1 FINGERPRINTING We cannot over-emphasize the importance of obtaining adequate fingerprint images. Without proper images, criminal histories and latent print examinations would be impossible. A person s criminal record will not be updated until they receive a good set of prints. The Secret to becoming error free and proficient at taking legible fingerprints is to Practice. What to do first? After you clear shift, enter the finger print room and check the walls to see if there are any new updates or new procedures posted. Familiarize yourself with any new procedures or updates before fingerprinting. Then retrieve the Arrest Booking Report (A/B) and Booking Checklist from the fingerprint tray and return to the fingerprint room. From the log on screen, enter your user identification and password to log into LIVESCAN. If you do not have a log in, you will need to get one from your shift supervisor or Lt. Sanvidge. Getting Started Clean the platen surface before every scan with the microfiber cloth provided. Unsatisfactory latent images will result if the platen is not properly cleaned prior to usage. Ghost images can appear in the scan results if you have not properly cleaned the platen before the capturing the handprint. ***Never use water or any liquid on the platen glass surface to clean it.*** Key Points to Remember If the finger print image is not acceptable, it will need to be re-captured. Encourage the subject to keep fingers, hand, and wrist as relaxed as possible. The Import Process takes approximately seconds to load so click on the LIVE SCAN button in Police Central and then take the picture, when you go to import the information, it should only take a few seconds. Attempt to get the most perfect Four Finger Slap possible. If you do, you should not get any error messages when you roll the individual fingers. If you continue to get error messages on good prints, re-capture the slap. You can turn the prints at an angle to make sure that all four fingers fit in the red box on the slap. TRANSMISSION TYPES Under the log on icon, you will need to select one of the following transmission types: GA CRIMINAL GA JUVENILE GA APPLICANT GA CORRECTIONS GA SEARCH ONLY 1

2 The GA Criminal is referred to as CAR (Criminal Answer Required) and the GA Search Only is referred to as CNA (Criminal, No Answer Required). Whether the transmission type is a CAR or CNA will depend on if the charges are finger printable or eligible to be added to the person s criminal history. There are multiple ways to determine if the charges are finger printable to include: consult the Georgia Crime Information Center Electronic Submissions Manual (Live Scan), ask a veteran staff member, consult the Booking Officer or Supervisor and check the available handouts. If none of the charges in the arrest are listed (or otherwise known to be finger printable), then the submission is CNA (GA Search Only) and should be entered as GA SEARCH ONLY. When printing under GA SEARCH ONLY, in order to get the NAME and BIOGRAPHICAL information to print on the print card, you must select #6 SEARCH only FBI Criminal Card. ARRESTING ORI FIELD HCSO-GA MPD-GA HPD-GA LGPD-GA HCPD-GA GSP-GAGSP0100 FCDTF-GA Usually, you will see some variation of these numbers on the arrest booking form. However, use only the above numbers for the agencies in question. Example: North end HCPD uses GA as their ORI and on their AB s. We would still enter in GA in the IDENTIX to identify that arrest as HCPD. CHARGE CODES Press tab or click into the charge code field. Select charge codes (search list) and a list of finger printable charges matching the text entered into the search keyword will appear. Select the appropriate charge by highlighting it and pressing enter. Be very careful and make sure you select the correct charge. A common error is Cruelty to Children in 3rd Degree. People are selecting the felony charge which is the 3rd or subsequent offense instead of the misdemeanor charge which is the correct one. DUI s are another one that gets confused. Alternatively, you can search (Full List) select charge codes. This will list every finger printable charge in the LIVESCAN machine. This method takes longer but can help with locating unusually worded or rare charges. 2

