Approval of April 18, 2016 Meeting Minutes Minutes were approved by consensus. 3. Financial Report

2 Kenny Dean, KAMMA Treasurer, provided the financial report. All checks have been negotiated. There may be small expenses forthcoming, but overall financial health is good. Website is totally paid for and City grant is paid back. Initial Balance: $5, Current Balance: $3, Old Business: a. Website Update / Improvements: Dolly Moore reported that suggestions made at the last meeting for website improvements have been made. The link to City of Kingman website has been corrected. A check-mark box has been added for those applying for membership to request an invoice for payment. Advertising: A number of KAMMA members have submitted their advertising stencils and have been added to the website at: /kamma-members/. New additions include: UniSource Energy Gas UniSource Energy Electric Kingman Airport Authority (KAA) T.R. Orr Ignite Brand Marketing Mohave Airport Authority WAVE JTED Geo Group Cook Controls If your member company has not sent in your advertising stencil, please do so. It will help advertise your business. Log-in and Events Calendar: Dolly reported that she had sent all members their log-in ID. If you haven t received it, please get in touch with Dolly. Those that have member log-in can put in events on the KAMMA website Events Calendar. Dolly is working to link this calendar with the Chamber of Commerce calendar. Domain Names: Dolly said the domains for KAMMA.org are being held by a person(s) in India. Cost could be at least $5K to get this domain name. She provided a list of other

3 domain names that could be used: KAMMA.news, KAMMA.today, KAMMA.world, KAMMA.solutions. They will cost ten to twenty dollars a year to have these names. Scott Brackett suggested that we talk to the people in India about buying KAMMA.com and also pursue a back-up plan. Bob Riley suggested that we use other analytics as well to get KAMMA to come up quickly in the search engines. John Hansen suggested that KAMMA go ahead and rent KAMMA.world and correspond with the India people to get KAMMA.org. Carl Hayes suggested we consider KAMMA.az.org. Thanks were given to the Laron IT Department for spending several hours to install a plug-in that helped facilitate the website success. b. Membership Update: Distribution of Membership Certificates Membership certificates were given to: Allied Forces, Cook Controls, Lomanco, Mohave County Economic Development, UniSource Energy Services and Laron. Presently, KAMMA has 30 paid members and 14 comped members. New members include Mark Sippel of Sippel Law Firm and Jackie Chapman of Manpower. KAMMA membership ensures that the organization continues to exist to serve and encourage businesses that are here to stay here and to attract new industry. 5. New Business a. Northland Pioneer Training Programs: John Spadaccini, Manager of Career and Workforce Business Services, Northland Pioneer College (NPC), Silver Creek Campus, and a representative of Northeastern Arizona Innovative Workforce Solutions, gave a presentation on NPC s industry related certifications and degrees. Programs discussed included - Construction Technology - Welding - Industrial Maintenance & Operations (IMO) brochure attached and

4 - Mechatronics Associate s Degree (AAS) - brochure attached (Note: Mechatronics program has an open instructor position right now. NPC intends to continue that program using Red Vector as part of their training module.) Mr. Spadaccini noted that if employers want to come up and interview students, he will arrange on-campus interviewing. They also have mentoring programs and are always looking for employers who will do resume critiques and internships. Main Snowflake, AZ NPC s graduates this year: Construction Technology: 20 Certificates of Proficiency Mechatronics: Lab in Holbrook - 26 working toward AAS Welding Welding 1 75 Certificates of Proficiency Welding 2 38 Certificates of Proficiency Welding Certificate of Proficiency 7 graduates Welding AAS 13 graduates Industrial Maintenance and Operations: Certificates of Proficiency 37 graduates Certificate of Applied Science 9 graduates IMO AAS degree 9 graduates Mr. Spadaccini stated that the NPC programs offer a number of 3 rd party certifications. NPC offers the National Career Readiness Certificate with ACT, a certificate that is becoming more accepted in Arizona. These certifications tend to indicate to employers that a county is work-ready. NPC also awards Energy certifications and NCCER (National Center for Construction Education and Research) certifications for Electrical, Maintenance and more.

5 Mr. Spadaccini would like to partner with Mohave Community College to serve employers. He would like to put together a large career services event that involves colleges along the I-40 corridor. Toward that, he reached out to MCC this morning to talk with Career Services and CTE staff. He noted that the NPC area has limited employment opportunities. Their largest employer is power plants and their future is uncertain due to constraints on coal. They also have Wal-Mart, hospital and Government. NPC would welcome our Mohave County employers to come for a tour, especially consider the Holbrook Skills Center as it houses Construction Maintenance and Welding. b. Review; BNSF Southwest Transloading Showcase (May 10 th ) John Hansen talked about BNSF Railway visiting Kingman to showcase transloading opportunities. Transloading is taking material from a rail car and putting on truck or vice versa. If you are moving freight over 400 miles, you will find that it is more cost effective to utilize rail. The problem is how to get it on the train. On the BNSF line (Needles through Kingman to Page, etc.) there is one transloading site here in Kingman! That site is Laron. Laron is on its way to being a Premier Transloader Site on the BNSF website (may take 9 months). There is a huge opportunity for businesses in Kingman and outside of Kingman who do not have rail to utilize transloading to move product in and out via rail. This could be good for Flagstaff, Needles, etc. Also, as BNSF is not allowed to serve Las Vegas, they would like to acquire a portion of the LV market through our site in Kingman. Fortunately, Patriot Rail is in the Industrial Park and there is a good chance at partnership. Patriot Rail is a KAMMA member and they want to increase their car count, etc. Laron anticipates being able to transload 20 foot shipping containers. They have a dock, rail site, warehousing, etc. Currently, Laron is transloading lumber that ends up in LHC. John Hansen mentioned that we need to have a dedicated road into the Industrial Park, the Industrial Parkway, to move the materials from rail cars to trucks to I-40. This needs to be a priority so that we are not competing with traffic on Route 66.

