1 UNDERSTANDING THE CONTEXT MONET AVENUE RENOVATION VISION Monet Avenue is a two block section of street targeted for improvements within the city of Rancho Cucamonga on the western edge of the site. The street will be updated in line with the original vision of the project, a place that will grow organically over time in tune with important regional trends. Art, culture and design will be the drivers of Monet s revitalization. This initiative is bolstered by an investment in infrastructure, landscape and other improvements. The goal is to create a more relevant community center, that reflects the best new thinking in building vibrant and engaged cities. The sense of place is inspired by An entrepreneurial point of view Vitality, an energetic embrace of the now California roots and traditions The creative re-use of materials Juxtapositions of old and new The revitalization of Monet Avenue begins a new century at, with the best practices of twenty-first century design and placemaking. The initiative is called Monet 2.0 Monet 2.0 is youthful, energetic and inspired by creative urban renewal. THE GOAL Monet 2.0 is looking for artists who are changing attitudes and pushing the boundaries with fresh, innovative and compelling approaches to making art for public places. This brief describes the process and selection criteria for four new pieces. They range from grassroots community involvement, regional crafts, the use of the written word and finally a world-class sculptural landmark. The spectrum of artwork planned for Monet 2.0 is designed to appeal to a range of artists, to bring together people of diverse experiences under a single idea of building a better place for people. p. 1

The scale of the artwork and the artists who create them draw from a strategic cross sections, from world class artists, local craftspeople and a grassroots project. 3 VICTORIA GARDENS INTRODUCTION TO THE SITE RANCHO CUCAMONGA is a retail center in the Inland Empire that is the product of a public-private partnership. The project is part of a larger campaign to bring a great sense of community and pride of place to locals. The project opened in 2005 with about 1 million square feet of shops, a central green and a public community center including a library and performing arts space. The site was inspired by local downtowns with an eclectic set of architectural styles and a rich vocabulary of details that celebrate the history of the place. This site narrative of draws upon a few key themes: The growth of California towns from dirt roads and farmsteads to diners and neon The site as a transportation hub throughout history, where multiple paths cross: Mojave Trail, Butterfield Stage Coach, El Camino Real, and Route 66 Agriculture, especially grapes and citrus continues to strive to meet the growing expectations of the local community. Transformation is at the core of the location. The place continues to evolve, grow and become more and more layered over time. All inclusive) Budget shall include artist s fee, materials, supplies, travel, lodging and equipment and sales tax needed to design, fabricate, transport and install final piece. APRIL 01, 2015 APRIL 15, 2015 MIDNIGHT APRIL 25, 2015 Up to three finalist may be selected. Finalists will be asked to prepare additional materials. Based on the direction of the committee these materials may include revisions to the concept, such as dimensions, additional details, samples of colors or finishes or other changes as determined by the committee. Finalists will be given a stipend of $1000 APRIL 20-24, 2015 APRIL 25, 2015 MAY 01, 2015 MAY 01 TO AUGUST 31, 2015 Based on the contract agreement, the artist may be asked to submit drawings, photos and samples for fabrication review. SEPTEMBER 2 TO SEPTEMBER 30, 2015 Minimum 18 years of age Residence in Los Angeles, San Bernardino, Riverside, Orange, San Diego, Inyo, Kern, Tulare, Ventura or Santa Barbara Counties. Preference given to applicants residing in the Inland Empire. Demonstrated artistic ability and technical knowledge Experience on similar projects, including the ability to meet time line and budget Ability to meet the safety standards and code requirements of the site. Ability to provide maintenance guidelines and conservation recommendations to ensure the longevity of the piece. p. 4

5 CALL TO ARTISTS SUBMISSION DETAILS, CONT DESCRIPTION SITE CONTEXT SIZE & MATERIALS FOUNDATION AND FOOTINGS This is an open call for artists to design, fabricate and install six tile mosaic bollards for an exterior location in Rancho Cucamonga, CA. The mid-block crossing is a key circulation point for the Southern block of Monet Avenue. Artwork in this location will be add to the experience and personality of the street by creating a colorful and tactile point of interest for all users. The artwork will include six tile elements. Tile mosaic should wrap all visible sides of the piece. See additional drawings for details and dimensions. Custom tile, found ceramic tile, custom glazing of off-theshelf tile, glass and/or found object are all options for the final mosaic piece. The artwork will include mosaic only, excluding the concrete form that serves as the base for the tile work. Written description of proposed artwork. This description may include materials, finishes, relevant inspiration and the narrative intent of the work. Sketches or other imagery needed to express the intent of the piece. These may include reference images for the materials, color, finish or inspirational precedents. Up to ten samples of previous related work with photos of the final piece installed on site. Initial sketches, fabrication drawings and progress photos of the final piece may be submitted. These materials should be included as they are beneficial to understand how this new work will move through the artist s process, developing from an idea through final execution. Any unsual materials, such as found objects, should be shown in detail as proof of concept. p. 5

Artist will be responsible to a one year warranty for maintenance and repair due to any flaw in the fabrication or installation, unless noted otherwise. Monet Avenue Tile Bollards flank two sides of a mid-block crossing. They are part of the pedestrian experience. The committee is looking for submissions that relate to the overall vision Monet Avenue s revitalization while celebrating the unique characteristics of the mosaic craft. SELECTION CRITERIA Submissions will be evaluated based on: FORMAL CHARACTERISTICS. The committee is looking for pieces that fit within the site location. Consideration will be given to: The views from four sides Three dimensional object at hand level Visual and tactile excellence Location at a circulation node. CRAFTSMANSHIP. The committee is looking for both attention to detail and custom design element(s). The committee seeks the one-of-a-kind details that are be apparent to people who interact with the piece. Make sure to describe the distinct approaches to the craft of mosaic, such as the sourcing of tile or other materials, use of glazing as creative decisions or other aspect of artisan s approach. Durability and safety are also key considerations. UNIQUE POINT OF VIEW. The tile bollards should employ a formal or narrative element that sets them apart as custom pieces. The artist s unique point-of-view could relate to the history of the site, the various crossroads that meet in Rancho Cucamonga, the culture of the region, specific personalities, or it could be forward-thinking, about the changes currently underway in the Inland Empire. Inspiration and expression of the artist s point-of-view is open and should not be limited to the list above. Make sure to address this aspect of the proposal in the submission. The location of the bollards creates a two halves of the piece, one at either side of the street. Artists are encouraged to consider how the two sides of the street relate to the design.