3 DATES In EVERY Field in which a date must be entered, enter the date in the format YYYYMMDD. For example; enter for April 1 st, RAPID ID PROGRAM The Rapid ID Program has replaced the Blue Check Device. There is an icon on the desk top of the LIVE SCAN for the Rapid ID. The Operator will need to log off of the LIVE SCAN Module and the GCIC Operator can log in to the Rapid ID Program. They will use the same username and password that was issued for the access to the Blue Check Device. SIGNATURES The subject will use the TOPAZ SigLite Pad with the pen provided to submit their signature. This is an electronic transmission of the signature on the card. This step is performed once the finger prints have been captured and verified to be accurate. Just capture the prints and signature and from the transaction screen, print the card. REJECTIONS If you get rejections and the person has been released, please notify Lt. Sanvidge or your immediate Supervisor so they can contact the Courts. They will have the person return for print corrections. If the print is rejected and the person is still in custody, print them again as soon as possible. RESPONSES The Finger Print Officer needs to leave a copy of the paperwork in the Finger Print room until they get a response. The Finger Print/Photo Officer must put their Name and employee number in Police Central in the appropriate location in Police Central and on the Arrest/Booking Report. UPON COMPLETION OF PRINTS Complete the appropriate section of the Booking Checklist form. Write the FBI number and SID number (State Identification Number) and OBTN number (Offender Based Tracking Number) on the Arrest/Booking Sheet (A/B) after you receive a response from GCIC. Enter your name and employee number as the finger print officer on the A/B. Enter all collected information from above in the appropriate locations in Police Central. Enter your Name in the Field titled Fingerprint/Photo Officer in Police Central. Collect the A/B, GCIC Responses and the Booking Checklist and place them in the supervisor s tray in Booking. Add the image number to the Arrest/Booking Form. The number can be obtained by right clicking on the photo and then click on properties. The image number will appear on the top and should be five or six digits followed by some letters. 3

4 Common problems which can lead to unacceptable images Hands too moist If the subject's hands are too moist, the captured image will be extremely dark in areas where the ridge detail appears. To correct this problem, clean the glass with the microfiber cloth provided, dry the subject's hand with a paper towel, and re-scan the print. Hands too dry If the subject's hands are too dry, the captured image will be extremely light (almost white) in areas where the ridge detail appears. To correct this problem, clean the glass with the microfiber cloth provided, moisten the subject's hand, and re-scan the print. Too little pressure If too little pressure is used in the capturing process, it may result in the captured image being light where the ridge details should appear. To correct this problem, clean the glass with the microfiber cloth provided and re-scan the print while gently applying more pressure. Too much pressure If too much pressure is used in the capturing process, it may result in the captured image being dark where the ridge details should appear. To correct this problem, clean the glass with the microfiber cloth provided and re-scan the print while gently applying less pressure. Images not in sequence If the images are captured out of the proper sequence, the image needs to be re-captured. To correct this problem, clean the glass with the microfiber cloth provided, view which image is to be captured on the screen, place the correct image on the glass and re-scan the print. MISSING FINGERS Often subjects are processed with amputated fingers, fingers which are inflexible due to injury and fingers in which the ridge line details are worn down. There is an option at the bottom of the page for missing fingers. Click on it for the appropriate missing finger. INK PRINTS IN EMERGENCY CASES ONLY If the Live Scan is not working, the individual needs to be ink printed. Three copies need to be made if they are ink prints. If the printer will work but the machine is not transmitting then print out two copies from the Live Scan. One for the Jail file and one to Lt. Sanvidge, so she can get the charges added onto their Criminal Record. If the Live scan will not work at all and ink copies must be made, one will go in their jail file and two will go to Lt. Sanvidge to get them added on their Criminal Record. The set of prints that 4