6 c. Progress Update: FTZ Subzone John Hansen reported that there was not much progress to discuss today. There is a need for local business to set up a Foreign Trade Sub-zone and then it would grease the table to have other FTZ subscribers to come in. Laron has been pursuing FTZ for about a year and they may have run into a brick wall. John noted that a political voice is needed to move beyond where we are at. He described the positive impact of not paying duty on materials if there are in an FTZ. Even material that is brought in and value-added work is done, the waste is duty free. The road block is that there is no customs coverage within the required number of miles. The company would have to hire the customs company to come in and do their work. Mining materials may be able to be brought in duty-free. He would like to see the Foreign Trade sub-zone be a goal of KAMMA. He encourages every business represented here to ask, Would it be of benefit to remove duties on materials brought in and distributed? If there were several businesses, we could force the hand of government to have customs people work in Kingman. d. JTED Field Trip KHS and LWHS Several KAMMA members visited the JTED programs at Lee Williams HS and Kingman HS. Scott Brackett (Brackett Aero Filters), Bruce Forthun (Cascades Tissue Group) and Jon Rowley (Nucor) visited the following: Kingman High School - Agriculture, Computers (CAD and Photoshop, business type software) Cabinet Shop (really nice equipment including CNC bed mill, 3 little CNC mills, etc), Culinary and Weld shop. Lee Williams - full room for Certified Nursing Assistant (CAN), Automotive and Drama. At both high schools, they have a store to sell some of the products. WAVE JTED funnels money to these programs. Scott saw that the program function is very teacher dependent, not a product of administration. Bruce commented that he was impressed with Auto Shop at KHS and others. Scott commented on the CNA classroom.

7 John Hansen mentioned that political support (including KAMMA) had saved the JTED from having funding slashed during this legislative session. We as businesses and parents drive the JTEDs because they, as everything, will fall to the easiest path possible without driving forces to improve. We must stay engaged. Bruce said that teachers are begging for input from business and industries. They are looking for places for field trips, guest speakers. He encourages everyone to get involved. Get in touch with Amy West to get connected. The kids are looking for jobs to have a career and right now, we (Industrial Park) are largely unknown. KAMMA could help JTED out with expertise on what manufacturers need. Scott suggested that next month they return to the schools with offers of what KAMMA can do. e. Board of Directors Nominating Committee Appointment Upcoming Election An was sent asking for interested participants to serve as KAMMA Board officers. If no nominations are received, the officers will be reappointed. Vice-Chair: Bruce Forthun Treasurer: Kenny Dean John thanked them for their willingness to continue serving. f. Partner Updates MCC: On Friday, May 13, MCC s Strategic Plan was approved. The primary goals established were to: 1. Increase educational attainment levels of Mohave County. 2. Work with community partners to increase economic development potential of the county. MCC Graduation was held last Friday; 400 Associates Degrees and 300 plus Certificates were awarded. MCC has a number of open associate faculty positions listed at: KAMMA members are encouraged to offer expertise for relevant associate faculty positions.

8 KAA: KAA is in process of rebuilding taxiway and ramp areas. Laying geogrid today, but have a long way to go. Chamber of Commerce: Lynne Peterson reported that the Kingman Derby takes place on June 4. Six different businesses can sponsor a horse and play a fun racing game. It will be at Mohave County fairgrounds at 6PM. Sponsorship opportunities still exist for horses, lanes, buckles and hats. Contact the Chamber! g. Manufacturing Day Plan for the fall John Hansen went to AMP meeting in Phoenix recently and witnessed a great deal of discussion about manufacturing in the schools. John would like KAMMA to consider sponsoring a couple of events for manufacturing day in the high schools and the college. We could tell the students what is needed to get the jobs that really exist for them. There could be support from JTED, MCC, AMP and others to inform juniors and seniors about manufacturing. Who wants to be the committee chair? Please think about it and we will appoint committee at the next KAMMA meeting. h. Chamber Mixer Sponsorship John talked about the previous 2 KAMMA mixers that took place at the Industrial Park. Lynne will check and see if KAMMA can have January 2017 slot for a mixer if it is available. i. Potential Scholarship Support John promoted the idea of KAMMA providing scholarships for training workers in existing businesses. (Example: We ll pay 25% of the cost burden for that training). Scott agreed that it was a good idea. Jen pointed out that incumbent worker training funding might be available to match if the training resulted in job skills that were in demand.
