1 HS2 Growth and Connectivity Conference Biographies Baroness Kramer Baroness Kramer was appointed Minister of State for Transport in October She is a Liberal Democrat Peer and was educated at St Paul s Girls School and St Hilda s College, Oxford. She is currently the minister responsible for HS2 Phase Two, rail funding and futures (including RIS, SOFA, ORR, stations policy), cities and urban renewal (including growth deals and Heseltine Review), localism and devolution, local connectivity (including smart ticketing, buses, taxis, light rail and trams) and accessibility and equalities. Alain Flausch Alain was selected Secretary General of the International Association of Public Transport (UITP) in September 2011 by the UITP Executive Board. Alain was previously Chairman of the Finance & Commerce subcommittee of the UITP Metro Committee ( ); he has also been a member of the UITP Executive and Policy Boards ( ), an Executive Member of the UITP International Metro Committee ( ), a Member of the Transport Management Committee (UITP) and Chairman of the Design & Culture Platform. Alain is also the President of the Belgian Union of Urban and Regional Public Transport (UBTCUR), which gathers together the three national public transport companies. From 2000 to 2011, as CEO of the STIB, the Brussels public transport operator, Alain led the STIB through an in-depth cultural change, conducting a complete renewal both of its commercial approach and corporate management, setting a new company culture where clients are at the very heart of the service provision. Since 1999, STIB ridership has more than doubled, and in June 2011 STIB received the 4-star Recognised for Excellence label awarded by the European Foundation for Quality Management (EFQM). Alain was born in Brussels in November He still lives in the Belgian capital. He is a lawyer and holds a Master s degree from the University of Berkeley (California). He is bilingual French-Dutch, speaks fluent English and has a good command of Italian. He is married and has two children. His interests include all different forms of art and culture as well as political history. Mr Flausch also takes an active interest in nature conservation issues.
2 Chris Choa A native New Yorker, Christopher Choa is based in London and leads the urban development practice for AECOM. He speaks frequently about the comparative advantages of cities, and works with city and national governments to develop regional-scale strategies. A graduate of both Harvard and Yale, Christopher serves on the UK executive board of the Urban Land Institute, and is on the external advisory board for the Sustainable Urban Development program at Oxford. Steve Gooding Steve is the Director General for Roads-Traffic-Local at the DfT, responsible for a wide range of policy issues relating to motoring and local travel, from streetworks and traffic signs through to funding for highway maintenance and local major transport schemes, concessionary travel and bus services, funding for Transport for London, funding for and reform of the Highways Agency, management of the executive agencies that run driver and vehicle licensing and testing, and for the DfT s digital services. Connectivity and economic growth are central to this agenda, with departmental funding supporting large-scale investment in the maintenance, renewal and expansion of national and local transport services. Before becoming Director General, Steve spent the previous five years as Roads Director responsible for exploring how to secure the best performance out of the road network. Within transport he has previously worked on a variety of issues including rail franchising, the sponsorship of London Transport and the subsequent creation of Transport for London. Steve has worked in several Government departments since first joining the civil service in Before his return to DfT in 2004, Steve worked in turn at the Government Office for London, at the Cabinet Office, as secretary to the Civil Service Management Board, and from April 2001 to January 2004, as a Director at the Office of the Rail Regulator. David Brown David Brown was appointed as Chief Executive and Director General of Merseytravel, Merseyside Passenger Transport Executive in February Prior to this he held the position of Direction General at South Yorkshire Passenger Transport Executive (SYPTE), since April In April 2014 the newly formed Liverpool City Region Combined Authority appointed David as Head of Paid Service. David is the lead Director General on buses and Chair of the pteg (Passenger Transport Executive Group). He led on developing the Local Transport Act, in particular, the provisions relating to the delivery of bus services and the governance in Integrated Transport Authority areas and has
3 continued to develop PTEG bus policy, as well as delivering improved bus services, utilising the provisions of the LTA. At SYPTE David led on the delivery of new models for bus services with the key operators in Sheffield. He delivered significant improvements to the local transport network and secured funding for many new projects including the proposed TramTrain link between Sheffield and Rotherham. Prior to joining the PTE, David s career was predominantly based in the rail industry with 15 years experience in commercial, operational and business management positions, predominantly in regional railways businesses in the East Midlands and the North West. Andrew Cleaves Andrew has over 20 years experience in industry, including most recently as managing director of National Express' international division, having formerly run its Birmingham-based UK Coach business, leading it to record profits and customer satisfaction. Andrew previously spent 12 years in commercial roles at Tube Lines, managing the public private partnership with Transport for London for infrastructure and maintenance of the Tube. He was part of the team which invested 10m on a training school for engineering Apprenticeships for its workforce. He is an alumnus of Cambridge University where he obtained an MA in Natural Sciences, and of Cranfield School of Management where he gained an MBA and Diploma in Marketing. Andrew took up his post as Principal and Chief Executive of the college in May 2014 and is committed to driving educational and employment outcomes for students by strengthening links with the businesses and communities the college serves, alongside securing greater inward investment for the region. He is a director of the Greater Birmingham and Solihull Local Enterprise Partnership, where he is lead for transport, working to optimise the positive impact of HS2 and to improve connectivity within the region. Michael Colella Michael has over 20 years experience in the development and assessment of transport issues. Currently TfL s Lead Sponsor on HS2 supporting and influencing the development of the UK Government s high speed railway including ensuring the design at Euston and Old Oak Common are optimised to meet the transport needs for London while enabling the regeneration of the wider area. Previously, Michael was the lead commercial sponsor for Crossrail as well as developing TfL s long term business plan and Stagecoach s rail business development strategy.
