1.8V 10.4 Repeat test for L2/L3 and L3/L1 primary (HV) windings. 1 It is not possible to measure the insulation resistance of the primary winding of a 5 limb VT as the start point is permanently connected to earth. 9 11 Current Transformer Insulation Resistance 11.1 Disconnect CT star point from earth Measure the insulation resistance to earth of the CTs using a 1kV insulation resistance tester. The insulation resistance should be greater than 100M Reconnect the CT star point on completion of the test. 12 Current Transformer Polarity using Flick Test 12.1 Connect an analogue multimeter, set to dc ma range, across the secondary winding of phase L1 CT with its positive terminal to S1 and negative terminal to S Connect a battery (typically a 6V hand lamp type) negative terminal to P Momentarily connect the battery positive terminal to P1, a flick in the positive direction should be seen on the multimeter Disconnect the battery Connect the battery negative terminal to P Momentarily connect the battery positive terminal to P2, a flick in the negative direction should be seen on the multimeter Disconnect the battery Repeat the test for L2 and L3 phase CTs. 10 13 Current Transformer Ratio Check A primary injection test should be used to establish the CT ratio; if multi-ratio CTs are installed all ratios shall be tested. However where the supply is already energised and sufficient load exits a prevailing load test may be used Primary Injection Connect an ammeter across secondary output from L1 CT or use a temporary lead to short across the L1 CT output (this ensures that CT is never left open-circuited while energised) Connect the injection test set to L1 phase CT Inject 50A or 100A using the preferred tapping for the site service capacity Measure the current from L1 phase CT using either an ammeter (as connected in step above) or a clamp-on ammeter on the temporary shorting lead Calculate the expected CT secondary current using the formula below and check against the measured value. Measured Secondary Current = CT Secondary Ratio CT Primary Ratio Injected Primary Current Repeat test for L2 and L3 phase CTs as required Repeat tests for other CT ratios Check that the correct CT ratio is selected and that the correct ratio is shown on the terminal box ratio plate/label Check that the CTs are left earthed and shorted on the preferred tapping pending connection of metering multi-core cable If required for the particular metering arrangement, the relevant CT (usually L2) may be shorted out in the terminal box Prevailing Load Test Measure the primary current flowing through phase L1 using a clamp-on meter with a suitable range Measure the secondary current flowing through phase L1 using a clamp-on meter with a suitable range Calculate the ratio (measured primary current / measured secondary current) Repeat test for phase L2 and L3. 11 14 Final Checks 14.1 Reconnect metering multi-core cable and close terminal box Check that all covers are secured before leaving site. 15 Test Equipment 15.1 Record the purpose, make, type and serial number of all test equipment used during commissioning on the test form. 16 Certification 16.1 When the commissioning has been satisfactorily completed, sign and date the test form Place a copy of the entire test form and the manufacturer s CT/VT calibration certificates in a plastic wallet in the metering unit terminal box Place another copy of the entire the test form and the manufacturer s CT calibration certificates in the meter terminal box (for the meter operator). 17 Asset Data and Information 17.1 UK Power Networks Send a copy of the entire test form and the manufacturer s CT/VT calibration certificates to the Asset Registration Team (ART) via the appropriate mailbox below: ART.EPN@ukpowernetworks.co.uk. ART.LPN@ukpowernetworks.co.uk. ART.SPN@ukpowernetworks.co.uk Independent Connection Provider (ICP) Send a copy of the entire test form and the manufacturer s CT/VT calibration certificates to the Competition-in-Connections Delivery Project Manager. 18 Dependent Documents This document is referenced in the following documents, any of which may be affected by updates.
