1 TRANSMISSION SYSTEM OPERATOR QUESTIONNAIRE for Wind Farm Power Stations only To be submitted by the Generation Licensees together with the Application for Connection Certificate according to IEC must be submitted The Questionnaire has been completed by... Application for Dedicated or Non-Dedicated connection (Dedicated Connection means satisfying the reliability criteria N-1) Note: For plants with overall licenced capacity over 50MW a dedicated connection is compulsory. Applications to request terms for dedicated connection are also accepted for plants with licenced capacities less than 50MW. The increased connection cost is covered by the applicant. 2.1 Application for non-dedicated connection between the Entry Substation and the Network Substation (YES/ NO) 1 Total licenced capacity (as stated in the Generation Licence) (MW) 2 1
2 2.2 Application for dedicated connection between the Entry substation and the Network Substation (YES/ NO) 2.3 For licenced capacities less than 50MW: State whether you would like to be notified by the TSO for the preliminary connection costs for the two alternatives (dedicated or non-dedicated connection) so you can decide upon this for the type of connection. (YES/ NO) Table 3. Other information to be submitted 3.1 Provide a 1:5000 Survey map, with the location of the facility clearly shaded. 3.2 Provide a plan of the site (1:200 or 1:250) of the proposed facility, indicating the proposed location of generators, transformers, site buildings etc. The plan shall be submitted in hard copy format. A digitised format shall also be submitted if available. 3.3 Provide an electrical single line-diagram of the proposed facility detailing all significant items of plant, i.e: Provide a map Provide a map Provide a Single Line Diagram Numbered generating units Step-up transformers Circuit breakers/ means of isolation/ protection system arrangements Table 4. Generator Forecast and Availability Data 7.1 List the anticipated maximum export level in MW for each calendar month. 7.2 Ιndicate how generation would vary over a typical 24 hour period during the month of maximum export. 7.3 Give details of expected rapid or frequent variations in output, including magnitude, max rate of change expected, frequency and duration. 7.4 Expected Maintenance Requirements (days per year) 7.5 Expected Maintenance (timesheet) (Give periods of maintenance, duration of each period and the expected time of the year that this will take place). Provide a timetable 7.6 Forecast Availability apart from the expected scheduled maintenance requirements Table 8. Metering System and Data Transmission 8.1 According to the Transmission and Distribution Rules, installation of bidirectional metering equipment that will record the Active and Reactive Energy and Power that is exported and/or imported at a metering point is required. (I AGREE/ I DISAGREE) 8.2 According to the Transmission and Distribution Rules, for Very Small Power Stations (for Wind Farm Power Stations these have a capacity less than 5 MW), a telephone connection is required (e.g 4
5 ISDN, GSM or analogue connection) for transmission of data from the Power Station to the Energy Control Centre of the TSO at the end of the day. (I AGREE/ I DESAGREE) 8.3 According to the Transmission and Distribution Rules, for Small, Medium and Large Power Stations, (for Wind Farm Power Stations these have a capacity larger than 5 MW), a telecommunication and an RTU is required so that a continuous and even transmission of data (e.g circuit breakers mode, active and reactive power measurements etc.) from the Wind Farm Power Station to the Energy Control Centre of TSO is achieved. (I AGREE/ I DESAGREE) Table 9. Other Requirements. Provide Certificate according to IEC The characteristics of the electric power produced shall be compatible to the specifications for the Transmission and Distribution System Performance as determined in the Transmission and Distribution Rules. (YES/ NO) 9.2 The Independent Power Producer shall provide assurance that the installations are compatible to International Standards of Electromagnetic Compatibility (YES/ NO) 9.3 Provide a certificate according to IEC , Wind Turbine Generator Systems, Part 21: Measurement and Assessment of Power Quality Characteristics of Grid Connected Wind Turbines.