4 James Pond James Pond is a European Commission official and currently the Senior Adviser on the North Sea Baltic TEN-T Core Network Corridor. Before joining DG Mobility and Transport James Pond was deputy negotiator for the entry of the Republic of Cyprus to the EU in 2004 and a member of the Enlargement Task Force for the accession of Austria, Sweden and Finland in James joined the Commission after having worked as an official of the European Parliament where he was spokesman for several Parliamentary Committees, including Environment, External Trade and Development and Cooperation. He is a UK citizen and is an English solicitor (lawyer) by training. He was educated at the University of Birmingham (UK) and Harvard University (US) and holds Masters' degrees in Law and Public Administration. He is married with two children and his interests include sailing, skiing and the study of history. Paul Kehoe Paul Kehoe joined Birmingham Airport as Chief Executive Officer in October 2008 He started his career in aviation as an air traffic controller in the Royal Air Force and has worked for a variety of companies in the industry including British Aerospace plc, Serco Aviation and TBI plc. Paul has been CEO/MD of a number of UK airports (inc. Belfast International, London Luton and Bristol) and has been a non executive director of a number of other UK and Overseas airports during his 25 year career in civil aviation. Throughout his career Paul has been an active member of the Airport Operators Association where he is a Director and was chair of that organisation Paul is also Chairman of Marketing Birmingham, a member of the Warwick Business School Strategy Board and also a Board member on the Coventry and Warwickshire Local Enterprise Partnership and most recently became Chairman of the Skills for Birmingham Advisory Board. Paul holds a BSc (Hons) in Geography, an MBA, a diploma in Marketing and was awarded an Honorary Degree of Doctor of the Birmingham City University in September He is also Honorary President of the RAF 2030 Elmdon Air Training Corps squadron, a Fellow of the Chartered Institute of Marketing, the Royal Society of Arts, the Institution of Civil Engineering and the RAeS (Royal Aeronautical Society).
5 André Gibbs André joined Argent in 1998 and became a director in In 2012 he became a founding Partner of Argent (Property Development) Services LLP. Over the years he has worked on Argent s London projects, including two office developments in the City of London. Since 2001, he has worked on the King s Cross redevelopment in particular on land assembly, business planning, finance, infrastructure and environmental sustainability. André is responsible for integrating these aspects into the construction and delivery of King s Cross, Airport City and Argent s new opportunities. André is a director of Metropolitan King s Cross Limited, the energy service company at King s Cross. He is a member of the British Council for Offices, sits on the British Property Federation Construction Committee and the Association of Consultancy and Engineering Steering Group. Professor Kathryn Moore Kathryn Moore, Professor of Landscape Architecture at BCU, has published extensively on design quality, theory, education and practice. Her book Overlooking the Visual: Demystifying the Art of Design (2010) lifts the philosophical veil obscuring critical, artistic discourse. Her teaching and research, set within landscape architecture have clear implications for architecture, urban design and other art and design disciplines, in addition to philosophy, aesthetics and education more generally. Responsible at Salford City Council for the award-winning Landscape Group, her design work includes the re-visioning of Salford Quays and significant and widespread derelict land reclamation, urban regeneration, public realm creation and landscape management. After moving to BCU, she worked with Gillespies and Camlin Lonsdale before setting up her own consultancy, Design Muse in Working with Martha Schwartz Inc, for the Living Landmarks Big Lottery Fund bid for Birmingham City Council, and with Lovejoys, Birmingham for the design of major new public realm adjacent to Nottingham Castle, projects included a park in Leicester and the creation of an urban vision for the Black Country that evolved into a study of regeneration catalysts. She has been leading on the relationship between landscape, existing communities and new development for HS2 stations and rail lines in the Birmingham region. Waheed Nazir Waheed Nazir is Director of Planning and Regeneration at Birmingham City Council. He is responsible for planning, regeneration, economic development, housing and education/schools infrastructure. He has been instrumental in spearheading the vision and momentum of the growth agenda across the city via the Big City Plan. He is also lead for the recently launched HS2 Birmingham Curzon Station Masterplan as well as the UK s largest 1.2b Enterprise Zone.
6 Geoff Inskip Centro is the organisation responsible for bus, rail and Midland Metro Tram transport in the West Midlands. Geoff Inskip joined Centro in 2006, with 25 years experience in the finance, rail and public transport sectors. Geoff took up the position as Chief Executive of Centro to develop transport solutions aimed at encouraging people out of their cars and transforming the West Midlands cities and towns by attracting investment in Transport. During the past 5 years Geoff has been a driving force in setting up and getting the go-ahead to deliver a 1.3bn transport package underpinning economic regeneration in the West Midlands. Geoff s determination has seen the introduction of the West Midlands Swift smartcard with over 2000 buses in the West Midlands equipped with smart ticketing equipment, and the transformation of the bus network which is showing improved performance and customer satisfaction. As well as Chief Executive of Centro Geoff is also Chair of UKTram and is Vice President of UITP and President of EMTA. Councillor James Lewis Councillor Lewis is former student of the University of Birmingham and been a Leeds City Councillor since He has chaired West Yorkshire Integrated Transport Authority since 2011 and now chair of West Yorkshire Combined Authority Transport Committee since formation in April He is also chair of the cross-sector Leeds City Region HS2 Programme Board and a member of the Rail North Leaders Forum.