5 goes in the Jail File can be a copy of the rolled prints. You do not have to roll them three times. You will only have to roll them twice. The two ink rolled cards will be given to Lt. Sanvidge and make a copy of the front and back of the ink card, after it has dried, for the jail file. Make a copy of the best set of prints. A copy of their palm prints should also be placed in the Jail File. Make sure to get a good print of the fingers on the palm print card. If you are assigned to Fingerprinting and you do not know how to roll ink fingerprints, then you need to let your Supervisor know. Make sure you are properly trained before you attempt to ink roll fingerprints. The quality of the fingerprints is very important. Slow down and take your time to make sure we achieve the best prints possible. If you ever have any questions ask your Supervisor and/or Lt Sanvidge. STEPS FOR FINGERPRINTING 1. Locate the correct subject in Police Central. 2. Locate the charge(s) in which the subject is to be printed. 3. Determine the transmission type. GA Criminal vs. GA Search Only. 4. In Police Central under the Charges, Hit LIVE SCAN. (wait time seconds) 5. Hit the Capture Icon Next. 6. Enter the Booking Number (usually it is a seven digit number). It can be located in the Top upper right of the Booking Information in the Detention Section or the bottom left in Administrative Information section. 7. Click on IMPORT. 8. You must fill in the yellow highlighted areas. Verify the accuracy of the information before you proceed to the next screen. 9. Move to next section. This can be accomplished by using the TAB key, clicking the next Tab button on the top of the page, or using the mouse to click on the Arrow in the lower right hand section of the page. DO NOT enter Personal Address/Employer Address. 10. Enter the Date of Arrest and Date of the Offense. Use the YYYYMMDD format. These dates may or may not be the same so refer to the Arrest Booking Sheet (A/B). 11. Enter Charge Codes. Click on ADD on Charge Code. Remember in Police Central MI stands for a misdemeanor charge and FE stands for a felony charge. When identifying the type of Violation of Probation (VOP), look at the original charges and the court type. The same is applicable when dealing with (FTA) Failure to Appear Charges. 12. Skip DNA information section. When finger printing, notice the blinking square which identifies where the image is to be placed. On the left side of the screen, it provides the sequence in which the prints are to be taken. This information is written in BLACK. At the bottom of the page, it provides which specific image is to be captured. This information is written in RED. Off to the bottom right side, digital images of which image to be taken will be displayed. This will be GRAY until the image is captured. Follow the Sequence of which images to capture. Press the foot button and it will BEEP. Keep the finger in place until you hear a second audible BEEP. Then remove the finger and proceed 5

6 to the next. The writing on the left side will change from black to green when the image is properly captured. The writing will change form black to red when the image is insufficient or incorrect. 13. Have the subject sign their name. 14. Print the card. Palm Print Cards We now have the new Palm Print Cards for the Live Scan. It takes two cards for each person because it will print each hand on one card. When the Officer is getting ready to print the fingerprints, they will place two palm cards in the printer, notched side facing the same direction as the regular finger print card (left side facing the Officer). They will then select the print button and click on the selection to print the right palm card and they can immediately go back into it and select the left palm and then right after that select the regular criminal card. They do not have to wait for the other card to complete printing before selecting the next one. It should only take about 30 seconds extra for the whole process of placing them in the printer and printing the palm cards. The print cards are in the drawer and the cabinet right under the printer. Once they start running low, notify your Supervisor and they can get more from the supply closet. When they are running low in the supply closet, the Supervisor can notify Sgt. Sowell and he will supply more. Please let Lt. Sanvidge know if you have any questions. Photographs and Images After you verify that you have the correct subject, from the Action Pane select and click on Modify. The imaging system information will appear once you click on the green cross hairs which are located near the suffix drop box. This will activate the camera. Select the Image Type from the following: Glasses Injury Mug-front Mug-left Mug-other Mug-right Mug-side Other Select Mug-Front as the image type to obtain a mug shot to be added to the subject s jail profile report in Police Central. Select Injury as the image type to obtain images of any injuries to a subject in custody. Images of injuries are required for persons in custody after being involved in incidents which may leave abrasions, bruises, burns, lacerations and/or scratches. Incidents to include but not limited to altercations, burns, and slip and falls. 6

7 Select Other as the image type to obtain images of Distinguishing Scars/Marks and Tattoos. Prohibited images of tattoos include but are not limited to the following: tattoos of female breasts tattoos near or on the crotch and groin area tattoos on the buttocks. Primarily take photographs of tattoos which are visible. Again, no photographs should include images of female cleavage. While the subject is standing in the gray area of the wall, click on Capture and use the black Sony Remote Control to acquire the subject on the screen. You can move the camera by toggling the Pan-Tilt buttons on the remote. Use the Zoom buttons to focus on the subject. The main object is to obtain a photograph of the subject that starts from the shoulder line. Once an acceptable image has been acquired, click on Grab which is located in the lower left hand corner of the screen. Then click on Okay and finally, click on Save from the Action Pane area. 7
