2 Three Snowhill, Birmingham Site Specific Art Commission 1. INTRODUCTION Three Snowhill is the largest single office building under construction in the UK outside London. The building is being delivered by Ballymore and funded by M&G Real Estate. Ballymore takes its responsibility as a placemaker very seriously. The Snowhill Estate boasts a water feature, Europe s largest green wall and a reproduction of the Great Western Railway mural.

3 For Three Snowhill, Ballymore is seeking to commission a new site specific artwork for the Snow Hill Queensway reception space. Although inside the building, this area is highly visible from the street and from the A440 St Chad s Queensway. Ballymore is keen on receiving initial expressions of interests and proposals for new artwork in a wide range of 2D & 3D practices, in particular artists who are interested in developing digital media projection and lighting installations. However, at this stage this should not constrain thinking. 2. THREE SNOWHILL Three Snowhill is 420,000 sq ft and the largest of three office developments on the Snowhill estate, a four-acre site next to Snowhill Station. It comprises 17-storeys of Grade A offices. The building was designed by Sidell Gibson. It is fully glazed on three sides and partially glazed on the fourth. Scheduled for completion this summer, it is anticipated that the building will house multiple tenants. The commissioned artwork will be sited on a large L shaped white wall space (H 8660mm x W 5669mm mm) in the high profile reception area and will be visible from the outside. 4 3. THE CLIENT - BRIEF Three Snowhill is the final phase of the development project at Snowhill. Ballymore is interested in receiving proposals from artists based in this region which respond to the the site and its historical legacy as well as digital or moving imagery. Working with Grand Union, they would like to commission new artwork produced specifically for Three Snowhill. At this stage we do not wish to impose restrictions on what the artwork might or might not be. However, it is important that the work in some way taps into, or is inspired by, the fabric of the building itself, and its locality at the fore of the Colmore Business District. The work should be site-specific in a real sense a work that resonates with Three Snowhill and would not be found elsewhere. On the understanding that any new piece of work may be in place for some time, the work should be dynamic, challenging, bold, innovative, and founded on a strong concept it is important that regular visitors to the building don t become blasé about the work and for it to fail to register on the eye or the mind after its first few viewings. The area where the work will be placed is a commercial office with multiple occupants and will also viewed by visitors and by the public from the street/road. Imagery that may upset or disturb should be avoided. We would also like to emphasise some of the things the work should not be; it should not be corporate this is not an advert for Ballymore in any explicit way. It should not necessarily be safe we would encourage the shortlisted artists to push some boundaries, challenge the viewer. 4. 5 If you are shortlisted to develop a proposal Ballymore will pay a nominal sum of 200 plus VAT to each of the shortlisted artists for their detailed proposals. 5. THE PROPOSAL (Shortlisted artists) The proposal should be submitted in a way that will allow Ballymore to fully understand the intentions of the artist and should include; Visuals of the proposed artwork (hand drawn or photoshop, or any appropriate medium) utilising the plans and CGIs provided, and any photographs taken on site, to identify the location d size/scale the work. - Where possible, or where it would help to do so, samples of the intended materials should be provided. Examples of previous work. A timeline for development of the piece. - An indication of third-party consultation that may be required (eg structural engineers, lighting designers, Building Control). Shortlisted artists could be expected to present their proposal to a small group from Ballymore and Grand Union, after the proposal submission date. BALLYMORE will pay a nominal sum of 200 plus VAT to each of the shortlisted artists for their proposals. 5. PROGRAMME / KEY DATES Meetings Grand Union, and BALLYMORE Jan 2019 Submission by artists for Expressions of Interest to develop a site specific proposal 17th March 2019 Submission of site-specific proposals from 3 x shortlisted artists by Fri 5th April 2019 Review period BALLYMORE and Grand Union April 2019 April June artwork production Aug Installation and Launch Event 6. BUDGET The budget for the piece/s are currently set up to a limit of 30,000 plus VAT, to cover; - artists fees - production costs - expenses (site visits) - delivery of completed work to site installation costs. All shortlisted artists must produce a proposal that works to this budget.

6 7. BALLYMORE SUPPORT If required, BALLYMORE will be able to advise on structural issues, or anything related to provision of power to the proposed artwork. We will also make every effort to facilitate further site visits.
